A key sign of hurricane activity has flipped into high gear

Hurricanes need warm ocean water to form, and water temperatures in a key section of the Atlantic are really starting to warm up.
"One of the biggest changes I've observed in recent weeks is a considerable warming of the so-called Main Development Region (MDR) of the Atlantic above its seasonal averages," WPLG-TV hurricane expert Michael Lowry said in late July on a Substack post.
That's a big change from earlier this season.
"To open the hurricane season in June, waters across this bellwether part of the Atlantic where most of our strongest hurricanes get their start were running average to even below average," he said.
The Main Development Region (MDR), located between the Caribbean and Africa, is a region in the Atlantic where many tropical cyclones (tropical storms and hurricanes) form. This area is key because it's where many tropical waves, which can develop into hurricanes, originally form.
The warm water in that key region is just one of the reasons hurricane forecasters are warning that hurricane season could soon heat up.
Warm water everywhere
It's not only the Main Development Region that's warm: Water across the Gulf of America (formerly known as Gulf of Mexico) and the Caribbean Sea area also above average, scientists said. In fact, closer to home, persistent high pressure has led to some notable warming of the shelf waters around Florida, as well as the nearby southwest Atlantic, Andy Hazelton, a hurricane scientist at the University of Miami, pointed out on X on August 1. This included a 90-degree reading at a buoy near Virginia Key, Florida, near Miami.
"Water temperatures are pretty much warm enough everywhere in the tropical Atlantic to support hurricane formation," Colorado State Univerisity meteorologist Phil Klotzbach told USA TODAY July 31. "The general consensus is that a temperature of 26.5°C (79 degrees F) is required to get a hurricane to form," he said.
University of Miami tropical researcher Brian McNoldy confirmed this, telling USA TODAY in an email August 1 that "looking at sea surface temperature, it's above the commonly-used 26°C isotherm everywhere of interest, so that ingredient is in place from Africa to the Caribbean to the Gulf."
So why no hurricanes?
So if ocean temperatures across the Atlantic are plenty toasty for hurricanes to form… what's preventing them from forming?
"One of the biggest disruptors of the Atlantic hurricane season so far has been unfavorable upper-level winds," Klotzbach told USA TODAY. "Atlantic vertical wind shear is generally westerly. We've had a lot of upper-level westerly winds over the past few weeks, increasing vertical wind shear across the Main Development Region."
Wind shear, a change in wind speed with height, is a hurricane killer, the National Weather Service said in an online report. "Strong upper level winds destroy the storms' structure by displacing the warm temperatures above the eye and limiting the vertical accent of air parcels. Hurricanes will not form when the upper level winds are too strong."
Shear might be diminishing, though
However, the upper-level wind anomalies are likely to flip to easterly in early August, resulting in reduced vertical wind shear and creating conditions much more favorable for Atlantic hurricane activity, Klotzbach said.
He said this flip is associated with an eastward-moving Madden-Julian Oscillation, a global climate pattern that affects hurricane formation.
"Phases 1-3 of the Madden-Julian Oscillation are the ones that are most favorable for Atlantic hurricane activity, and we should be headed into these phases shortly per the latest long-range forecast from the European Centre for Medium-Range Weather Forecasts," he said. "So, while things are quiet at the moment (and likely to remain quiet for the next few days), there are signs that things will pick up in about 10 days."
Hazelton agreed with this, noting that on X that "shear has already been coming down, and looks to drop even further as the Madden-Julian Oscillation moves over Africa. The Week 2 look on ensembles is about as favorable as you will ever see upper winds in the basin this time of year."
"Still, shear is just one part of the equation, and this time of year, moisture and stability can hold things back and prevent development even with low shear. Those issues seem prevalent already this year," Hazelton cautioned.
"It will be interesting to see how August goes tropical-cyclone-wise in the Atlantic."

So far, the 2025 hurricane season in the Atlantic Basin has been fairly tame with only four short-lived and fairly weak tropical storms: Andrea, Barry, Chantal and Dexter. The East Pacific Basin has been much more active with Tropical Storms Ivo and Henrietta ongoing as of Aug. 8. While things in the Atlantic Basin have been fairly quiet, we are just now reaching the climatological uptick in tropical storm and hurricane frequency. Just in time for this climatological upswing, there are some indications that the main development region for Atlantic tropical systems will become active in the next seven to 10 days. First, a large-scale atmospheric wave called the Madden Julian Oscillation or MJO is in a favorable phase to induce rising air for showers and storms in the Caribbean Sea and Eastern Atlantic Ocean. The MJO will likely remain in a favorable phase to favor increased shower and storm development in the Caribbean and Eastern Atlantic regions through Aug. 22. The National Hurricane Center is monitoring a few areas with low to medium probabilities for development over the next seven days in the Atlantic Ocean. One area in particular that is especially being monitored is a stronger wave moving west of the coast of Africa. This wave already shows up well with showers and storms on satellite. Given that we are on the climatological upswing of hurricane season and these large scale features including the MJO are entering a favorable phase to maintain upward motion and t-storms in the tropical Atlantic, this is something to definitely watch as we approach the middle to back half of August. At this point, it is too early to determine if the U.S. mainland will be impacted by any tropical systems directly, as that will depend on how the large scale weather pattern and upper air steering currents evolve within the next week to week and a half. So, if you see raw model postings of "doomsday" hurricane landfall predictions this early without any context or explanation, try to avoid consuming that content and stay up to date with trusted meteorologists and expert sources.

