Chandigarh tops India in school education report
Chandigarh: Chandigarh has secured the top position in the Government of India's Performance Grading Index (PGI) 2.0, an annual assessment of school education systems across states and union territories, for two consecutive years — 2022-23 and 2023-24 — emerging as the only state or UT to reach the Prachesta-1 grade in either year.
No other region crossed into even the next higher grade band, making Chandigarh's lead both significant and solitary. Its overall score improved from 688 in 2022–23 to 703 in 2023–24, driven by gains in infrastructure, access, and governance. However, the data also reveals specific areas where Chandigarh did not lead the country, particularly in governance processes, teacher education, and learning outcomes—domains where other states and UTs outperformed it.
In governance processes, it scored 76.7 out of 130, remaining in the Prachesta-1 band. In comparison, Gujarat scored 87.8, while Odisha and Haryana also performed better in this domain. These governance indicators include digital fund transfers, student and teacher attendance systems, and timely data reporting—areas where Chandigarh still has room to strengthen implementation.
Similarly, in the teacher education and training domain, Chandigarh scored 85.7 out of 100, placing it in the Utkarsh category.

However, Kerala, with a score of 91.4, became the only state or UT to achieve the topmost Daksh grade in this domain. This suggests scope for further enhancement in teacher qualification standards and in-service training in Chandigarh.
Even in access, where Chandigarh had previously achieved the Daksh grade (2022–23), its score marginally declined from 72.9 to 72.4 in 2023–24, falling into the Utkarsh range. By contrast, Puducherry retained the Daksh grade in access this year.
Nonetheless, Chandigarh's overall leadership reflects robust progress across most domains. It scored 148.0 out of 190 in Infrastructure & Facilities and 216.5 out of 260 in Equity, placing it in the Atti-Uttam and Utkarsh grades respectively. This success builds on several initiatives: 100% retention at all levels, 450 co-located Anganwadi centres, expanded vocational training, kitchen gardens in all government schools, and the installation of sanitary pad vending machines in previously uncovered institutions.
The UT also leads in digital readiness, having implemented digital attendance in all government schools and seeded over 98% of student records with Aadhaar in the UDISE+ system. Social audits were introduced under the PM POSHAN scheme in 2023–24, and all children with special needs (CWSN) were provided with assistive devices.
Importantly, Chandigarh maintained a consistent score of 103.6 in Learning Outcomes for three consecutive years, though no state or UT showed improvement here due to the reliance on NAS 2021 data.
While the PGI 2.0 results are not directly comparable to earlier PGI formats, Chandigarh has ranked first nationally for three years in a row under the updated methodology. The next round may bring further movement, as results from the 2024 PARAKH national assessment—expected in July 2025—will inform updates in the Learning Outcomes and Equity domains.
PGI 2.0 continues to serve as a powerful tool for states and UTs to monitor school education quality, push reforms, and work toward the goals set by the National Education Policy 2020 and Sustainable Development Goal 4.

Canada Post reaches deal with rural union after 18-month standoff as talks stall with 55,000 CUPW workers
After 18 months of tense negotiations, Canada Post has reached an agreement with its second-largest union, which represents roughly 8,500 members, bringing much-needed relief to rural postmasters and assistants across the country. Yet the larger and more fraught negotiations continue with the Canadian Union of Postal Workers ( CUPW ), which represents 55,000 urban and rural mail carriers. The latest contract by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Many Are Watching Tariffs - Few Are Watching What Nvidia Just Launched Seeking Alpha Read Now Undo The freshly inked contract with the Canadian Postmasters and Assistants Association (CPAA) runs from January 1, 2024, to Dec 31, 2026. It guarantees an 11 percent wage increase over three years, divided as 6 percent in the first year, 3 percent in 2025, and 2 percent in 2026, with full retroactive application to January 2024. CPAA members, representing 8500 members and largely based in rural communities, say the raise recognizes the unique challenges they face, including isolation, limited resources, and underused offices that remain vital lifelines in their towns. Live Events 'This means I can think about repairs or extending hours without fretting about finances,' says rural postmaster Rachel Dalton, who oversees a post office in northern Ontario. 'It may not sound glamorous, but for our community, it matters.' Canada Post credits progress to intervention from a federal arbitrator, which centered on a stern Industrial Inquiry Commission report outlining the corporation's financial pressures . Still, that same report also guided discussions with CUPW. Canada Post formally requested last month that CUPW members vote on its final offer under Section 108.1 of the Canada Labour Code. Tensions remain high. CUPW has imposed an overtime ban since May 23, citing stalled talks as their reason. Urban mail carriers report mounting stress: slower deliveries, weekend backlogs, and surging public frustration. Canada Post reports losses of over $1 billion since 2018, including $4.9 billion in labor costs vs $6.9 billion in revenue in 2023. With parcel delivery costs topping benchmarks, the corporation insists it can't afford unsustainable wage hikes.

US futures pare losses as Trump weighs Iran role
US equity futures moderated declines as President Donald Trump weighs whether to back Israel militarily in its conflict with Iran. Contracts for the S&P 500 were down around 0.3% from Wednesday's close in early Asia hours, compared with a 0.9% drop on Thursday when US markets were closed for the Juneteenth holiday. Shares in Japan and Australia held to tight ranges. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Average Cost To Rent A Private Jet May Surprise You (View Prices) Private Jet I Search Ads Learn More Undo While traders were offered some short-term clarity as the White House said Trump will decide within two weeks whether to strike Iran, the remarks did little to resolve broader uncertainty around potential US involvement and the risk of renewed energy-driven inflation. 'If the US does strike, you're going to see a big knee-jerk reaction,' said Neil Wilson, investor strategist at Saxo UK. 'No one will be wanting to make big long bets.' Brent crude fell around 2% Friday to moderate gains from earlier in the week. Treasuries were steady while the dollar weakened. The yen strengthened to around 145 per dollar. Live Events Traders' sentiment turned more cautious following a Bloomberg report that senior US officials are preparing for a possible strike on Iran in the coming days. Markets were already on edge after the Federal Reserve downgraded its estimates for growth this year and projected higher inflation. Israel struck more of Iran's nuclear sites on Thursday and warned its attacks could bring down Tehran's leadership as both sides awaited a decision from Trump on whether to join the offensive. Some extreme scenarios resulting from increased US involvement in the Israel-Iran war could push oil prices as high as $130 to $150 a barrel, particularly if Iran retaliates in a major way, said Jennifer McKeown, chief global economist at Capital Economics Ltd. Such a development would pause further policy easing by central banks, she said. 'Even though central banks would like to think that would be a temporary impact, I think it would be a brave central bank that would cut interest rates,' McKeown said on Bloomberg TV. Brent futures have been pricing in a geopolitical premium of about $8 a barrel since Israel and Iran began attacking each other last week, according to a survey of analysts and traders. US intervention in the conflict would bolster that further, but exactly how much would depend on the nature of the involvement, the nine respondents said. In Thailand, the political fate of Prime Minister Paetongtarn Shinawatra remained uncertain after mounting opposition calls and street protests for her to resign following a leaked phone call in which she criticized her army. Elsewhere in Asia, data set for release Friday include 1-year and 5-year Loan Prime Rates in China, inflation in Japan, and foreign exchange reserves in India. Markets are closed in New Zealand. Japan's Finance Ministry will seek feedback from market players later Friday over its planned reductions to super-long bond issuance as it takes steps to quell market turbulence.
