The continued youth unemployment in South Africa is becoming a crisis and the government has not been adequately proactive in implementing measures to curb these ratios.
2024 statistics have been bordering close to under 50% and this has been the trend in the last few years. In the first quarter of 2025, the ratio recorded was over 60%. Between the years of 2014 and 2024, youth unemployment increased from 39% to approximately over 60%.
The need to educate our youth with appropriate skills and knowledge has become an urgent economic measure, yet there have been 21 SETAS put in place to address this need. The SETAS were established in the year 2000 and 25 years later we still struggle with the same challenges that we had at the outset.
Initially, the launch introduced 25 SETAS which were then streamlined into 21. This was in alignment with the Skills Development Act of 1998. The big intended impact was to bridge the gap between the identified skills required and the correct related training facilitation.
This was supposed to be achieved through work-based learning opportunities that were intended to teach and groom South Africa's youth. The primary challenge has been and still is whether the correct scarce skill developmental needs have been identified and if the programs have been effective.

Since the launch in 2000, the SETAS have been criticised for various inadequacies, such as lack of proper implementation processes as well as governance issues. Some of these issues are not only challenges within government structures but also private corporations as well as various non- governmental industries as a result the ideal objectives are yet to be achieved all these years later.
Journalists have recently reported incidents of youth who have shared their personal experiences of being involved in one of the many SETA programs. Some SETA-funded trainees have successfully completed their training programs and remain unemployed.
In addition, other trainees have indicated that the stipulated program/work-based learning opportunity does not always allow them to learn the appropriate skills that are aligned to the certificate or the program title.
Sometimes, the learnerships move the trainees around from sector to sector in one industry and this has hindered the trainees from developing a specific and niche area skill.
The work-based learning opportunity should ideally facilitate an expertise skill in one niche area. In other instances, trainees do not have the full experience that they are promised. They end up gaining only partial experience relevant to their certification. These trainees feel very cheated about a proper training experience.
In 2013 and 2014, an audit revealed that the SETA performance management systems were dysfunctional and there was no follow up process to determine whether the SETA graduates have been employed post the training completion.
How does one measure success rate without critical information such as this?
The challenge at present is the quality assurance and evaluation analysis of all these work-based learning opportunities. Some SETA trainees have also shared their experiences where their learnership ends abruptly and often without any compensation for the months that they were supposed to be employed.
The financial strains thereafter impact their capacity to spend time and energy to find alternative suitable employment. One female SETA trainee is now a food hawker in central business district of Durban.
The hindrances of corruption play a pivotal role in the SETAS not meeting the desired outcomes. Money misappropriation, embezzlements as well as fraud lurk in every sector and in some cases, money has been allocated for training purposes and the youth are not trained.
The other concern is that the SETAS are not aligned with global market demand labour forces. The onset of the 5th Industrial revolution and the utilisation of Artificial Intelligence have also reshaped the skills required for employable people.
The SETAs need to urgently reassess if their training programs are on the verge of redundancy and if they are equipped to skill young South Africans to engage in employment with international corporations.
We need to regularly reassess and identify what the required skills are and then align them to the economic needs of South Africa. Unfortunately, this process is not being conducted regularly or very accurately as well.
A new pace of assessment of SETA skills and the country's required skills need to be determined in order for us to address high youth unemployment appropriately. The regulations around SETA programs also need to be re assessed, as SETAS need to be focused on the imparting of skills and knowledge that is appropriate to workforce sectors.
The regulations can become hindrances for private sectors to consider contributing towards training South African youth.
Twenty-five years later and yet there are similar trajectories that we experienced when the SETAS were established.
An external audit needs to be implemented to ensure that these SETAS follow conduct of good governance. Youth unemployment needs urgent focus.

