NHRC writes to Odisha DGP and Chief Secretary in matter related to KIIT Nepalese student suicide case
Earlier, National Human Rights Commission member Priyank Kanoongo said that the organisation has taken cognisance of the death of a Nepalese student at Kalinga Institute of Industrial Technology (KIIT) in Bhubaneswar.
'In yesterday's (May 1) incident, we have taken cognisance, issued a notice, and sought a report from the DGP and the chief secretary, which is to be submitted within 7 days. We will take further action after the report comes... If needed, our team will go there,' Kanoongo told ANI.
Speaking on the previous incident where another girl student was found dead on the KIIT campus, Kanoongo said the university administration tried to suppress the issue.
'On March 27, we submitted a report - when we had this information of a Nepali girl committing suicide, our team went there and in the investigation, it came out that that student was sexually assaulted, pornographic content was filmed, and then she was blackmailed. When the girl complained to the college administration, instead of informing the police, the university administration tried to have a compromise and suppress the issue. Prima facie, the university administration was the culprit, so we asked the UGC to take strict action, as the environment was not conducive there,' he said.
In response to the tragedy, the University Grant Commission (UGC) has constituted a four-member fact-finding committee under the chairmanship of the Vice Chancellor of Indira Gandhi National Open University (IGNOU), Nageshwar Rao, to look into the recent alleged suicide deaths at KIIT.
The committee will examine the circumstances surrounding these incidents, ensure compliance with student welfare and safety regulations, and suggest measures to prevent such incidents.
The committee also includes Shashikala Wanjari, Vice-Chancellor of the National Institute of Educational Planning and Administration (NIEPA), and HCS Rathore, Former Vice Chancellor of Central University of South Bihar, Gaya, as a member and Sunita Siwach, Joint Secretary of UGC as the coordination officer, according to a statement from UGC on Friday.
Earlier in February, Prakriti Lamsal also died by suicide at the same university. (ANI)

International experts back IAF chief's remark on downing of Pakistan jets
NEW DELHI: International military aviation analysts and historians have backed Air Chief Marshal Amar Preet Singh's recent assertion that during Operation Sindoor the IAF shot down at least five Pakistani air force jets and one big airborne early warning aircraft. Amid denials by Pakistan, Tom Cooper, renowned Austria-based aerial warfare expert has said that what ACM Singh said was just a "confirmation of something that was more or less known since May", while also endorsing the latter's statement about the S-400 surface-to-air missile hitting targets at a distance of 300 km. "We have seen evidence of not only five but even more Pakistani aircraft being shot down. We have also seen evidence for even more Pakistani aircraft being destroyed on the ground. But there was no official confirmation from the IAF, not even from the govt of India. Therefore, this is a nice confirmation for something that was assessed already back in May," Cooper said in his interview to ANI on the Indian firepower that dominated the 72-hour limited war between India and Pakistan between May 7 night and May 10. Identifying the Pakistan early warning and control aircraft, which was brought down by the S-400 system, as a Saab 2000, the Austrian endorsed Singh's claim about the successful strike from a range of 300 km was a world record. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 15 Most Beautiful Female Athletes in the World Click Here Undo "It is the longest range confirmed shoot-down by a surface-to-air missile. This is a historic achievement," he said, lauding the extraordinary feat of the IAF as even the other instance recorded in recent Ukraine-Russia conflict was that of a shoot down at a distance of 200 km. He said, "This is a significant fact because we have seen IAF deploying its S-400 surface-to-air missile system very close to the border to Pakistan, so close that it was actually firing missiles from within the range of Pakistani army's artillery, which meant if it would stay, its presence of the firing unit in question would have been detected by Pakistanis too early, Pakistanis could have shelled the area in question, hit and destroyed this firing unit. So it was quite a risky operation, actually." Tom Cooper, like another well-known military strategist John Spencer, had earlier said that Operation Sindoor marked India's decisive victory.

‘Bid to take over registrar's room' at Gurukul Kangri foiled by striking employees
Haridwar: The administrative tussle at Gurukul Kangri (deemed-to-be) University in Haridwar intensified on Wednesday, with vice-chancellor (VC) Hemalatha K alleging that registrar Sunil Kumar tried to forcibly occupy the registrar's room "with the help of over 50 hooligans". Employees of the university, on strike since July over the adoption of the 2019 UGC (Institutions Deemed to be Universities) regulations instead of the 2023 regulations, allegedly foiled the attempt, forcing Kumar to return to his makeshift office. Kumar had been removed by Hemalatha but was reinstated by chancellor S K Arya. The chancellor also removed Hemalatha and appointed Prabhat Kumar as VC, a move she refused to recognise, claiming her own appointment was made by the education ministry under UGC norms based on seniority. Before her removal, Hemalatha had appointed Vipul Sharma as registrar. Hemalatha has approached the Uttarakhand high court (HC) against her removal, alleging Prabhat captured the VC's office on July 7 with the help of the district administration. She also claims Arya's appointment as chancellor was illegal. Following Wednesday's incident, employees wrote to the district magistrate, demanding measures to prevent further attempts to "seize control of the university by force". by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like New Container Houses Indonesia (Prices May Surprise You) Container House | Search Ads Search Now Undo They pointed out that such a takeover had succeeded on July 7 and noted that the high court had asked the district administration to name officials who allegedly helped Prabhat in that incident. Earlier last week, the high court observed that a March 3 letter signed by an under secretary granting the Punjab, Haryana, and Delhi units of Arya Pratinidhi Sabha (APS), the varsity's governing body, exemption from the 2023 UGC regulations may not be acceptable to the court. The exemption allowed APS to retain appointment powers curtailed by the 2023 regulations, and in May, the court had cited the letter while allowing APS to appoint the university's chancellor and vice-chancellor. The case was filed by university employees against APS. The court's query to Gaurav Bhandari, the CGSC, drew what it termed an unconvincing reply in his counter affidavit. After reviewing it, the court asked him to specify the paragraphs containing the answer. On his response, the bench remarked: "A plain reading of the paragraphs nowhere states or reveals which provision of the UGC Act, 1956, vests competency in the under secretary to pass such an order or authorise such takeover of a university. " It added, "It is apparent that this respondent is deliberately evading an answer to the query which, in our prima facie opinion, goes to the very root of the matter. At this stage, we have no other option but to infer that the under secretary has acted without authority." If the court rules in favour of the teachers and employees, the letter granting the APS exemption will be cancelled and the university will be required to enforce the 2023 UGC regulations. "This has been our demand since the start," said the employees' leaders. Stay updated with the latest local news from your city on Times of India (TOI).
