Middle East sovereign investors recalibrate strategies amid geopolitical uncertainty and market shifts

Political and policy decisions have become core drivers of investment strategy, prompting sovereign investors to fundamentally reassess portfolio construction and risk management, a study showed.
According to Invesco's annual Global Sovereign Asset Management Study, geopolitical tensions (84 per cent) remain the dominant short-term risks for sovereign wealth funds (SWFs) and central banks in the region, followed by a fallout from the Middle East conflict (68 per cent). An overwhelming majority (96 per cent) of respondents believe that geopolitical rivalry will be a key driver of volatility, while 91 per cent expect protectionist policies to entrench persistent inflation across developed economies. Most notably, 52 per cent of Middle East SWFs now see deglobalisation as a material threat to investment returns, underscoring a marked shift in the market narrative.
Invesco's study, a leading indicator on sovereign investor behaviour, draws on the insights from 141 senior investment professionals, including chief investment officers, heads of asset classes, and portfolio strategists, from 83 SWFs and 58 central banks across the world, collectively managing $27 trillion in assets.*
Active strategies gain traction alongside foundational passive exposure
One of the key shifts in portfolio construction identified in the study is the greater use of active strategies by respondents. On average, Middle East SWFs maintain 78 per cent of their equities portfolio and 77 per cent of their fixed income portfolio in active strategies. The survey shows that 33 per cent of SWFs in the region are planning to increase active equity exposures over the next two years, with 50 per cent doing the same with fixed income.
While passive strategies continue to provide efficiency and scale benefits, particularly in highly liquid public markets, active approaches are being used to address index concentration risks, navigate regional dispersion, and enhance scenario resilience in an increasingly fragmented landscape. At the same time, portfolio construction decisions such as asset class, geographic, and factor tilts are increasingly viewed as core expressions of active management.
Fixed income redefined and reprioritised
Due to a combination of geopolitical shifts and interest rate normalisation, traditional portfolio construction models are being rethought, with many SWFs turning to more dynamic portfolio approaches that includes more fluid asset allocations, enhanced liquidity management, and greater use of alternatives. Within this landscape, fixed income has assumed a new importance within SWF portfolios, becoming the second-most favoured asset class behind infrastructure. On a net basis, 30 per cent of Middle East SWFs plan to increase their fixed income exposure over the next 12 months.
'Amid geopolitical uncertainty and market shifts, investors across the Middle East are recalibrating their strategies,' says Josette Rizk, Head of Middle East and Africa at Invesco. 'Active asset management is growing in prominence due to its adaptability to a rapidly evolving economic environment. While private credit holds on to its popularity, fixed income has rebounded as the region's SWFs diversify exposures.'
Private credit takes centre stage as a new diversification tool
Private credit continues to gain momentum among SWFs in the Middle East, with 63 per cent accessing the asset class through funds and 50 per cent making direct investments or co-investments. The survey indicates that 50 per cent of SWFs worldwide, including 40 per cent of those based in the Middle East, plan to increase allocations to private credit over the next year.
This growing interest reflects a broader rethinking of diversification as traditional stock-bond correlations erode in a higher-rate, higher-inflation environment. Sovereign investors are turning to private credit for floating-rate exposure, customised deal structuring, and return profiles that are less correlated with public markets. Once considered a niche asset class, private credit is now viewed as a strategic pillar of long-term portfolio construction.
China remains a high priority in a fragmented emerging market landscape
SWFs are taking a more selective approach to emerging markets. Asia (excluding China) is a high priority for 43 per cent of respondents worldwide and 25 per cent in the Middle East. Meanwhile, China is once again an important focus for 28 per cent SWFs globally and 33 per cent in the Middle East, with 60 per cent of the region's SWFs expecting to increase China allocations over the next five years. SWFs are increasingly orientating their China strategies around specific technology sectors, such as AI, semiconductors, EVs, and renewables, with 80 per cent of respondents in the region believing the country's technology and innovation capabilities will become globally competitive in the future.
'Middle East SWFs are focusing a large proportion of their portfolios on Asian economies,' adds Rizk. 'Based on the outcomes of our study, we anticipate rising investment flows between the Middle East and China, with higher growth potential in selected sectors.'
Active management is viewed as essential in this environment. Just 25 per cent of Middle East SWFs rely on passive emerging market (EM) strategies, while 73 per cent access EMs through specialist managers, citing the need for local insight and tactical flexibility.
Digital assets, continued exploration
Digital assets are no longer seen as an outsider topic among institutional investors. This year's study shows a small but notable increase in the number of SWFs that have made direct investments in digital assets – 11 per cent, compared to 7 per cent in 2022. Allocations are most common in the Middle East (22 per cent), Asia Pacific (18 per cent), and North America (16 per cent), in contrast with Europe, Latin America, and Africa, where they remain at 0 per cent. For Middle East SWFs, the biggest barriers to investing in digital assets include regulatory challenges (100 per cent) and volatility (86 per cent).
