Shura Chairman Honours Media Professionals on World Press Freedom Day
Manama: Ali bin Saleh Al Saleh, Chairman of the Shura Council, honoured journalists and media professionals in celebration of World Press Freedom Day and Bahrain Press Day. Jamal Mohammed Fakhro, First Deputy Chairman, was present at the ceremony.
According to Bahrain News Agency, the ceremony reflected the Shura Council's recognition of the media's vital role in supporting legislative work and strengthening democratic values. Al Saleh praised media professionals' contributions in covering the legislative authority's activities, highlighting Shura Council members' efforts to advance Bahrain's legislative system. He affirmed that media institutions are essential partners in promoting the achievements of the legislative branch and in representing Bahrain in regional and international parliamentary forums.
He also noted the steady development of Bahrain's media and journalistic landscape, particularly in its use of digital tools and modern technology to uphold freedom of expression and democratic progress. He affirmed that these achievements continue under the leadership of His Majesty King Hamad bin Isa Al Khalifa, with the ongoing support of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.
Al Saleh expressed pride in the message delivered by His Majesty on the occasion of World Press Freedom Day, describing it as a reaffirmation of the central role that free and responsible media play in national development. He concluded by commending the dedication of journalists to professional ethics and national responsibility, and their ability to balance the adoption of digital innovation with the core values of integrity, objectivity, and credibility.

Shura committee reviews 17 draft laws
Seventeen draft laws, including changes to Bahrain's Penal Code and a set of international agreements, have been reviewed by the Shura Council's Foreign Affairs, Defence and National Security Committee. Chaired by Dr Ali bin Mohammed Al Rumaihi, the committee held 14 meetings during the third session of the sixth legislative term, covering legislation on criminal law, residency rules, traffic offences, and a range of foreign treaties. Three proposed amendments to the Penal Code were examined, including one to add a final paragraph to Article 107. The proposal came from five members: Nancy Dina Ely Khudori, Khalid Hussain Al Maskati, Redha Abdulla Faraj, Dr Abdulaziz Hassan Abul, and Dr Bassam Ismail Al Binmohammed. Other drafts sought to amend the 2017 law on alternative punishments, revise Article 56 of the 2014 Traffic Law, and add a new clause—Article 7 repeated—to the 1965 immigration and residency law. Each of these stemmed from proposals passed by the elected chamber. International agreements International agreements featured heavily on the agenda. The committee reviewed treaties with the UAE, Oman, South Korea, Kuwait, Hungary, and the Hong Kong Special Administrative Region. These covered tax arrangements, investment rules, and maritime cooperation. Bahrain will also join the Vienna Convention on the Law of Treaties and the 1949 Convention on Road Traffic. One item concerned the amended World Trade Organization protocol on fisheries support, which has now been added to the Marrakesh Agreement's annex. The committee gave it the green light. Still under review is a draft law to ratify the Makkah Agreement on anti-corruption cooperation among member states of the Organisation of Islamic Cooperation. It was referred to the committee after His Majesty the King ordered the close of the session.

New Shura Council proposal aims to increase monthly unemployment payouts by BD100
Unemployment payouts may rise by BD100 a month for some under proposals reviewed by the Shura Council's Services Committee. The draft law would increase monthly support to BD300 for university graduates and to BD250 for others seeking work. In a separate discussion, the committee looked at changes to the private sector labour law. These would make it harder for firms to end contracts on economic grounds. Employers would need to submit financial statements and relevant papers alongside any termination notice. They would also be required to pay full compensation and show they had explored alternatives before letting Bahraini staff go, except in cases of real urgency and within the limits set by law. Work permits Another measure put forward would give businesses a 30-day grace period to renew work permits, reducing the risk of fines and court action. The change is intended to ease pressure on employers, reduce irregular hiring and support closer oversight of the labour market. The committee met with senior figures from the Social Insurance Organisation and the Ministry of Labour, including Sahar Rashid Al Al Mannai and Ahmed Jaafar Al Haiki, during Monday's session. Dr Jameela Mohammed Redha Al Salman, who chaired the meeting, also received input from Ali AbdulAli BuHussain regarding the labour law amendments.

Shura Council and SCW sign agreement to advance women's role in development
Ali bin Saleh Al Saleh, Chairman of the Shura Council, and Dr. Shaikha Mariam bint Hassan Al Khalifa, Deputy Chairwoman of the Supreme Council for Women (SCW), signed a cooperation agreement between the two councils. The agreement aims to enhance coordination in the development and advancement of women's affairs across constitutional and civil institutions, support their role in public life, and ensure their integration into comprehensive development efforts. It builds on existing cooperation through the Gender Balance Committee and other legal frameworks. Al Saleh emphasised that the agreement marks a key step in strengthening institutional cooperation and joint efforts to develop policies and legislation that advance Bahraini women's active participation across all sectors. He noted that this aligns with the vision of His Majesty King Hamad bin Isa Al Khalifa and the efforts of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister. He also highlighted the importance of partnership with the SCW, commending its leadership under Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa, Consort of His Majesty the King and President of the SCW, in promoting women's empowerment and integrating their needs into national development. He added that the Shura Council prioritises national goals for women's progress, recognising their key role in national development, and remains committed to supporting initiatives and legislation that uphold their rights, safeguard achievements, and enhance their role in decision-making. On her part, Dr. Shaikha Maryam bint Hassan described the agreement as a key milestone in institutional cooperation, aiming to reinforce national partnership in supporting the advancement of Bahraini women and strengthening their presence in national arenas, particularly within the legislative sphere. Dr. Shaikha Maryam bint Hassan Al Khalifa stated that the cooperation reflects the vision and guidance of Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa, who champions integrated national efforts to empower women as equal and active partners in development and policy-making. The agreement provides for each side to form a specialised committee to monitor the implementation of the national gender balance model. These committees will work to establish the necessary legislative and regulatory frameworks to integrate women's needs using the tools and mechanisms available within each party's competencies, in line with the principle of equal opportunities and gender balance. The agreement also allows the Shura Council to invite SCW representatives to attend meetings of its permanent and ad hoc committees to provide input on draft laws and legislative proposals related to women's affairs. The agreement further aims to enhance cooperation on delegations and participation in conferences and forums at local, regional, and international levels related to women's issues, contributing to the promotion of Bahrain's parliamentary experience in supporting women's involvement in comprehensive national development. It also includes cooperation in organising joint activities, exchanging information, statistics, expertise, and conducting research and studies related to legislative proposals concerning women's affairs.
