‘Fake Voters' Row: EC deadline ending, Mamata govt suspends 4 officials, but no FIR for now
On the last day of the seven-day deadline given by the Election Commission (EC), the West Bengal government on Thursday evening issued an order suspending four officials against whom the poll panel had sought suspension as well as registration of FIRs for alleged fake voters' list in two Assembly segments of the state. The government, however, did not register an FIR against the officials. 'Two days ago, the administration decided to suspend the four officials, but we were waiting for the final confirmation from the Chief Minister's Office. After getting the nod, the order was issued today evening. We have started department proceedings against the four officials. After its completion, we will decide whether to get an FIR registered against them,' said a senior state government official, adding Chief Secretary Manoj Pant has conveyed the same to the Election Commission in his compliance report. The suspension order passed by the West Bengal Personnel and Administrative Department stated that 'in exercise of the power conferred by Rule 7(1)(b)(a) of the West Bengal Services (Classification, Control & Appeal) Rules, 1971…' these officers were suspended with immediate effect. The order comes more than two weeks after the EC on August 5 asked the state government to suspend and book four officials and a contractual employee for alleged fraudulent registration of 127 voters using forged documents in the Baruipur Purba and Moyna Assembly constituencies. The four included two West Bengal Civil Service officers serving as Electoral Registration Officers (EROs) – Debottam Dutta Choudhury (Baruipur Purba), and Biplab Sarkar (Moyna) – and two Assistant Electoral Registration Officers (AEROs) – Tathagata Mondal (Baruipur), and Sudipta Das (Moyna). The Commission also sought the same action against casual Data Entry Operator, Surojit Halder. He was suspended by the state government earlier. Initially, the TMC government in West Bengal refused to take any action against the alleged errant officials, with Chief Minister Mamata Banerjee publicly vowing to protect the state government employees against the EC's 'intimidation'. On August 11, almost a week after the EC's directive, West Bengal Chief Secretary Manoj Pant wrote to the poll panel that its proposed actions were 'disproportionately harsh' with a 'demoralising impact' on the state officers' community. This led to the EC summoning Pant to New Delhi. During the hour-long closed-door meeting with the three commissioners of the poll panel in New Delhi, Pant reportedly told them that inquiries had been initiated against the officers, and action would follow based on the findings. However, the EC gave the West Bengal government a seven-day deadline to act on its directive. On Pant's return, the state government sought legal opinion on the issue.

Bill on crowd management tabled in Karnataka Assembly
The Karnataka government on Wednesday tabled a bill on crowd control that proposes stringent punishment for organising unpermitted events, civil disturbance and "crowd disaster". The Karnataka Crowd Control (Managing Crowd at Events and Places of Gathering) Bill was introduced in the Assembly over two months after the stampede at the Chinnaswamy Stadium on June 4 that killed 11 people and injured many others. According to the proposed legislation, whoever intends to organise any event or function that would attract a mass gathering or a crowd should obtain permission from the jurisdictional authority. It says that whoever organises or attempts or abets the organisation of any unpermitted event should be punished with imprisonment for a term which may extend to a minimum of three years and up to seven years or with a fine up to Rs 1 crore or both. Clear rules for crowd control If the crowd is below 7,000, the officer in charge of the local police station can grant permission after enquiry. If the crowd is between 7,000 and 50,000, permission must be given by the Deputy Superintendent of Police. If the crowd is above 50,000, the Superintendent of Police or the Commissioner of Police must grant permission.

CM defends spending ₹10 crore each on Wayanad flood relief and Sadhana Samavesha from State funds
Under attack from the Opposition for Karnataka giving ₹10 crore as flood relief in Wayanad in Kerala, Chief Minister Siddaramaiah on Thursday defended the expenditure on the grounds that it was a humanitarian gesture. He also defended spending another ₹10 crore on Sadhana Samavesha in Hospete. 'Wayanad witnessed heavy rainfall and landslips and hundreds of people died. Should we not be humane? It is our dharma and responsibility to help,' the Chief Minister said during the discussion on the Money Bill for supplementary estimates of ₹3,352.57 crore before it was passed in Legislative Council on Thursday. In Assembly too, the gesture towards Wayanad came under attack and Leader of Opposition R. Ashok wondered why Karnataka did not show similar large heartedness towards other calamity-hit States. 'The Chief Minister is giving ₹10 lakh to build each house in Kerala, while those in our own State get a meagre sum of ₹95,000 to build their houses during calamity,' said Mr. Ashok. On the expenditure for Sadhana Samavesha, the Chief Minister said, 'Should we not tell the people as to what we have done? It was an event to showcase the achievement of our two-year governance.' The Opposition, debating this issue in Assembly, called it 'Congress party programme.' What it proposes Constituting 0.78 % of the budget, the supplementary estimates proposes ₹2,552 crore as revenue expenditure and ₹ 790 crore towards capital expenditure. The Chief Minister said that the State was expecting ₹820.20 crore from the Centre and ₹262.20 crore from the reserve fund. 'The total outgo will be ₹2,269 crore. We will try to increase the revenue receipts and make reappropriation. If needed, we will take loan. This is the first instalment (of supplementary estimates),' the Chief Minister said. According to him, of the total, ₹1,500 crore will go into the guarantee redemption fund (GRF) that is set aside as per the RBI guidelines as surety for loans raised by the public undertakings. 'Five per cent of of the total debt raised by the public undertakings has to be in the GRF as per RBI guidelines. Currently, the fund has ₹760 crore, whereas the total guarantees given by the State is for debt amounting to ₹46,271 crore.' When the BJP members raised the issue of 'diversion' of funds from SCP/ TSP, the Chief Minister said, 'We were the ones to bring the SCP/TSP Act. Show me one BJP-ruled State that has brought similar plan. I urge the Centre to spend development expenditure according to the population of the SCs.' The Bill was eventually passed amid the din.
