Former CM KCR appears before Kaleshwaram commission
The commission, led by Justice P.C. Ghosh, is examining inquiries related to the project's re-engineering, dam construction, agreements, the formation of the Kaleshwaram Corporation, and water reserves, among other issues. Only nine leaders, including KCR, have been permitted to appear for questioning so far.
Official sources report that the commission has questioned 114 individuals to date. Notably, Etala Rajender and Harish Rao attended investigations on the 6th and 9th of this month.
With KCR's appearance, the investigation into the Kaleshwaram project is intensifying, attracting increased attention.

BRS in a fix on Vice-President polls
The announcement of Justice B. Sudershan Reddy as the INDIA Bloc candidate for the office of Vice-President of India has apparently left the main opposition Bharat Rashtra Samiti (BRS) in a fix. The party has all along been maintaining neutral stand on major issues and has refrained from supporting the BJP-led NDA government at the Centre or joined hands with the Congress, its principle opponent in the State. In the last Assembly and the Parliament elections, the BRS fought on its own. While the party has drawn a blank in the Lok Sabha elections last year, it still has four members in Rajya Sabha. Of the 17 Lok Sabha seats in Telangana, Congress and BJP won eight and the AIMIM one. In the Rajya Sabha, BRS has four members and Congress three. Chief Minister A. Revanth Reddy invoking the 'Telugu pride' at a press conference on Tuesday evening obviously has pushed the BRS to a corner as regards its support for the Vice-Presidential candidate backed by the NDA and the INDIA Bloc. Mr. Reddy had openly urged Telugu-speaking Parliament members from the TDP, BRS, AIMIM and the YSRCP to back Justice Sudershan Reddy, though the appeal to TDP members appears far fetched as they are part and parcel of the NDA. 'Our leader has thrown a gauntlet at KCR and it is for him to take the call. When he has been speaking about 'sentiment' during the height of the Statehood agitation, the issue of backing a Telugu person should also be a sentiment for him,' a top Congress leader remarked. Sources in the BRS maintained that it is for the party president and former CM K. Chandrashekhar Rao to take a call on the elections. 'We have not received any call from either the NDA or the INDIA Bloc to support their nominees,' a top leader told The Hindu. The BRS leadership is in a spot because if it supports the INDIA Bloc candidate it has a lot to answer. In the event of backing the NDA candidate C.P. Radhakrishnan, the party is likely to face flak for ignoring the 'Telugu bidda' sentiment. Either ways, the party is in a piquant situation on how to wriggle out the situation. There is also speculation that the party might stay away from the voting. But, this would give the INDIA Bloc leadership and more particularly the State Congress to launch a tirade against the BRS alleging strategic understanding with the BJP. The next move of the BRS chief would be keenly watched as the nomination process for the VP gets in motion.

KCR, Harish Rao move HC to quash Ghose Commission report
Bharat Rashtra Samithi (BRS) supremo and former Chief Minister K. Chandrsekhara Rao and former minister T. Harish Rao, who were indicted by Justice P.C. Ghose Commission of Inquiry in its report over alleged irregularities in execution of Kaleshwaram project, moved Telangana High Court seeking to declare constitution of the Commission illegal and quash its report. The two writ petitions, filed separately by KCR and Mr. Harish Rao, were at scrutiny stage with the HC Registry and yet to be numbered. The counsels of the two petitioners are likely to mention about the pleas in the HC on Wednesday for hearing of the same. They stated that the GO MS No. 6 of Irrigation and Command Area Development department appointing Justice (Retired) P.C. Ghose as Commission of Inquiry to conduct judicial inquiry into alleged irregularities in execution of Kaleshwaram project was 'ultra vires' the provisions of the Commission of Inquiry Act-1952. This was in conflict with the earlier verdicts passed by the Supreme Court, they stated in their pleas. They wanted the report presented by the Commission on July 31, in which it purportedly made 'prejudicial, scurrilous, defamatory and scathing observations and findings', to be set aside and quashed. Furnishing the report without providing notices to them under sections 8-B and 8-C of the Commissions of Inquiry Act, was mala-fide and biased, and hence the report should be set aside, they stated. The Chief Secretary and the Irrigation and CAD Secretary publishing the copies of the report repeatedly without furnishing a copy to them was also illegal and against principles of natural justice, they said. The Kaleshwaram Project was 'conceived, designed and executed by the government of Telangana in strict adherence to all applicable procedures and norms', KCR said in the plea. The then government, by a Cabinet decision, engaged M/s Water and Power Consultancy Services (India) Limited to recommend an alternative site to Tummidihatti for barrage construction. Following WAPCOS report, the Centre gave all statutory clearances for Kaleshwaram project, he said. The petitioners stated that the terms of reference of the Commission presumed negligence, irregularities and lacunae in the planning, designing and construction of Medigadda, Annaram and Sundilla barrages. KCR stated that despite writing a letter to Chief Secretary, the latter did not provide a copy of the Commission's report till date. The observations made by the Commission demonstrated that it improperly fixed responsibility on him, KCR stated in the plea. The Commission failed to independently assess the facts and only echoed the propaganda launched by the present government, he said.

KCR, Harish Rao Move High Court To Quash Ghose Commission Report On Kaleshwaram Project
Last Updated: Chief Minister Revanth Reddy had earlier announced that the report would be tabled in the Legislative Assembly Former Telangana Chief Minister and Bharat Rastra Samiti (BRS) President K Chandrashekar Rao and former minister T Harish Rao have filed a petition in the High Court seeking to quash the report submitted by the Justice PC Ghose Commission on the Kaleshwaram Lift Irrigation Project. The petition argued that the Commission lacked the jurisdiction to conduct the inquiry and that its findings are invalid. It also claimed that the Commission failed to consider the representations made by KCR and Harish Rao during the investigation. The case is currently under review by the High Court registry. The Judicial Commission, headed by Justice PC Ghose, was constituted by the state government on March 14, 2024, to probe alleged irregularities in the planning and execution of the Kaleshwaram project. Over a period of 16 months, the Commission gathered evidence from a broad range of stakeholders, including former Chief Ministers, ministers, IAS officers, engineers, contractors, journalists, civil society groups, and citizens. Key persons, including KCR, Harish Rao, and Malkajgiri MP Etela Rajender, who was Finance Minister in KCR's cabinet, were questioned, and their responses were analysed before the Commission finalised its findings. The 665-page report was submitted to the government on July 31, 2025, and was subsequently approved by the state cabinet. Chief Minister Revanth Reddy had earlier announced that the report would be tabled in the Legislative Assembly, ensuring that all political parties, including opposition leaders and former ministers, would have the opportunity to express their views freely. He also stated that a full discussion would be held before the government acts on the report. The Commission's report pointed to serious irregularities in the execution of the Kaleshwaram project. It found that many decisions were taken unilaterally by the leadership and later endorsed under pressure from officials. It also highlighted institutional bypassing, noting that decisions were often made in violation of established procedures due to interference from higher authorities. The report further uncovered alleged financial mismanagement and technical flaws, particularly in the construction of the Medigadda, Annaram, and Sundilla barrages.
