Parliament Monsoon Session: The monsoon session of Parliament will be held from July 21 to August 21. After a break of over three and a half months, both houses of Parliament—the Lok Sabha and the Rajya Sabha – are scheduled to convene on July 21 at 11 am.
This will be the first session of Parliament after Operation Sindoor – India's precision strikes on terror camps in Pakistan in the aftermath of the Pahalgam terror attack that killed 26 people, mostly tourists.
The Prime Minister Narendra Modi-led Union government has listed eight new Bills to be introduced in this session, in addition to taking up seven pending bills that were introduced earlier.

The opposition led by the Congress party will, on the other hand, raise issues including the Pahalgam terror attack, the Special Intensive Revision (SIR) of the electoral rolls in Bihar, the restoration of full statehood to Jammu and Kashmir and rising atrocities against women in the country, during the upcoming Monsoon session of Parliament.
The government's top agenda item is the Income-Tax Bill, 2025, which was introduced in the Lok Sabha during the Budget Session of Parliament on February 13 before being referred to a joint parliamentary committee (JPC) led by BJP MP Baijayant 'Jay' Panda.
The JPC is scheduled to adopt the draft report on Wednesday, after which the amended bill will be sent to the Union Cabinet for approval and is expected to be brought to Parliament for passage during this session.
Among the other bills listed for consideration is the Manipur Goods and Services Tax (Amendment) Bill, 2025, which aims to align the state GST law with the central legislation. Another key bill is the Jan Vishwas (Amendment of Provisions) Bill, 2025, which seeks to promote ease of doing business and improve regulatory compliance.
Extension of President's Rule in Manipur
The government has also listed a resolution for the extension of President's Rule in Manipur, imposed on February 13, 2025. Parliament's approval is required every six months, and President's Rule cannot be extended beyond three years, as per constitutional provisions under Article 356(1),

6-The Mines and Minerals (Development and Regulation) Amendment Bill, 2025: To provide for the recovery of critical minerals, the inclusion of contiguous areas in a mining lease for mining of deep-seated minerals, and widening the scope of the National Mineral Exploration Trust.

7-The National Sports Governance Bill, 2025: To provide for the promotion of sports, sportspersons' welfare, and ethical practices in sports; to establish standards for the governance of sports federations; and to institute measures for the resolution of sports grievances and disputes.
8-The National Anti-Doping (Amendment) Bill, 2025: To align the definitions and provisions of the National Anti- Doping Act, 2022 with the World Anti-Doping Agency Code and international best practices, and to ensure the independence of the National Anti-Doping Appeal Panel.

1-The Income Tax Bill, 2025: Replaces the Income Tax Act, 1961. Retains most of its provisions, including tax rates and offences. Primarily seeks to simplify the language and remove redundant provisions Introduced in Lok Sabha during the Budget Session on February 13, the bill was referred to select committee of the lower house
2-The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024: This bill reserves seats in the Goa Legislative Assembly for Scheduled Tribes. It was introduced in Lok Sabha last August
3-The Indian Ports Bill, 2025: Repeals the Indian Ports Act, 1908: This bill provides for regulation of the ports sector by creating Maritime State Development Council, State Maritime Boards, and Dispute Resolution Committee. This bill was also introduced last year.
4-The Merchant Shipping Bill, 2024: Replaces the Merchant Shipping Act, 1958, modifies provisions related to the registration and ownership of ships, regulation of maritime training, seafarer welfare, and pollution control. This Bill has been pending in Lok Sabha since December 2024.
5—The Coastal Shipping Bill, 2024: The Bill to regulate vessels engaged in trade within Indian coastal waters is pending in the Rajya Sabha. It was passed in theLok Sabha in April 2025.
6- The Carriage of Goods by Sea Bill, 2024: Replaces the Indian Carriage of Goods by Sea Act, 1925, which provides for the rights and liabilities attached to goods transported by sea from Indian ports. Retains most provisions of the Act. This Bill passed in Lok Sabha in March last year is pending in Rajya Sabha.
7-The Bills of Lading Bill, 2024: Replaces the Indian Bills of Lading Act, 1856, which provides for a legal framework for issuing bills of lading, which provide conclusive evidence of goods on board. Retains most of theprovisions of the Act. This Bill was passed in Lok Sabha in March 2025 and is pending in Rajya Sabha.

