Government publishes draft decree on Home Start Programme

The Hungarian government has published a draft decree on the Home Start Programme, a subsidised credit scheme for first-time home buyers.
The Prime Minister's Office said in a statement that the programme targeted primarily young Hungarians, adding that it could help tens of thousands buy their first home in the coming years.
The 3pc fixed-rate credit up to HUF 50m will be available, from September 1, to all first-time home buyers, regardless of age or family status. Eligibility extends to borrowers who have not owned residential property for the previous ten years, owners of real estate with a value under HUF 15m and people whose ownership stake in a home does not exceed 50pc. Eligibility also extends to owners of property slated for demolition or, in some cases, encumbered with usufruct.
In the case of applications for credit by couples, either married or in civil partnerships, only one person must meet the ownership eligibility requirements.
Borrowers must be 18 or older, but show their social security contributions have been covered for a period of at least two years. Borrowers must certify they owe no back taxes and have no criminal record. They must also comply with lenders' conditions for creditworthiness.
Prices of eligible homes in the scheme are capped at HUF 100m for ones in multidwelling buildings and HUF 150m for detached houses. The area-based price limit is set at HUF 1.5m per square metre.
The down payment for credit in the scheme is 10pc.
Applications for the credit will be accepted from September 1, according to the draft decree.

A related government decree is currently under public consultation to ensure the program can be combined with other homeownership schemes. Addressing concerns about price inflation, Koncz noted the introduction of a HUF 1.5 million per square metre price cap to prevent speculative increases. Home Start loans can be used for both home construction and purchasing pre-owned properties, she confirmed. In a separate interview on Kossuth Radio, Koncz said the scheme is clearly aimed at young people, who are already supported through PIT exemptions for under-25s and access to work-based loans.

'Even with little savings and average income, and without a family, one can now safely buy a home and start an independent life,' he said. 'The left-liberal opposition knows this too—that's why they attack the program in unison,' he added. The fixed-rate loan, launching on 1 September, offers up to HUF 50 million with a maximum 25-year term. It applies exclusively to first-time home purchases, with the eligibility definition adapted to real-life situations—such as allowing those who inherited small rural properties to participate. To limit price increases, the program includes strict price caps: properties must not exceed HUF 1.5 million per square metre, and total prices are capped at HUF 100 million for apartments and HUF 150 million for houses. The government has also initiated a Housing Capital Program with a HUF 300 billion budget to boost new residential construction. Panyi said Hungary currently has around 100,000 properties on the market that meet the program's criteria, and this number is expected to rise as more previously unsold properties are relisted. He noted that major property developers are prepared to launch large-scale projects, with tens of thousands of new homes and private constructions set to begin in the coming years. 'The combination of ample housing supply, growing development, and price restrictions ensures affordability while delivering meaningful assistance to young homebuyers,' Panyi concluded.

The Hungarian Competition Authority (GVH) has initiated a competition supervision proceeding against Ryanair, suspecting the Irish-based low-cost airline of engaging in unfair commercial practices during its online ticket booking process, the authority announced on Tuesday. According to the GVH, Ryanair's Hungarian-language website may mislead consumers in multiple ways, particularly when booking return trips or tickets for multiple passengers. The authority suspects that the airline fails to adequately inform users that fare package prices and optional services—such as baggage and boarding preferences—must be paid separately for each leg and for each passenger. The GVH highlighted the way prices for fare options like 'Regular', 'Plus', and 'FlexiPlus', as well as optional services like 'Priority Boarding with 2 Cabin Bags' and 'Security Fast Track', are displayed. These practices may pressure consumers into choices they would not otherwise make. The authority also raised concerns about potential psychological pressure during the booking process, citing the use of colors, visuals, and prompts that present the 'Regular' fare as more attractive than the basic fare—despite the possibility of obtaining the same services at a lower total cost by adding them manually to the 'Basic' fare. GVH further noted that pop-up windows and urgency-inducing messages promoting the 'Fast Track' service may unduly limit consumer choice, amounting to another suspected unfair practice. While the launch of the investigation does not imply that a violation has occurred, the GVH will now assess the facts and determine whether Ryanair breached Hungarian competition rules. The process may take up to three months, extendable twice for two additional months each, if needed. The GVH underlined that it has closely monitored the domestic aviation market in recent years, previously conducting a sector-wide analysis in 2022 on the use of psychological tactics and so-called 'dark patterns' by low-cost carriers and price comparison websites.