'Investors are increasingly open to exploring the value digital assets may add to their portfolios,' says Rizk. 'In the Middle East, allocations are growing cautiously as investors balance new opportunities with regulatory challenges and market volatility.'
Globally, central banks are simultaneously advancing their own digital currency initiatives, balancing innovation potential against systemic stability considerations. While no central bank respondents in the Middle East have launched a digital currency yet, 33 per cent are considering it, viewing efficiency in payments (100 per cent) and enhanced financial inclusion (44 per cent) as the biggest benefits of central bank digital currencies (CBDCs).
Central bank resilience and gold's defensive role
Central banks are reinforcing their reserve management frameworks in response to mounting geopolitical instability and fiscal uncertainty. In the Middle East, 67 per cent plan to increase their reserve holdings over the next two years, while 27 per cent intend to diversify their portfolios.
Gold continues to play a critical role in this effort, with 63 per cent of central banks in the region expecting to expand their gold allocations over the next three years. Seen as a politically neutral store of value, gold is increasingly viewed as a strategic hedge against risks such as rising U.S. debt levels, reserve weaponisation, and global fragmentation.
At the same time, central banks are modernising how they manage gold exposures. In addition to physical holdings, an increasing number are turning to more dynamic tools, such as exchange-traded funds (ETFs), swaps, and derivatives, to fine-tune allocations, improve liquidity management, and enhance overall portfolio flexibility without sacrificing defensive protection. This is expected to continue, with 21 per cent of central banks globally and 25 per cent in the Middle East saying they plan to hold investments in gold ETFs in the next five years, while 19 per cent worldwide and 25 per cent in the region intend to hold gold derivatives.

Used cooking oil in Dubai will soon be transformed into clean fuel, as part of a new environmental initiative led by Dubai Municipality in collaboration with BiOD Technology FZCO. The project aims to reduce pollution, ease pressure on the sewage infrastructure, and advance Dubai's transition to green energy. Under the agreement, used cooking oil (UCO), along with fats, oils, and grease (FOG), will be collected from across the emirate and processed into B100 biodiesel — a renewable, cleaner-burning alternative to traditional diesel. Aside from producing clean, renewable energy, the initiative is also expected to lower the operational costs of wastewater treatment and prevent sewer blockages caused by improper disposal of grease and oil. Dubai Municipality has authorised BiOD, a subsidiary of DUBAL Holding, to manage the city-wide collection and processing operations. "This partnership marks an exciting step forward, and we are eager to expand our efforts into broader initiatives that promote sustainable waste management and innovative recycling solutions," said Shiva Vig, CEO of BiOD Technology. 'This partnership represents a significant step in our mission to advance Dubai's environmental agenda through innovative and sustainable waste-to-energy solutions," said Adel Al Marzooqi, CEO of the Waste and Sewerage Agency at Dubai Municipality. Dubai's commercial real estate market surged to new highs in the second quarter of 2025, with total transaction value climbing to Dh31 billion — marking a 50 per cent year-on-year jump. This substantial growth, up from Dh20.75 billion in Q2 2024, reflects the market's strong momentum amid rising demand for Grade A office space, premium warehouse facilities, and off-plan investments, says CRC Property's latest market report. Leading the surge was the office segment, where sales skyrocketed by 93 per cent year-on-year to Dh2.62 billion. The volume of office transactions also rose by 26 per cent, highlighting a growing appetite among investors and end-users for ownership opportunities in Dubai's business hubs. Business Bay and Jumeirah Lake Towers (JLT) continued to dominate activity, while emerging commercial zones such as Barsha Heights and Motor City gained traction, offering competitive pricing and modern infrastructure. Behnam Bargh, managing director at CRC, said Q2 2025 represents a defining moment for both CRC and Dubai's commercial landscape. 'We recorded our most successful quarter to date, with a 75 per cent increase in sales deals. This performance is a direct result of our team's client-first approach and the continued confidence of investors in Dubai's economic story.' One notable trend is the growing share of off-plan office transactions. Developers such as Omniyat have launched landmark projects like Lumena in Business Bay — premium commercial towers that combine cutting-edge architecture with flexible floor plans and high-end amenities. This shift towards modern, future-ready workspaces is reshaping the preferences of institutional investors and long-term occupiers. 