Applications for new rice cards from today
Vijayawada: Civil Supplies Minister Nadendla Manohar on Tuesday announced that the efforts are on to distribute Smart rice cards to the beneficiaries from June 2025 onwards and changes in the existing rice cards will begin from May 7 onwards. Addressing the media at the State secretariat, the Minister said six types of services will be launched from Wednesday onwards. He said the applications will be collected to sanction new rice cards in the State.
He said other services like change of address, joining of new members, deletion of members, division of cards and surrender of cards will begin and ration card holders can visit their nearest ward secretariats to get these services, he added. He said new services can be available on Whatsapp governance after one week.
He said the government could not issue new ration cards due to two important reasons. He said the due to the Election code in 2024 the Election Commission issued orders not to sanction the new cards. Minister said later the Supreme Court issued guidelines for making EKYC mandatory.
He said 94.4 percent EKYC process completed in the State. Manohar said 1.46 crore rice cards are in the state and 4.24 crore have enrolled their names. He said 3.94 crore have applied for the changes in the rice cards.

Centre clears elevation of Justice Atul S Chandurkar of Bombay HC as Supreme Court judge
The Centre Thursday notified the elevation of Justice Atul Sharachchandra Chandurkar of the Bombay High Court as a judge of the Supreme Court. Justice Chandurkar will serve his tenure as a Supreme Court judge until April 6, 2030, when he will reach the retirement age of 65. This came after the Supreme Court Collegium led by Chief Justice of India (CJI) Bhushan R Gavai on May 26 recommended the appointment of Justice Chandurkar, present seniormost puisne judge of the Bombay High Court, along with that of Chief Justices of Karnataka and Gauhati High Courts, N V Anjaria and Vijay Bishnoi, respectively. The Collegium made the recommendation two days after Justice Abhay S Oka of the Supreme Court, who belonged to the Bombay HC, retired on May 24. Justice Chandurkar will supersede the Chief Justices of Kerala and Madras High Courts, Nitin Jamdar and K R Shriram, respectively, both belonging to the Bombay High Court. While Justice Jamdar was appointed as Bombay HC judge on January 23, 2012, Justice Shriram became HC judge on June 21, 2013, the same day as Justice Chandurkar. However, Justice Shriram was administered oath before Justice Chandurkar on the said day and featured ahead of him on the seniority list. Born on April 7, 1965, Justice Chandurkar completed his schooling at St Vincent's High School in Pune. After graduating from Ness Wadia College, Pune, he obtained a law degree from ILS Law College, Pune. Thereafter, he started practising as an advocate on July 21, 1988 and worked in the chambers of senior advocate B N Naik, who later became the judge of the HC. Justice Chandurkar shifted to Nagpur in 1992 and practised before various courts and also authored two books on the Maharashtra Municipal Council Nagar Panchayats and Industrial Townships Act, 1965, and the Maharashtra Rent Control Act, 1999. He was elevated as an additional judge of the Bombay HC in June 2013. He also served as an administrative judge (seniormost) at the Nagpur bench of the Bombay HC. In June 2024, a Justice Chandurkar-led division bench of the Bombay HC dismissed a plea by nine students of a college in Chembur challenging the dress code that banned hijabs, among other religious identifiers. The judge held that instructions issued by the college did not suffer from infirmity to violate fundamental rights to freedom of expression and of practising religion. In September 2024, Justice Chandurkar gave a deciding opinion after the split verdict on pleas challenging amended IT rules that empower the government to identify 'fake news' on social media platforms through a Fact Check Unit (FCU). Justice Chandurkar agreed with the opinion of Justice Gautam S Patel, who was part of the division bench that delivered the split verdict and struck down the amended rules as 'unconstitutional' and violative of Articles 14 and 19 (1) (a) and 19 (1) (g) of the Constitution. In October 2024, a bench presided over by Justice Chandurkar stayed the Maharashtra government's decision to take back over 116 acres of prime land parcel in the Charkop area in Kandivali (West) allotted for industrial purposes. In March this year, a Justice Chandurkar-led bench dismissed a plea by a Dalit PhD student challenging his suspension by the Tata Institute of Social Science (TISS) over 'repetitive misconduct and anti-national activities'. Earlier this month, Justice Chandurkar sought to know from the Maharashtra government when heritage status would be granted to the residence of Hindutva ideologue VD Savarkar, Savarkar Sadan, situated at Shivaji Park area of Central Mumbai and ordered that till June 13, the status of the property should not be changed.

Three judges appointed to Supreme Court
Three judges were appointed to the Supreme Court on Thursday (May 29, 2025). The Supreme Court Collegium on Monday recommended the appointment of Karnataka High Court Chief Justice N.V. Anjaria, Gauhati High Court Chief Justice Vijay Bishnoi, and Bombay High Court's Justice A.S. Chandurkar as judges of the top court. Law Minister Arjun Ram Meghwal announced their appointment on X. "In exercise of the powers conferred by the Constitution of India, the President, after consultation with Chief Justice of India, is pleased to appoint Justices (i) N.V. Anjaria, Chief Justice, High Court of Karnataka, (ii) Vijay Bishnoi, Chief Justice, High Court of Gauhati and (iii) A.S. Chandurkar, Judge, High Court of Bombay as Judges of the Supreme Court of India," he said. Their names were recommended against the three existing vacancies of judges in the top court following the superannuation of ex-chief justice of India Sanjiv Khanna, and Justices Abhay S. Oka and Hrishikesh Roy.

Election Commission takes 21 initiatives in 100 days to streamline poll management
In a bid to enhance voter experience and streamline poll management , the Election Commission has launched 21 new initiatives over the past 100 days, officials said on Thursday. These measures, they pointed out, span procedural reforms, training programmes and stakeholder engagement. The measures have marked the first 100 days of the 26th Chief Election Commissioner Gyanesh Kumar , they noted. To improve voter access, the poll authority has revised the maximum number of electors per polling station from 1,500 to 1,200. Additional polling booths will be set up in densely populated areas such as gated communities and high-rise buildings. The Commission, they said, aims to ensure that no voter is required to travel more than 2 km to cast their vote. Live Events Voter information slips have been redesigned for clarity on the polling station number. As a significant boost to the convenience of voters, a mobile phone deposit facility will be set up at the entrance of every polling station. Booths set up by candidates will now be permitted just beyond 100 metres from the entrance of the polling station gate as opposed to 200 metres from the polling station premises. To facilitate a simpler user interface, a single-point new integrated dashboard, ECINET, has been developed with the aim to provide all services for all stakeholders at a single point instead of the existing 40-plus applications. The poll panel has also initiated direct integration of death registration data from the Registrar General of India to enable timely and verified removal of deceased electors from the rolls. A special summary revision has been held ahead of a byelection as prescribed in the law. This is the first such exercise to be conducted ahead of a byelection in decades, the officials said. In a move to institutionalise regular interaction with political stakeholders, the EC facilitated 4,719 meetings across the country with participation from over 28,000 political party representatives. The Commission has also held consultations here with leaders of recognised political parties, including AAP, BJP, BSP, CPI(M) and NPP, with more meetings with the national political parties and state political parties planned after the current bypolls. A comprehensive training framework has been developed for 28 categories of stakeholders identified across the electoral process. These modules are based on provisions of the Representation of the People Acts, 1950 and 1951; the Registration of Electors Rules, 1960; and the Conduct of Election Rules, 1961, along with EC's instructions. Among other reforms, the EC has implemented biometric attendance at its headquarters, activated the E-Office system and held regular CEO-level review meetings. These measures are intended to improve internal coordination and operational efficiency.
