, the current inspector general (IG) of Kanpur Range, has replaced Gauba as the new CP, Prayagraj.
Notably, Kumar served as Prayagraj SSP in 2016. The high-level reshuffle involves the transfer and appointment of 11 senior IPS officers across the state aimed at boosting administrative efficiency and strengthening law enforcement. A 2007-batch IPS officer, Kumar brings with him an extensive experience in both field policing and operational leadership.
He earlier served as superintendent of police in Hamirpur, Mau, and Fatehgarh, and as senior superintendent of police (SSP) in Varanasi, Prayagraj, Bareilly, Ayodhya, and Agra. He also held the post of DIG/SSP Gorakhpur, where he was lauded for solving over 250 cases in just seven months in 2020. In 2012, during his posting in Mau, Kumar led a successful operation in which two notorious criminals were gunned down in an encounter. For his bravery, he was awarded the Police Gallantry Medal by the President of India in 2015.Other key changes include the transfer of IG Upendra Agarwal from Lucknow Range to IG PAC, Lucknow. Ashutosh Kumar, who was serving as IG PAC, has been posted as additional CP, Kanpur Commissionerate. Harish Chandra, additional CP in Kanpur, has been appointed as DIG, Kanpur Range. Sanjeev Tyagi, additional CP in Agra Commissionerate, has been shifted as DIG, Prisons Department, and Hemant Kutiyal, who held the dual charge of DIG Prisons and UPSSF, has been relieved of the Prisons responsibility, continuing with UPSSF alone. Ram Badan Singh, additional CP Noida, has been transferred as additional CP, Agra Commissionerate, and Pradeep Gupta, DIG Telecom, has been shifted in the same capacity to the Prisons Department. Ramesh Chandra Gupta, SP Logistics, has been posted as Commandant, PAC Moradabad, replacing Amit Kumar, who has now been moved as Commandant, PAC Lucknow.

Villagers kill 2 wolves in Luni after 10 people attacked in 2 days
Jodhpur: After about 10 people were attacked and injured by wolves in the past two days in Luni area of Jodhpur, villagers killed two wolves on Sunday and Monday in retaliatory action. DCF (wildlife) Ramesh Kumar, confirming the killing of two wolves, said bodies of both animals were taken under possession and sent for postmortem. He added that action will be taken against those who killed the animals, as wolves are a protected species under Schedule I of Wildlife Protection Act 1972. "Killing a protected animal is a crime," Kumar said, and attributed the violent behaviour of the wolves to mating season and a sense of protection for their pups. Before this, a wolf was spotted lying dead on a road in the area, believed to have been crushed under some vehicle. Among the people attacked by wolves in the past two days in the area was an old woman. But the forest department did not swing into action, as a result of which angry villagers killed two wolves," said Bhawad. Wolves have been endemic to this region for years, but their population has drastically declined, mostly due to human intervention. A wildlife enthusiast and crusader for saving the effluent-infested Jojari river, Shravan Patel, said that wolves' habitats were destroyed by shepherds by plugging their dens. "But there was no intervention by the forest department to save them and to spread awareness among villagers," he said. Another wildlife enthusiast, Kewal Ram Bishnoi, attributed the major loss of the wolf population to the growing mining activities along the Luni river. "The entire river basin has been ravaged by gravel mining. There were many wolves around the Luni river from Gudha to Kankani and the pastureland. Gurgaon: Recalling an idea from the Shakespearean play Julius Caesar—that the dead may sometimes exert greater influence than the living— in a bizarre case which flags a stark inversion of this idea, the rights commission questioned why a man undeniably alive and diligently performing his duties is being treated as deceased. Posted at the public health department, Rohtak, Vijay Kumar hasn't received his salary since 2020 because his Aadhaar record marks him as "deceased." The Haryana Human Rights Commission (HHRC) has noted that the health department's failure to update the employee's record on the HKRN portal has landed Kumar in prolonged financial hardship and mental agony, undermining his right to work with dignity. "A man undeniably alive, diligently performing his duties, is being officially treated as deceased. This has not only deprived him of his rightful wages but also subjected him to indignity and unnecessary hardship. Ignoring the service of a living employee in such a manner is an administrative failure," the commission noted. The non-payment of wages for work performed constitutes a violation of the employee's human rights, particularly the right to livelihood and dignity as guaranteed under Article 21 of the Constitution of India and reaffirmed in international human rights instruments. The department's inaction amounts to an arbitrary deprivation of earnings, impairing the complainant's ability to support himself and his family, the bench said. Finding prima facie evidence of administrative negligence and violation of the complainant's rights, the commission directed immediate action to restore the employee's salary, correct all records, and ensure that no employee faces such an anomalous and unjust situation in the future. The commission has called for a report on necessary corrections to the complainant's Aadhaar record from the additional deputy commissioner, Rohtak, and the commissioner & secretary, citizen resources information department (CRID), Govt of Haryana, before the next hearing on Sept 23, 2025. Dr Puneet Arora, protocol, information & public relations officer, said the commission has directed officials of the public health engineering department to submit a detailed report within four weeks. This report should cover steps taken to correct the complainant's status in all official records, including Aadhaar; measures to ensure immediate disbursement of all pending salary dues; and departmental accountability for the delay and the hardships caused. Two held for using Chinese loan apps to launder Rs 50 crore in crypto
Lucknow: Balrampur police unearthed an inter-state gang involved in defrauding people through illegal Chinese loan applications and laundering crores of rupees via cryptocurrency. Two accused were arrested from Dibua bridge in the Lalia police station area, police said on Monday. Those arrested were identified as Golu Kumar and Bhushan Kumar Chaudhary. Superintendent of police, Balrampur, Vikash Kumar said that the accused were part of a larger network that used unauthorised Chinese loan apps like Udhar Loan, Rupee Factory, Quick Loan and Credit Bee to trap people. "Victims were lured into downloading apps from the Play Store, submitting Aadhaar, PAN, bank details and selfies. Small loan amounts (eg Rs1,200) were transferred instantly, but the apps secretly accessed personal data without consent. Recovery agents then harassed borrowers with threats, abuses and obscene messages, extorting higher sums (Rs2,000 or more within a week) through mule bank accounts," he said.
