Restructuring brings new hope for PTPTN borrowers
PETALING JAYA : Siti Nurmaisarah Sabri had trouble repaying her National Higher Education Fund Corporation (PTPTN) loan after losing her job during the Covid-19 pandemic.
Siti, who did a diploma in tourism management, took out a study loan of RM13,500 while studying at Universiti Teknologi Mara (UiTM) Dungun in Terengganu.
She graduated in 2016 but was unable to continue her repayments as she was laid off and remained unemployed for two years.
This caused her loan arrears to snowball into the thousands.

'Before the pandemic, I was paying RM115 a month. After two years, I got a new job and wanted to resume my repayments, but because of the arrears, I had to pay around RM200 a month instead.
'So I took the initiative to go to the PTPTN office, where the officer suggested that I restructure my loan. We negotiated until we agreed on a lower monthly payment amount,' she told FMT.
Now, the 30-year-old from Sabah only needs to pay RM100 a month for nine years.
However, she chose to settle part of the arrears using her EPF savings, which shortened the repayment period to just three years.
She expects to finish repaying her loan by 2028.
Siti urged PTPTN borrowers to make use of the loan restructuring facility, which she described as very helpful and able to improve Central Credit Reference Information System records.
'If you do nothing, the arrears will make loan applications, such as for housing and vehicle financing, much harder,' she said.

Azlan Suhaimi said he was glad he had managed to settle his RM18,000 PTPTN loan within two years.
The facilities and security executive at a private university in Shah Alam said he had set a goal early on to clear all his debts, including his PTPTN loan, before turning 30.
'I paid RM180 every month, and thank God, it's all settled now. I'm very relieved,' the 26-year-old Universiti Malaysia Sarawak graduate said.
He added that borrowers do not have to wait until they are financially stable to start repaying their loans as they can discuss the best repayment method for them with PTPTN.
PTPTN provides opportunities for all borrowers facing repayment difficulties to come and negotiate through the #PTPTNBolehBincang initiative.
PTPTN has also launched #PTPTNSediaBantu, an initiative offering various service channels that are easier, faster, and more secure, while assisting borrowers with loan repayment inquiries and related matters.

First-year student Tan Yee Hao, from a private university in Wangsa Maju, hoped previous borrowers would repay their PTPTN loans so that the next generation – including himself – can benefit from the education fund.
Tan, 19, said PTPTN loans were essential in easing the financial burden on parents, especially for students from low-income families.
PTPTN urges borrowers who have not made any repayment to visit its offices, negotiate with PTPTN officers, and restructure their loans with a more flexible payment plan based on their financial capability.
There is no charge for loan restructuring applications.

Ministry denies delays in highway project due to ‘kawtim' practice

(Bernama pic) KUALA LUMPUR : The works ministry has denied that the delays in several projects including the Sabah Pan Borneo Expressway (LPB) were caused by the practice of 'kawtim' or awarding contracts based on political grounds. Deputy works minister Ahmad Maslan said the allegations were merely perceptions and accusations. However, he admitted that he had reprimanded contractors who failed to carry out their responsibility to maintain the existing roads during construction works, citing the example of his recent inspection of one of the packages from Kelupit to Sandakan which found that the road was not properly maintained. 'If the contractor does not maintain it properly, the Sabah Public Works Department can appoint another contractor to maintain the road and (the maintenance cost) will be deducted from the cost awarded to the relevant contractor. '… but so far, we have not done it yet. We are closely monitoring and issuing warnings so that the roads are maintained properly,' he said during a question-and-answer session at the Dewan Rakyat today. Ahmad was responding to a supplementary question by Roslan Hashim (PN-Kulim Bandar Baharu) who sought confirmation from the ministry of such claims. Responding to the original question by Matbali Musah (GRS-Sipitang) regarding the latest status in the construction of LPB, particularly in Sipitang, he said as of July 31, the physical progress of Package 1 from Sindumin to Melalia, which is 28.5km, and Package 2 (Melalia-Beaufort, which is 34.7km) had been delayed. The two packages are part of 35 work packages for the highway project, which spans a total of 706km. 'The scope of work for the package in Sipitang includes widening the road from two lanes to four lanes, the construction of new bridges, the upgrading of drainage systems, and improvements to road safety infrastructure. 'As of July 31, the physical progress of Package 1 had reached 84.22% against the original schedule of 87.43%, which is 3.21% behind schedule. Package 2 is at 58.14% compared to the target of 60.89%, with a delay of 2.75%,' he said. According to him, the main factors for the delay were unpredictable weather conditions, the prolonged rainy season, the issue of land acquisition which has now been resolved, and a shortage of manpower. 'However, the ministry is targeting both phases of the project (Phase 1A and 1B) to be completed by the first quarter of 2027 and October 2028 respectively, subject to the smooth running of work on the ground,' he said.

KUALA LUMPUR : A Perikatan Nasional MP was ordered to leave Parliament for two days after repeatedly ignoring warnings from the deputy speaker to take a 30-minute break, following a heated exchange over Tabung Haji's rebranding exercise. The incident involving Ahmad Marzuk Shaary (PN-Pengkalan Chepa) began when religious affairs minister Na'im Mokhtar spoke on non-Muslim involvement in Tabung Haji projects. 'We understand the need for rebranding, but why is the company appointed for the rebranding owned by non-Muslims? 'This is not a racist question. You want to rebrand Tabung Haji, but how can it be a company that is not Muslim? Also, how was this project procurement done?' he asked. Na'im then explained that the appointment was done 'similar to other corporate appointments'. 'All procurements go through a stringent process (of screening) before being presented to the procurement committee and approved by the board of directors,' he said. Na'im said this screening is to ensure the interest of depositors remains the main priority, adding that previously 23 non-Muslim companies were selected when Marzuk was the deputy religious minister. Hearing this, Marzuk said the issue was about Tabung Haji's rebranding. Deputy speaker Alice Lau then intervened, saying: 'Those who don't want to hear the answer can leave the Dewan.' She then temporarily muted the microphones. After repeated warnings, she told Marzuk to leave the Dewan for 30 minutes. 'Just now, I said take a 30-minute rest. You want two days? If you continue to stand, you must leave,' she told him. When Marzuk refused to stay silent, Lau asked him to leave the Dewan for two days.
