2020 Delhi riots: HC seeks police response on accused's plea for discharge in head constable murder case
The accused, Mohammed Khalid, moved the Delhi High Court challenging a trial court order that framed charges against him in November 2024 for several offences under the Indian Penal Code, including murder and rioting, among others.
Justice Shalinder Kaur issued notice on Khalid's plea and kept the matter next for consideration on October 14. The prosecution also reserved its right to address arguments on the maintainability of Khalid's plea.
Khalid was arrested in June 2023 and was released on bail in September. A trial court had framed charges against him under sections 148 (rioting), 186, 188 (obstructing public servant), 302 (murder), 323, 325 (grievous hurt), 332, 333 (grievous hurt to public servant), 353 (assault or criminal force against public servant), 427 and 435 (mischief) of the IPC as well as for offences under the provisions the Prevention of Damage to Public Property Act.
On February 24, 2020, a communal riot had erupted on a service road near Chand Bagh on Wazirabad Road in Delhi. An FIR was lodged at Dayalpur police station. The FIR alleged that 'furious protestors' proceeded to the Wazirabad Main Road with weapons such as baseball sticks, iron rods and stones with a common intention to kill the police personnel on duty, and in rage and in furtherance of their common intention, all the protestors started pelting stones at the police officials with sticks, baseballs and iron rods.
Following the attack, Head Constable Ratan Lal sustained grievous injuries to his head due to heavy stone pelting and subsequently succumbed to his injuries.
More than 270 witnesses have been cited by the prosecution, and seven supplementary chargesheets have been filed in the case.

Allahabad HC stays Abbas Ansari's conviction in 2022 hate speech case
The Allahabad high court on Wednesday stayed the conviction of Abbas Ansari, son of the late gangster-turned-politician Mukhtar Ansari, in a 2022 hate speech case. Abbas Ansari. (File) Justice Sameer Jain stayed the May 31 order of the MP-MLA court, Mau, which had convicted Abbas under sections 153-A (promoting enmity between groups) and 189 (threatening a public servant) of the IPC and sentenced him to two years' rigorous imprisonment along with a fine of ₹2,000. Following the conviction, Abbas had lost his membership of the UP assembly. Now, according to his counsel, advocate Upendra Upadhyay, the high court's order staying the conviction will restore Abbas Ansari's assembly membership. He was elected from the Mau constituency on a Suheldev Bhartiya Samaj Party (SBSP) ticket in 2022. Abbas had earlier challenged the conviction before the sessions court, which on July 5 rejected his plea for a stay. He then moved the high court for relief. The case pertained to a speech made during the 2022 assembly elections, in which Abbas allegedly targeted a government officer. His remarks, captured on video, had gone viral on social media, leading to the case. It may be recalled that the CJM MP-MLA court, Mau, had convicted Abbas Ansari and sentenced him to two years of imprisonment in a 2022 hate speech case. The order was passed on May 31, 2025. His election agent, Mansoor Ansari, who was present on the stage during the rally, was also convicted and sentenced to six months in jail.

Delhi CM Rekha Gupta attacked during public meet at residence, attacker held
Delhi chief minister Rekha Gupta was assaulted at a weekly public hearing at her official residence in Civil Lines on Wednesday morning by a 41-year-old man who came from Rajkot in Gujarat, and entered posing as a complainant. (Sanchit Khanna/HT PHOTO) The accused, Rajeshbhai Khimjibhai Sakriya, an auto driver in Rajkot, was overpowered by the CM's security team and others present there. An FIR under sections pertaining to attempt to murder has been filed against him. His motives are not known and it is also not clear whether he was working alone. Hours after the attack, Gupta said in a post on X: 'The attack on me during this morning's public hearing was not just an attack on me, but a cowardly attempt on our resolve to serve Delhi and work for the welfare of the people. Naturally, I was in shock after this attack, but now I am feeling better.' She added that such attacks could not 'break her spirit' and that the public hearings would continue. Gupta has Z+ category security cover, and is guarded 24x7 by more than 35 personnel of Delhi Police personnel, Central Armed Police Force commandos, static guards and escorts. Her official convoy has its own set of security personnel. Local police claimed that none of the visitors were screened or frisked on Wednesday morning. Delhi Police did not respond to requests seeking comment on the matter. The attack happened at 8.45am and Sakriya pulled Gupta's hair and then pushed her, after which she hit her head on a table, according to people familiar with the matter. In Rajkot, Sakriya's mother Bhanuben told media that her son had told her that he was in Delhi 'because he was concerned about the dogs in Delhi' and that 'he is not affiliated to any political party.' The police believe the attack was premeditated and a police officer from North Delhi who interrogated Sakriya said 'he did not mention that he came to Delhi over the dog issue.' Police say they have recovered purported footage of the accused roaming outside the CM's Shalimar Bagh residence. 'He conducted a recce of the area. Further, he was seen talking to someone over the phone and it looked like he was giving updates to someone,' added the police officer cited above. A case under BNS sections 109 (1) (attempted murder), 132 (assault or criminal force used to deter a public servant from discharging their duty) and 221 (obstructing a public servant in the discharge of their public functions) has been filed against Sakriya. A senior police officer at the Delhi Police Headquarters too insisted the attack was premeditated: 'The attack was not in a fit of rage. We have interrogated the accused and also seized footage and other evidence. It looks well-planned. He has been giving several reasons but none of them seem logical. Our teams are looking into this. The Chief Minister was assaulted with an intent to cause her hurt and harm. She has sustained injuries to her head and hands.' Police said Sakriya has previously been booked in five cases, between 2017 and 2022, under a string of sections of the Indian Penal Code. To be sure, he has been acquitted in four of the five. One liquor smuggling case remains pending in court. Police officials said there are four other complaints, of bootlegging and assault, against him. Gupta has been holding weekly 'Jan Sunwai' (public hearings) ever since she took over as the chief minister where she freely interacts with the visitors, listens to their grievances and give necessary directions to officers concerned. An official in her office said the Jan Sunwai starts at 8am and continues till 10am every Wednesday. 'The attacker arrived at the CM's residence in a rickshaw and entered her camp office posing as a complainant, and sought the release of one of his relatives who is in jail,' said people in the CM's office. 'The cowardly attack on Delhi chief minister Rekha Gupta appears to be part of a well-planned conspiracy. CCTV footage obtained from the Chief Minister's residence in Shalimar Bagh has revealed that the attacker began preparations for the assault at least 24 hours in advance,' the CM's office said in a statement. AAP chief and former Delhi CM Arvind Kejriwal condemned the attack. 'Attack on Delhi CM Rekha Gupta is highly condemnable; In democratic system, differences of opinion & opposition are acceptable, but there can be no place for violence..I'm confident that Delhi Police will take appropriate action; I hope CM is completely safe & healthy,' he said in a post on X. Delhi Congress president Devender Yadav said the attack on CM Gupta is a 'huge security lapse.' 'Delhi Congress strongly condemns this reprehensible crime as it raises a big question mark about law and order in the Capital with those in power seems to be in a deep slumber.'

