RIICO sells undeveloped land at cheaper rates to attract investors

Jaipur: Investors can now purchase undeveloped and semi-developed industrial land at cheaper rates. In a recent order, RIICO stated that the rates would be based on the basic cost of the land (DLC), along with development and administrative charges.
The departure from the practice of transparent auctions was initially intended to attract investors to far-flung industrial areas where demand is lacking and land remains idle. However, the order does not make any distinction, and it is open to all industrial areas, including urban areas.
According to the order of RIICO on July 15, it is clear that the govt wants to provide cheaper land to industry, and undeveloped or semi-developed land fulfills this intent.
Industries Minister Rajyavardhan Rathore told TOI that the decision fulfills two important objectives: monetising RIICO's idle land parcels and providing land to industrial units at cheaper rates.
In fact, the industry in the state advocated for direct land allotment instead of auctions, which raise the acquisition cost, making the state uncompetitive. Suresh Agarwal, President of the Federation of Rajasthan Trade and Industry, said, "The decision will help industry.

However, some segments of the industry also expressed concerns about the process of allotting such undeveloped land. "While we fully agree with the govt decision for making undeveloped land available at cheaper rates, the process of allotment remains an issue," they said, preferring anonymity.
As per the order, allotment is dependent on RIICO's Infrastructure Development Committee (IDC), which is majorly represented by the corporation's officials. "Ultimately, it will be their decision to whom they qualify for allotment. So, there is a risk of subjectivity coming into the decisions," they said.
They suggested that the allotment of the undeveloped land should have also been done through the auction process. "It is more or less a fair process. There would be no question of somebody crying foul that the genuineness of their application for land was not considered," they said.

The class-action suit claims the company uses these recordings to train its popular transcription service, Otter Notebook , without getting permission from the participants. The lawsuit, which was filed in the US District Court for the Northern District of California, alleges that the AI tool does not obtain consent from meeting attendees to record the same. It even fails to notify them that these recordings are being shared with Otter, the lawsuit highlights. The lawsuit accuses the company of doing this to "derive financial gain,' a practice that allegedly violates state and federal privacy laws. It seeks to represent other users in California whose conversations were unknowingly shared with Otter. 'In fact, if the meeting host is an Otter accountholder who has integrated their relevant Google Meet, Zoom, or Microsoft Teams accounts with Otter, an Otter Notetaker may join the meeting without obtaining the affirmative consent from any meeting participant, including the host. What Otter has done is use its Otter Notetaker meeting assistant to record, transcribe, and utilize the contents of conversations without the Class members' informed consent,' the lawsuit noted. According to a report by NPR, Otter's privacy policy openly states that it trains its AI using meeting transcripts, but only after users give 'explicit permission' by checking a box that allows Otter and third parties to process private conversations 'for training and product improvement purposes.' What users said about Otter secretly recording work meetings The plaintiff, Justin Brewer, who is a resident of San Jacinto, claims that his privacy was 'seriously violated' after discovering that Otter had recorded a confidential conversation without his knowledge. Other Users have shared negative experiences on social media platforms like X (formerly Twitter) and Reddit regarding Otter's automated recording features. In one reported case from last year, an AI researcher and engineer alleged that Otter had recorded a Zoom meeting with investors. The user also claimed that the AI tool later sent him a transcript containing 'sensitive, confidential details' of a discussion that took place after he had left the call. According to him, those disclosures contributed to a failed business deal. Similarly, another user complained about using Otter to interview a Uyghur human rights activist and later learning that the company shares user data with third parties. This raised concerns that governments, including China's, may try to access transcripts of conversations with dissidents. Otter has stated it does not share data with foreign governments or law enforcement agencies. On Reddit, other users have reported that Otter sometimes joins meetings automatically when linked to workplace calendars, recording conversations without explicit consent. The lawsuit highlights this issue, noting that while Otter typically asks a meeting host for permission to record when an account holder joins, it does not automatically seek approval from all participants. However, Otter claimed that it anonymises meeting audio before using it to train AI, but the lawsuit challenges this claim, citing a lack of public details on the process. Dharwad: The Dharwad District Consumer Dispute Redressal Commission has rapped a cellphone manufactuing company for selling a defective handset to a customer. Neeta, a resident of Karwar Road in Hubballi, had purchased a Samsung cellphone for Rs 20,300 from the authorised Samsung dealer Sri Tirumala Tele World, Hubballi. Within 2-3 days of purchase, the gadget started developing problems such as hanging and display issues. Neeta told the dealer about the issue and sought a replacement. However, the dealer refused, even though the customer had not used it further, and had kept it with her in the same condition. With no other option left, Neeta sent a legal notice. But even then, the dealer allegedly ignored her grievance. Stating that such conduct amounted to deficiency in service under the Consumer Protection Act, Neeta filed a case before the District Consumer Dispute Redressal Commission. After a detailed inquiry, the commission headed by retired judge Ishappa Bhute and member Vishalakshi Bolashetti observed that documentary evidence clearly showed the phone had developed hanging and display defects within 2-3 days of purchase, which amounted to a manufacturing defect. Considering all these aspects, the commission directed the company to repair the complainant's cellphone within one month of the order, failing which, it has to refund Rs 20,300 with 8% interest to the complainant. Additionally, the company should pay Rs 25,000 as compensation for inconvenience and mental agony, and pay Rs 10,000 towards litigation costs, the commission ordered. 1 2 Patna: Rajendra Prasad Central Agricultural University (RPCAU) on Monday launched 'MyLib@FT' or My Library on Finger Tips App and implemented the Radio Frequency Identification (RFID) technology, making its central library fully digital and automated. This technology enhances efficiency and security for various tasks like tracking library materials, managing inventory, and streamlining check-in/check-out processes, while the app allows readers to access the library remotely. Addressing university teachers and students on the occasion, RPCAU's vice-chancellor P S Pandey said that the RFID technology would now enable wireless identification and tracking of books in the library. "This technology will help execute faster, accurate, and automated process of issuing and returning books in the library. Library users can now borrow and return books using self-checkout and return machines, eliminating the need to visit the library assistant," he said.