Landlords threaten legal action as NSFAS fails to pay R62m in student accommodation fees
The National Student Financial Aid Scheme (NSFAS) has left private accommodation providers in crisis after not paying R62-million in rent, which in some cases dates back to January 2024, causing landlords to default on municipal bills and delay staff salaries, increasing the risk of student evictions. The NSFAS has once again found itself in financial trouble with private accommodation providers after landlords claimed they are owed R62-million in unpaid accommodation fees dating back from January 2024. According to the landlords, this affects 2,797 beds across a wide range of universities and Technical and Vocational Education and Training colleges. Earlier this year, Daily Maverick reported that the Private Student Housing Association (PSHA), which represents developers, institutional owners, and operators managing more than 80,000 student beds nationwide, said members were owed R44-million in overdue rental fees; this has now increased to R62-million. PSHA CEO Kagisho Mamabolo told Daily Maverick that the delays in NSFAS accommodation payments stemmed from a combination of systemic inefficiencies, including unresolved validations, data mismatches and institutional delays in uploading accommodation confirmations. 'The impact has been financially devastating for many providers, particularly small and black-owned operators who lack access to working capital. Delayed payments have hindered maintenance, security, and student support services. Landlords are defaulting on municipal bills, mortgages or staff salaries. Several members have signalled possible closure, and new developments in the sector have been stalled or cancelled,' said Mamabolo. He added that on 28 July 2025, PSHA held a formal consultation and reconciliation meeting with a NSFAS team, led by the acting senior manager for student accommodation, Sivuyile Tshiwula. Mamabolo said NSFAS would begin a validation process of the arrears, and that they would give NSFAS until the end of the month to process the outstanding arrears. 'Should NSFAS fail to meet its obligation to validate and settle verified arrears within 30 calendar days, as committed in the 28 July 2025 consultation, PSHA will instruct legal counsel to initiate litigation proceedings and apply to attach NSFAS assets and bank accounts to recover the debts owed to our members. This action will be taken to protect the financial sustainability of housing providers and the continued accommodation of thousands of NSFAS-funded students across the country,' said Mamabolo. Lack of communication Daily Maverick spoke to the landlords who own Urban Circle, a private accommodation that houses students from the University of Johannesburg and the University of the Witwatersrand. Saul Mayers and Rowan Lewis said that the arrears owed from 2024 were approximately R14.2-million. One of their buildings, Drivelines, had a monthly rent of R745,000. 'In instances where University of Johannesburg and Wits distribute the money, we get paid. So in the instance where NSFAS has to distribute the money, we're getting no funds. I've got 134 students in a specific building who are University of Johannesburg NSFAS students. And University of Johannesburg cannot allocate the money for them; it has to come directly from NSFAS, and it's just not being paid,' said Lewis. Mayers added: 'Since there's a new board of directors at NSFAS, they have been sending emails and official communications confirming that 2024 arrears will be paid by a certain date, and now they have stopped sending notices, and we haven't received any of the 2024 arrears.' Mamabolo told Daily Maverick that no formal student evictions had been reported, but the risk was increasing. Without urgent intervention, student accommodation in some areas may become severely constrained. NSFAS's 5% commission system In May 2025, MPs grilled NSFAS over the use of four service providers who were meant to conduct the accreditation of properties whose owners had applied to the scheme's accommodation platform. The service providers received a 5% commission from landlords for every NSFAS transaction. Mamabolo said this reduced the net income received by landlords. NSFAS mandates property registration (names, locations, images) for student housing. It then accredits and grades properties. Frustration arises from intermediaries charging landlords 5% of NSFAS payments. 'This model has caused delays in payment processing, confusion over disbursement timelines, and reduced financial viability for providers already operating under capped rental limits. The Private Student Housing Association strongly opposes this model and continues to advocate for direct landlord payments, coupled with rigorous compliance monitoring,' said Mamabolo. Daily Maverick sent questions to NSFAS spokesperson Ishmael Mnisi and CEO Waseem Carrim on 31 July 2025, regarding the non-payment of landlords and the effect this would have on students. Outa urges Higher Education Minister Manamela to tackle alleged tender irregularities in Setas

Image: Ayanda Ndamane / Independent Newspapers The Organisation Undoing Tax Abuse (Outa) has called on newly appointed Higher Education and Training Minister Buti Manamela to urgently address allegations of widespread tender irregularities and mismanagement within South Africa's Sector Education and Training Authorities (SETAs). In its latest investigation, Outa highlights serious governance failures at the Construction Education and Training Authority (CETA), raising broader concerns about the performance and accountability of the SETA system, which is allocated R21 billion annually through the Skills Development Levy. 'The SETA model is failing. These institutions are bleeding public funds while the youth they should serve are left stranded,' said Wayne Duvenage, Outa CEO. 'We're dealing with recycled leadership, dodgy tenders, and investigations that are hidden or ignored. That's not oversight; that's a cover-up.' In response to Outa's request for a meeting, Mandla Tshabalala, from the Department of Higher Education and Training, confirmed that the ministry has acknowledged receipt of the request. 'We have received the request from Outa and we are still to gather reports from the SETAs,' said Tshabalala. 'It has only been a few days since the appointment of Minister Buti Manamela, so we do not have all the information at the moment.' At the centre of Outa's investigation is the CETA, where the organisation said it had found evidence of alleged poor procurement practices and a culture of intimidation towards whistleblowers. A second report by Duja Consulting, commissioned in 2020 at a cost of R18.9 million, which flagged irregularities in all 24 bids assessed and recommended disciplinary action. The final report was submitted to then Minister Blade Nzimande in 2021 but has not been made public. Outa also reviewed two legal opinions commissioned on the Duja report. 'When R18.9 million is spent on a forensic investigation and the report ends up buried, that's not negligence, it's contempt for the public,' said Rudie Heyneke, Outa Senior Project Manager. One whistleblower who reported procurement improprieties was cleared of allegations and reinstated, but now faces renewed disciplinary proceedings, which Outa said it believed to be retaliatory. Outa said its investigations into INSETA, the Services SETA, and the MICT SETA revealed similar issues. These include alleged questionable contracts, over-priced tenders, non-functional training centres, and possible conflicts of interest involving service providers. At the Services SETA, Outa questioned over R1 billion spent on skills development centres, many of which are reportedly vandalised or non-operational. INSETA's appointment of a company in an R18 million contract to clean historical learner records also raised concerns, particularly due to links between the company and former board members.
