MCC staff strike enters fourth day, former CM meets protestors

The Hindu11-07-2025
The ongoing strike of the employees of the Mysuru City Corporation has entered fourth day on Friday, and the agitation has already begun to impact the city's cleanliness with the pourakarmikas staying away from their duties in support of their demands.
The strike was in response to the Statewide agitation of the employees of the city corporations, seeking the extension of the 7th Pay Commission benefits to pourakarmikas, besides other demands.
The members of the Mysuru City Corporation Employees' Association on Friday submitted a memorandum to former Chief Minister B.S. Yediyurappa and urged him to prevail upon the State government to fulfil their demands.
He was accompanied by MP for Shivamogga B.Y. Raghavendra.
Mr. Raghavendra said that Mr. Yediyurappa's visit has brought strength to the protesters, and hoped that it opened the eyes of the Chief Minister to the their demands.
Like the State government employees and officers, the MCC employees are also in need of health schemes such as group insurance schemes and Jyothi Sanjeevani. They also work for the people and deserve such benefits, he said.
Mr. Raghavendra said the BJP State unit President B.Y. Vijayendra and Leader of Opposition R. Ashok have taken up their cause and will prevail upon the government to fulfill their demands. 'Being the MP, I urge the Chief Minister to look into their demands.'
Heaps of garbage remain uncollected near the Devaraja Market where large quantities of waste were generated, as the civic workers have stayed away from work.
The MCC employees have demanded that the benefits of the Karnataka Government Insurance Department, Group Insurance Scheme, and General Provident Fund, like they are provided to the State government employees, without any modification, besides Jyothi Sanjeevani health scheme.
The protesting employees said the officers and employees of the city corporations were deprived of promotions for many years and urged the government to consider promotions. They have also sought an amendment to cadre and recruitment rules.

8th Pay Commission: Minimum Basic Pay Likely Rs 30,000, Not Rs 51,000, Says New Report

Around 50 lakh central government employees and 65 lakh pensioners who were hoping for a major hike in basic pay might be in for a disappointment. A new analysis by Kotak Institutional Equities has thrown cold water on the widespread expectation that the minimum basic salary would triple under the 8th Pay Commission. (News18 Hindi) The key figure here is the fitment factor, the multiplier used to convert current salaries to the revised pay structure. While the 7th Pay Commission used a factor of 2.57, the 8th Pay Commission is now expected to apply a more conservative multiplier of 1.8. That would lift the base salary from Rs 18,000 to Rs 30,000, not the Rs 51,000 many employees were hoping for. Employees may be shocked by this new possibility, the report states bluntly. (News18 Hindi) Even this limited increase won't happen anytime soon. Though the 8th Pay Commission was formally announced in January 2025, the Terms of Reference (ToR) haven't been finalised, nor have commission members been appointed. According to Kotak's timeline, the commission's report will take 18 months, followed by another 3 to 9 months for government approval and implementation. That means employees shouldn't expect any salary revision before late 2026 or early 2027. (News18 Hindi) Despite the restrained hike, implementing the 8th Pay Commission is expected to cost the exchequer between Rs 2.4 lakh crore to Rs 3.2 lakh crore, which is 0.6% to 0.8% of GDP, according to the report. The lion's share of this benefit will go to Grade C employees, who make up 90% of the central government workforce. (News18 Hindi) Historically, pay commission hikes have boosted sectors like automobiles, consumer goods, and real estate. This time too, a similar trend is expected. Kotak projects that the revised salaries could drive additional savings of Rs 1 to Rs 1.5 lakh crore, with increased investments in stock markets, bank deposits, and physical assets. (News18 Hindi) On July 21, 2025, Minister of State for Finance Pankaj Chaudhary confirmed in Parliament that the groundwork for the 8th Pay Commission has begun. He said the ministry has already sought inputs from key departments including Defence, Home Affairs, Personnel, and various states. (News18 Hindi) The Centre typically sets up a new pay commission every decade to adjust public sector salaries and pensions in line with inflation and rising costs. The 7th Pay Commission came into effect in 2016. The 8th will likely land right on cue, but with far more tempered expectations. (News18 Hindi)

China suffers big jolt in Nepal, Donald Trump's one decision spoils Xi Jinping's plan as...

New Delhi: The Trump administration has decided to continue the Nepal Millennium Challenge Compact (MCC), putting an end to months of speculation. The Trump administration's decision is being seen as a major setback for China, which is looking to expand its Belt Road Initiative (BRI) to Nepal. The MCC is a package of development projects in Nepal, which the US launched to counter China's BRI. However, after Donald Trump became president, the newly formed Department of Government Efficiency (DOGE) decided to shut down the MCC as part of a cut in foreign funding. Why did the US decide to continue MCC? After directing US aid agencies to wind up their work, the State Department began reviewing foreign aid projects and programmes of various agencies, including MCC and USAID. The Kathmandu Post reported in its post that the US government's foreign aid review recommended the continuation of the Millennium Challenge Corporation Nepal Compact. A representative of the US Embassy told the Kathmandu Post that the Nepal government has been informed about this decision. What did Nepal say on US' decision on MCC? Since January, Nepal was confused about how the government would manage the funds if the Trump administration completely withdrew from MCC. The Kathmandu Post quoted a senior Finance Ministry official as saying that this new decision of the USA has brought relief. Although the US side had assured us that the projects would not be affected, we were still looking for alternative resources for projects under MCC. How much money has gone to MCC? Nepal and MCC signed an agreement in September 2017 for energy and road projects, under which the US would provide assistance of $500 million. Nepal would give $150 million from its side, which was increased to $197 million. In this way, the total investment in the project under MCC has reached $697 million. MCC had decided to put in $50 million to cover the funding shortfall, which could take the amount to over $740 million. How is MCC America's answer to China's BRI? MCC is considered to be the answer to China's Belt and Road Initiative. Nepal is also a part of China's BRI project. In June this year, the MCC headquarters said that it is effectively countering the BRI. In a resolution presented in the US Congress, MCC said, 'for more than two decades, MCC has invested in partner countries to create new opportunities for American investment, trade and employment, opening up valuable opportunities for American businesses. It has also effectively countered the growing influence of the Belt and Road Initiative (BRI)'.

Minister Faces Non-Bailable Warrant In 2021 Huzurabad Bypoll Code Violation

A special court in Hyderabad has issued a non-bailable warrant (NBW) against Union Minister of State for Home Affairs, Bandi Sanjay, for his failure to appear in court. The case pertains to an alleged violation of the Model Code of Conduct (MCC) during the Huzurabad assembly constituency by-election in 2021. The case was registered in October 2021, accusing Bandi Sanjay of making remarks against an opposing party, alleging they distributed money to voters. Police filed a chargesheet in 2023, and the case was subsequently transferred to the special judicial first-class magistrate's court. On Thursday, when the matter came up for hearing, Mr Sanjay's counsel informed the court that he could not be present due to the ongoing Parliament session in Delhi. However, the magistrate took a serious view of his repeated absence despite previous directives and issued the NBW. The case has been adjourned to July 30 for further hearing. This incident is not the only legal matter Mr Sanjay has faced. He was recently served a notice by the SIT to record his statement as a witness in a case related to alleged illegal phone tapping during the previous BRS regime, which he has agreed to. Additionally, the Telangana High Court has, in some instances, dispensed with his personal appearance in other criminal cases, including one related to alleged MCC violations during the 2023 Telangana Assembly elections.
