
State govt issues revised guidelines for ULBs, CRDA
The new Self Certification Scheme 2025 is part of the government's broader effort to improve the 'Speed of Doing Business' in Andhra Pradesh and foster a participatory development approach to boost the real estate sector.
As part of these guidelines, Licensed Technical Persons (LTPs) have been instructed to strictly comply with construction regulations. LTPs, defined as architects, engineers, supervisors, or town planners with valid registration under urban local bodies or Urban Development Authorities as per rule 2(101) of the Andhra Pradesh Building Rules 2017 and its amendments, will play a crucial role in uploading building data and certifying project compliance. Under the Self Certification Scheme, applicants and LTPs must jointly declare that all submitted ownership and construction documents are genuine and align with the on-ground status and approved master plan. This scheme applies to non-high-rise residential buildings with plot areas up to 4,000 sq. mt.
Applicants are required to submit building plans, supporting documents, fees, and applicable mortgage details through the OBPS (Online Building Permission System) portal, along with a signed self-certification.
According to the latest government order, LTPs must upload a Plinth Level Inspection (PI) report within seven days of completing the plinth beam stage, confirming that the site setbacks match the approved plan. This report must follow the prescribed format and include photographs with geo-coordinates uploaded via the OBPS portal.
Failure to upload the PI report within the stipulated time will be treated as deemed certification by the LTP, implying that the construction has proceeded as per the sanctioned plan. Responsibility for compliance rests with both the property owner and the LTP.
Once construction is complete, the LTP must submit a completion certificate in the specified format on the OBPS portal. A joint inspection by the LTP and relevant town planning staff will then be conducted. If the building is found to comply with the approved plan, the competent authority will issue the completion certificate immediately, allowing for the release of the mortgage deed.

Since the portal's 2022 launch, Assam's tax revenue from municipal boards soared from Rs 57.55 crore in FY 2022-23 to Rs 69.4 crore in FY 2023-24, with earnings further went up to Rs 83.56 crore for 2024-25. The growth rate was 20.6% between FY 2022-23 and FY 2023-24, with a 20.4% for the following year. ‘One Ward a Week — e-Khata Campaign' launched in Karnataka's Mandya district
The Karnataka government has introduced reforms in property taxation by classifying properties into 'A' Khata and 'B' Khata. As a part of this initiative, the 'One Ward a Week – e-Khata Campaign' has been launched in Mandya in order to bring all properties under the jurisdiction of Urban Local Bodies (ULBs) into the tax net. Deputy Commissioner Kumar said that officers and staff of all ULBs in the district have been briefed on property laws. Instructions have already been issued to accept applications from the public and to ensure steady progress, he stated. Issuing 'A' and 'B' Khatas for all properties under the Mandya City Municipal Council (CMC) is a flagship project of the government. A target has been set to achieve 100% coverage within three months. However, he noted that very little progress had been made so far. In this context, a decision was taken during the ULBs' monthly progress review meeting to implement the e-Khata campaign ward-wise, to expedite the process. Accordingly, the Mandya CMC has been directed to undertake the campaign across all wards and work towards achieving the 100% target. Each ward will have a designated date for the campaign. Dedicated teams, comprising officers and staff, will be formed for every ward, the Deputy Commissioner said. Revenue inspectors, tax collectors, and data entry operators, along with other required staff, will be deployed in each ward. Property owners of identified registered and unregistered properties must be informed about the campaign and the documents required to obtain an e-Khata. For 'A' Khata registration, documents required include registered sale deed/gift deed/partition deed or right documents issued by the government or government undertakings; property tax payment receipt (current year); debt-free certificate; owner's photograph and property photo, and proof of identity such as Aadhaar card, Voter ID, PAN card, or Ration card. For 'B' Khata registration (for properties registered before 10-09-2024), the documents required include registered sale deed/gift deed/partition deed/right certificates; conversion order, 'pahani', revenue sketch, or other relevant documents; debt-free certificate; current year's property tax receipt; and owner's photograph, property photo, and ID proof. Streets, apartments, and layouts will be identified and support from Resident Welfare Associations (RWAs), active citizens, NGOs, and Self Help Groups will be sought for the success of the campaign, he said. On the designated day, adequate infrastructure such as computers, printers, internet connectivity, seating arrangements, waiting areas, and token distribution will be made available at each site. Help desks will be set up to guide the public. Officers and staff assigned to the campaign must begin operations in each ward by 7.00 a.m., and initiate the process for issuing e-Khatas. Applications received must be processed and e-Khatas issued within one week, the Deputy Commissioner added.

Expedite issuance of khatas in UBLs: GTD
Mysuru: Former minister and MLA GT Devegowda on Wednesday directed officials of urban local bodies coming under the limits of Chamundeshwarai assembly segment on the city's outskirts to focus on implementation of development works in their limits, apart from expediting issuance of khatas for properties. Chairing the progress review meeting of Karnataka Development Programmes of Chamudeshwari assembly segment held at Zilla Panchayat hall in the city, he said on the city's outskirts urban local bodies like Hootagally City Municipal Council, Rammanahalli, Bogadhi, Srirampura and Bogadhi town panchayats now have greater responsibility after MDA transferred its properties to their limits. They not only should focus on mobilisation of resource and revenue by issuing khatas to its property owners, but also initiating development works as most of the newly developed layouts are coming up in large numbers to ensure civic amenities for its citizens. As revenue to all these ULBs will be increased this year due to issuance of khatas, after MDA transferred its properties, officials of all these ULBs must prepare for action plan for development works utilising State Finance Commission (SFC), from its revenue generation funds for the fiscal year 2025-26, he said. "They must also seek approval for this action plan in its council meeting, and start implementing the development works. Preference should be given to ease drinking water crisis, UGD, power supply works in their action plan. All measures have been taken to supply water to the households of all these ULBs under Kabini drinking water supply project. Drinking water to newly developed layouts like Sardar Vallabha Bai Patel Nagar, Vasanthnagar will be supplied from Rammanahalli Town Panchayat through German Press," he said.