After an unusually slow start to hurricane season, it's looking like storm activity is about to ramp up. Meteorologists are keeping a watchful eye on the Atlantic Basin as ocean surface temperatures rise to record levels. So far, the 2025 Atlantic hurricane season has produced four tropical storms and no hurricanes. As of Friday, August 8, the National Hurricane Center (NHC) was monitoring two areas of interest for storm development—one off the southeastern U.S. and the other in the Central Atlantic. The NHC says the odds of development for both systems are low, but high ocean surface temperatures are raising concerns about hurricane potential. 'As the 2025 Atlantic Hurricane Season enters its historical peak, atmospheric and oceanic conditions continue to favor an above-normal season as NOAA first predicted in May,' NOAA stated in an update on Thursday, August 7. Warmer-than-average sea surface temperatures in the tropical Atlantic Ocean and Caribbean Sea are one of several factors that could contribute to elevated storm activity, the update reads. Strong marine heatwaves—persistent periods of above-average ocean temperatures—are present over much of the North Atlantic off the East Coast, according to NOAA's Physical Sciences Laboratory. On Sunday, August 3, Miami-based hurricane specialist Michael Lowry shared NOAA data showing record-high sea temperatures across the western Atlantic and the Gulf of Mexico. Warmer ocean surface temperatures create more energetic storms, helping them develop into hurricanes, according to NOAA. In 2024, marine heatwaves fueled Hurricane Helene and Hurricane Milton, resulting in billions of dollars in damage along the East Coast. The 2023 Atlantic hurricane season was also characterized by extreme sea surface temperatures, producing the fourth-highest number of named storms since record keeping began in 1950. As the global average temperature rises, marine heatwaves are becoming more intense and persistent. This is partly why climate change leads to stronger hurricanes. Sea surface temperatures aren't the only factor meteorologists are paying attention to, however. In July, Department of Defense meteorologist Eric Webb said atmospheric conditions may help more storms make landfall on the East Coast than normal this season, The Washington Post reports. 'I'm honestly more convinced of that now than I was then,' he told the publication this week, pointing to high ocean temperatures and air pressure patterns that could guide storms toward the U.S. What's more, the Madden-Julian Oscillation may raise the risk for additional storms in late August as it crosses Africa, The Washington Post reports. NOAA describes the MJO as an eastward-moving disturbance of clouds, rainfall, winds, and pressure that traverses the planet over one to two months before returning to its starting point. Models suggest these conditions may add to increasing activity in the Atlantic Basin after August 15, according to the Washington Post. The Atlantic hurricane season historically peaks in September, so seeing storm activity increase in August isn't unusual. That said, unprecedented oceanic and atmospheric conditions driven by climate change are poised to rapidly shift the course of this slow-to-start season. Multiple non-hurricane-strength storms have already brought devastating impacts to the U.S. this year. Remnants of Tropical Storm Barry contributed to deadly July 4 flooding in the Texas Hill Country, and Chantal caused significant damage in North Carolina. The affected communities will be particularly vulnerable to any storms that make landfall in their area as cleanup efforts continue.

As Tropical Storm Dexter races out to sea away from the United States, hurricane forecasters Aug. 4 were watching two other areas of potential concern in the Atlantic, which if they form, could be named Erin and Fernand. One, a tropical wave that's just recently moved off the coast of Africa, could develop into a named storm in the central Atlantic by later in the week, some forecast models show. The second is a developing area of low pressure much closer to home, off the Southeast U.S. coast ‒ a system that promises a dreary week of weather for hordes of beachgoers. "We are now moving into a more active period (of the) Atlantic hurricane season," said Weather Trader meteorologist Ryan Maue in an Aug. 4 email to USA TODAY. Dexter heads out to sea "Dexter is already exiting stage right, moving east northeast around 10 to 15 mph," said Houston-based meteorologist Matt Lanza in an Aug. 4 newsletter post. "By the end of the week, Dexter should be post-tropical. Eventually, this will probably end up in the British Isles, either as part of another typical European storm or as a passing disturbance. Either way, it's mostly just a curiosity than anything else." WPLG-TV hurricane specialist Michael Lowry, in an email to USA TODAY, said that "Dexter, while posing no threat to land, is the opening act for the show the Atlantic's threatening to put on behind it." Out of Africa Exiting the coast of Africa late on Aug. 3 was a robust tropical wave that models suggest has a good chance of becoming a named storm (likely Erin) and possibly our first hurricane by Aug. 9 to 11 over the central Atlantic, Lowry said. "In a few days, environmental conditions are forecast to become favorable for gradual development of this system, and a tropical depression could form by the latter portion of this week as it moves generally west-northwestward across the central tropical Atlantic," the National Hurricane Center said. Beyond Aug. 11, forecast models diverge, with the Euro curling the system out to sea and the American GFS continuing a track west-northwestward toward the U.S. East Coast, Lowry reported. "We won't have much confidence in a forecast for this one till we see if something actually develops and where," said University of Miami meteorologist Andy Hazelton in a post on X. The hurricane center has given the system a 30% chance of development, and models support 'something' weak developing and then moving westward, which equals more rainfall for drenched Georgia, Florida, and Carolinas, but the upper-level environment (for full tropical development) is hostile, said Maue. Later in the first week of August, we're probably going to see a weak area of low pressure develop along a remnant stationary front off the Southeast U.S. coast, Lanza said. "Unlike Dexter, this won't get whisked out to sea. Rather, it looks likely to just kind of sit and spin for a bit." If it gets a name, which seems unlikely at this point, it might be Fernand, depending on when Erin gets named. Regardless of whether it gets a name, "this may make for a somewhat dreary week along the Carolina coast," Lanza said. "Rain totals may begin to add up some in this area as well through the week."