The party in the editorial of its mouthpiece 'Saamana' said the government was being "ripped to pieces" in the Lok Sabha, and "the Prime Minister was riding a camel and herding goats". In the hard-hitting editorial, the Uddhav Thackeray camp said that while the discussion on 'Operation Sindoor' was going on in the Parliament, the news of the killing of three terrorists in the Kashmir Valley came. "It was said that one of them, Suleman, was the mastermind of the Pahalgam attack. Will anyone believe this now? The people have lost faith in the government. To avoid the bombardment being done by the opposition party in the Parliament on Operation Sindoor, the government is adopting the tactic of fabricating cases like Suleman. The government has been exposed in the Lok Sabha,' it alleged. The editorial referred to MIM founder Asaduddin Owaisi's statement during the debate and asked, 'Can the government go to the homes of the 26 people killed in Pahalgam and tell them that we have taken revenge? Can we watch the India-Pakistan cricket match now?' The Saamana edit went on to state that PM Modi had warned Pakistanis that 'water and blood will not flow together', "but with the grace of Jai Shah, the India-Pakistan cricket match is definitely going to happen. What does Amit Shah have to say on this?" The opposition members, including Gaurav Gogoi, Arvind Sawant, Supriya Sule and Owaisi, raised serious questions over the government's security-related failures in Pahalgam and the outcome of the Operation Sindoor. However, PM Modi, instead of facing the opposition's tirade in the Lok Sabha, was sitting in his chamber, the edit claimed. "The Prime Minister said on social media that Rajnath Singh and Jaishankar had given excellent speeches. So have the 'people in the BJP and his cabinet run out of ink' to praise the opposition leaders?" asked the editorial. "Today's Prime Minister will not even be able to match the stature and authority of former PM Pandit Nehru. Amit Shah was saying, 'We will sacrifice our lives for PoK'. Yogi Adityanath was roaring, 'If Modi becomes Prime Minister for the third time, we will make PoK a part of India within six months'. However, Defence Minister Rajnath Singh said in Parliament, 'Our intention was never to take control of PoK'. Prime Minister Modi said that the Defence Minister's speech was powerful. When the opportunity arose to merge PoK with India, those who said, 'We will die for PoK,' fled the battlefield and went to the cricket field to play with Pakis. This is treason, and such people should be court-martialled," said Thackeray camp in the Saamana. The Thackeray camp said that successful wars were fought in India under the name of 'Operation Vijay', 'Operation Parakram', 'Operation Polo', 'Operation Blue Star', but emotional games like 'Operation Mahadev', 'Operation Sindoor', 'Operation Ganga-Yamuna' started during PM Modi's tenure and the importance of our Army's prowess was reduced. "President Trump says, 'Five jets were shot down in the India-Pakistan war.' Rajnath Singh could not speak on it in Parliament. He gave blunt answers," the editorial mentioned. Thackeray camp further said in the editorial, "It is pitiful when many BJP bhakts praise PM Modi's war strategy. The same Prime Minister, who made the Vice President of the country resign due to ideological differences, could not take the resignation of Amit Shah as the Home Minister after the Pahalgam attack. The Joint Parliamentary Committee (JPC) on the 'One Nation, One Election' Bill is scheduled to meet on July 30, with noted economist N K Singh set to depose before the panel. Singh is a former Rajya Sabha Member, Chairman of the Fifteenth Finance Commission of India, former Member of the Planning Commission, former Revenue Secretary, and Secretary to the former Prime Minister. He will be assisted by Dr Prachi Mishra, Professor of Economics and Head and Director of the Isaac Centre for Public Policy, Ashoka University, during the deposition. Earlier, the JPC had met on July 11 and held interactions with legal experts, including former Chief Justices of India, Justice J S Khehar and Justice D Y Chandrachud. Following the meeting, Committee Chairman P P Chaudhary had described the initiative as a golden opportunity for the panel to contribute to nation-building, with all members focused on preparing robust legislation. "Today, a meeting was held for the 'One Nation, One Election'... Former CJIs Justice Khehar and Justice present before us, and we had an interaction. This is a golden opportunity for this committee for nation-building... All the members of the committee are above the party politics and are focused on preparing a good 'One Nation, One Election' Bill," Chaudhary told ANI. He also stated that both committee members and the experts agreed on the significance of the initiative. In addition to the CJIs, the panel had heard views from former MP and ex-chairman of the Parliamentary Standing Committee on Law and Justice, E M S Natchiappan. Members present during the previous meeting included Priyanka Gandhi Vadra, Manish Tewari, Randeep Singh Surjewala, Bhubaneswar Kalita, Saket Gokhale, Shambhavi Choudhary, and Bhartruhari Mahtab. Responding to media queries, Chaudhary noted that the panel was consulting judges as they are constitutional experts who remain impartial and are concerned solely with the legal framework. PP Chaudhary, a Bharatiya Janata Party (BJP) MP, said the committee was examining possible amendments to ensure that the Bill stands judicial scrutiny and facilitates the implementation of Prime Minister Narendra Modi's vision of 'One Nation, One Election'. The JPC chief also discussed the panel's visit to five states and a union territory, noting that they received valuable inputs. He said that many political leaders, civil society members, and officials backed the proposal. The JPC is currently examining the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, and the Union Territories Laws (Amendment) Bill, 2024. These bills propose aligning the election cycles of the Lok Sabha and State Legislative Assemblies to enable simultaneous elections. In September 2024, the Union Cabinet had accepted recommendations of the High-Level Committee on Simultaneous Elections, chaired by former President Ram Nath Kovind. The Committee had recommended a two-step approach to lead to simultaneous elections. It said that as the first step, simultaneous elections will be held for the Lok Sabha and state legislative assemblies. It said that in the second step, elections to the Municipalities and the Panchayats will be synchronised with Lok Sabha and assemblies in such a way that these are held within a hundred days of holding elections to the House of the People and the state legislative assemblies. The Committee had also recommended that there should be a single electoral roll and Electoral Photo Identity Cards (EPIC) for use in elections to all three tiers of government. The Committee had said that its recommendations will significantly enhance transparency, inclusivity, ease and confidence of the voters.