Delhi CM Rekha Gupta's security cover may be enhanced
The Delhi Police on Wednesday said senior officers in the Centre will be reviewing Delhi chief minister Rekha Gupta's security arrangements and might enhance it, following a physical assault by a 41-year-old man during a 'Jan Sunwai (public hearing)' grievance redressal programme in the morning. Delhi Police said no frisking is done for the Jan Sunwai programme. (Sanchit Khanna/HT Photo) Currently, the chief minister is accorded the Z-plus security cover, with police officers suggesting it might be upgraded to have 'more personnel' or enhanced arrangements. A senior police officer, not wishing to be named, said, 'While the local police will be looking into the case, we will also look into possible lapses behind the incident. The security unit has been roped in. We might also suggest changes in her security arrangements, especially when she meets public people on the ground and for other meetings.' The accused, a resident of Rajkot, Rajeshbhai Khimjibhai Sakriya, has been arrested by the Delhi Police and is being interrogated by multiple departments. He has been booked for attempted murder. Police said Khimjibhai managed to pose as a local and approached the CM on the pretext of handing over a piece of paper, but then held her hands, manhandled her, and assaulted her. Police said the Union ministry of home affairs will decide on the security cover and enhancements. Police will submit current case details, requirements and potential threat, if any. As per protocol, MHA follows the Yellow Book rules, which specify different types of security cover for ministers, VIPs, and VVIPs. While the MHA had accorded the CM Z category cover initially, her security cover was upgraded to Z-plus, which involves more than 40 personnel, including escorts, static guards, CAPF personnel, commandos, watchers, and security for the convoy. As per norms, all sitting Delhi CMs are provided with Z category, but the arrangements can be upgraded after review. 'Since she is at Z-plus cover, the number of personnel can be increased to even 65, with more commandos and watchers. Their arrangements can be changed. Also, further upgrade can also mean advanced recce by personnel at every place she visits, her home, her office etc,' the officer cited above said. The attack took place at the recently inaugurated Jan Sewa Sadan in Civil Lines. In July, the CM shifted to the Raj Niwas Marg, which includes a camp office that has been turned into a Jan Sewa Sadan. 'We will also have to review the deployment of personnel at her private (Shalimar Bagh) as well as official residence,' a second police officer said. After the threat perception review, the matter is put up in front of the MHA, which will decide on the security cover. At present, former Delhi CM Arvind Kejriwal also has a Z-plus category security cover. Police said they will be reviewing deployment and arrangements inside and outside the Civil Lines bungalow. A third officer, posted in the area, said, 'We will also have to see how frisking and screening is done at the bungalow. As per our knowledge, the Jan Sunwai meetings are open for all and no such frisking and checking was done. While the accused was not armed, there is threat as the CM was assaulted in front of a crowd. The accused managed to attack her and cause harm. We will have to submit a report. We will also have to ensure that none of the security arrangements disturb the CM in fulfilling her duties.' The accused was also spotted at her Shalimar Bagh residence, taking videos of the house and conducting recce, said the police. Police said the recce was conducted 24 hours before the attack.