'The success of off-plan reflects a maturing buyer mindset — stakeholders are committing to spaces that meet the evolving needs of tomorrow's workforce, not just today's,' Bargh said. Property market analysts believe that as global investors recalibrate their portfolios for post-pandemic realities, Dubai's commercial property market is emerging as a safe, growth-oriented asset class — powered by innovation, transparency, and strategic vision. Dubai's industrial and logistics sectors also displayed strong growth, driven by high demand and constrained supply. Average warehouse sale prices more than doubled year-on-year, reaching Dh22.2 million, largely due to intense activity in prime industrial locations such as Dubai Industrial City, Dubai Investments Park (DIP), and Jebel Ali Free Zone (JAFZA). The sector saw an increase in larger transaction sizes, signaling consolidation and expansion among logistics and distribution players seeking strategic, scalable assets. These trends underscore Dubai's growing role as a regional logistics and supply chain hub, particularly as e-commerce, last-mile delivery, and regional warehousing requirements accelerate. On the leasing side, the market maintained robust momentum, with leasing transactions increasing by 30 per cent compared to the previous quarter. The average office leasing value rose to Dh480,768 — a 95 per cent surge year-on-year — as businesses competed for fitted, well-located, and high-spec workspaces. Demand for larger units is being driven by new business setups, regional expansions, and growing confidence across sectors such as finance, technology, consulting, and healthcare. According to CBRE, both Dubai and Abu Dhabi are experiencing sustained rental growth and high occupancy rates due to limited new supply and a steady influx of international firms setting up regional headquarters. JLL's recent analysis echoes this sentiment, pointing to high investor interest in strategic commercial assets such as last-mile logistics hubs, data centres, and mixed-use office-retail complexes. The ability to convert qualified non-freehold properties is also expected to unlock further investment potential across multiple submarkets. With the UAE's diversified economy continuing to attract foreign capital, the commercial real estate sector stands poised for further expansion in the second half of 2025. Market analysts believe Dubai's continued focus on infrastructure upgrades, business-friendly reforms, and sustainable development will support a healthy demand pipeline and long-term value creation.

An annual UAE environmental award shining a light on critical efforts to combat climate change and bolster food and water security has received a record number of submissions. The Zayed Sustainability Prize, now in its 17th year, received 7,761 entries from 173 countries for its 2026 awards event, vying for recognition in its six categories of Health, Food, Energy, Water, Climate Action and Global High Schools. The surge in applications marked a 30 per cent increase on the previous awards cycle, with a notable increase in technology-focused projects such as AI and FinTech tools. 'The record number of submissions to this year's prize cycle reflects a growing global commitment to practical, scalable solutions that deliver long-term impact," said Dr Sultan Al Jaber, Minister of Industry and Advanced Technology, and director general of the Zayed Sustainability Prize. "Across all categories, the increased use of AI and other advanced technologies highlights how innovation is being harnessed to drive inclusive, community-led progress." The prize, which honours the legacy of UAE Founding Father, the late Sheikh Zayed bin Sultan Al Nahyan, empowers small to medium-sized enterprises, non-profit organisations and high schools to deliver high-impact, sustainable solutions. Analysis of the 2026 cycle has shown 85 per cent of submissions came from developing or emerging economies, with India, Ethiopia, Uzbekistan, Brazil and Indonesia among the top contributing nations. AI-driven sustainable future Submissions to the health category increased more than 60 per cent, with entries focusing on AI-enabled diagnostics, wearable tech and decentralised care. In energy, submissions revealed a growing interest in thermal energy storage, advanced low-carbon fuels and broader energy transformation. Entries in the water category explored innovative ways to expand freshwater access, including atmospheric water generation and low-energy desalination. Winners will be announced at the Zayed Sustainability Prize Awards Ceremony on January 13, 2026, during Abu Dhabi Sustainability Week. Each of the five category winners will receive $1 million, while high schools – representing the world's regions – will be awarded $150,000 each to implement or expand their sustainability projects. 2025 winners The 2025 winners were revealed at an awards ceremony in Abu Dhabi in the presence of President Sheikh Mohamed, as well as 11 heads of state and several ministers and business leaders. India's Periwinkle Technologies won the health category for its portable, AI-enabled cervical cancer screening device. It operates without electricity and provides results within 30 seconds. In the food category, Nigeria's NaFarm Foods won for its hybrid solar food dryers that prevent post-harvest losses. Australia's SkyJuice Foundation, meanwhile, picked up the award in the water category for its gravity-powered water treatment system, which uses low-pressure membrane filters to provide clean drinking water without the need for chemicals, pumps or external energy sources. In the climate action category, OpenMap Development Tanzania won for its innovative mapping, which merges community-driven data collection with advanced technology such as drones, geographic information systems and remote sensing. Merryland International School in Abu Dhabi was among winners in the global high schools category after conscientious pupils spent the summer developing sponge bricks made from green algae to improve air quality in classrooms and other settings.
