PMEX set to launch first-ever deliverable contract in agriculture products

Pakistan Mercantile Exchange (PMEX) - the country's only one electronic platform to trade futures commodities - announced on Wednesday to officially launch its first-ever 'deliverable' contract in agriculture products i.e. sugar over the next two weeks.
The exchange will offer buyers and sellers to discover the sweetener price, improve supply chain management, and discourage hoarding and speculations of the commodity in the country.
'PMEX is aimed at formally launching Deliverable Sugar Futures in 10 to 15 days,' PMEX Chief Business Officer (CBO) Zaki Ur Rehman said while talking to Business Recorder.
This would be a 30-day deliverable futures contract of 12 metric ton each, he said.
The Securities and Exchange Commission of Pakistan (SECP) recently approved the launch of the contract (deliverable sugar futures). The futures exchange (PMEX) considered it as a landmark step towards improving transparency and efficiency in Pakistan's sugar trade.
Increase in sugar price: millers, distributors asked to stop overcharging
The exchange is onboarding buyers and sellers these days, as there are around 80 sugar mills nationwide. The potential buyers could be anyone including confectionery and soft drink makers in the corporate sector.
Rehman said this would was the PMEX's first ever deliverable futures contract in agriculture products.
Earlier in 2023, PMEX offered trade in rice and maize along with an option to take delivery of the grain as well.
'However, such trade and delivery option were offered in association with EWR [Electronic Warehouse Receipts] operators in the country like Naymat Collateral Company Management,' he said.
A press statement from the PMEX said sugar remained a major product in the agriculture sector.
'Unfortunately, it faced longstanding challenges including unregulated pricing, excessive speculation, hoarding, and supply chain inefficiencies. With the commencement of trading in Deliverable Sugar Futures at PMEX, the industry will gain access to a regulated, national platform that enables transparent price discovery, streamlined trading, effective risk management, and enhanced market documentation,' it read.
The presser said, PMEX conducted roadshows in multiple cities including Sargodha and Lahore, the largest sugar trading hubs in Pakistan, bringing together sugar millers, brokers, traders, dealers, and large sugar buyers.

The sessions offered the participants detailed orientation to the new contract specifications, live trading demonstrations, overview of the account opening process and training on how to conduct mock trading on the PMEX before the contract launch, according to the statement.
Speaking on the occasion, PMEX CEO Khurram Zafar there was a lack of structure and transparency despite sugar being one of the country's most traded commodities.
'With Sugar Futures, PMEX is turning the tide—ushering in transparency, price stability, and a future where fair trade leads the way,' he said.

ISLAMABAD: Federal Minister for Planning, Development and Special Initiatives, Professor Ahsan Iqbal, on Tuesday, chaired a high-level meeting to review preparations for the upcoming Joint Cooperation Committee (JCC) session of the China–Pakistan Economic Corridor (CPEC) and the prime minister's planned visit to Beijing. The minister said that the future of CPEC should focus on quality over quantity, stressing that only well-planned, high-impact projects will move forward to ensure sustainability and strengthen Pakistan's institutions. Sharing details of his recent visit to China, he said that, on the prime minister's behalf, he invited President Xi Jinping to visit Islamabad in 2026 to celebrate 75 years of diplomatic relations between Pakistan and China. He added that the prime minister's upcoming trip to Beijing will formally launch CPEC Phase-II, during which, both sides are expected to set clear priorities and agree on concrete, measurable outcomes. The minister stressed the need to expand Pakistan's trade and exports to China and directed that visa processing for genuine businesspersons be expedited to avoid unnecessary delays. He also called for a practical, results-oriented plan to diversify exports, strengthen industrial linkages, and fully utilise the expanded market access available under CPEC. On human resource development, Iqbal stressed the need to make full use of the 10,000 training opportunities offered by China in various sectors. He directed that a transparent system be put in place to ensure the right people are selected for the right training, in line with institutional needs, so Pakistan can achieve lasting capacity-building and organisational benefits. The meeting reviewed progress on key priority areas, including the Multan–Sukkur Motorway, training programmes for IT graduates, artificial intelligence infrastructure, industrial relocation, special economic zones, mining, and agriculture. The minister directed that detailed, data-based studies be carried out on China's industrial relocation patterns and that Pakistan's export strengths be carefully matched with Chinese market needs. Noting that China imports goods worth over US$2 trillion annually, he stressed that Pakistan should set a clear target of capturing at least US$30–50 billion of this trade by improving competitiveness and preparing its key sectors. He directed that an outcome-oriented study be completed to identify high-potential sectors and products for export to China, with the objective of creating an exportable surplus, attracting sustained investment, and strengthening the balance of payments over the medium term. He reiterated the need for policy continuity and institutional reforms to realise long-term CPEC gains, and affirmed close engagement with the private sector, academia, and research institutions in industrial cooperation, technology, agriculture, energy, and human resource development. ISLAMABAD: The Federal Board of Revenue (FBR) has constituted a committee for resolution of tax disputes of foreign investors and reduce communication gaps with tax authorities. In this connection, the FBR has issued a notification here on Tuesday. According to the FBR's notification, a Committee comprising of following members is hereby constituted with immediate effect for resolution of tax matters of foreign investors and to reduce communication gaps with tax authorities: Chairman of the committee would be Mir Badshah Khan Wazir, Member (Legal-Inland Revenue). Members of the committee included representative from Overseas Investors Chamber of Commerce & Industry (OICCI); representative from respective foreign country's business association in Pakistan; Commercial Counsellor or any representative of the Consulate General of any of the respective countries; representative from the Federation of Pakistan Chambers of Commerce & Industry (FPCCI); representative from the relevant city's Chamber of Commerce &Industry and FBR Chief (IR-Operations). The Terms of Reference (ToRs) of the Committee shall be to provide structured institutional support to foreign investors; ensure timely resolution of Inland Revenue tax-related issues of foreign investors. The TORs will also address challenges to foreign businesses operating in Pakistan regarding interpretation of tax laws, issues in issuance of refunds and in withholding tax adjustments. The Committee shall convene meetings on fortnightly basis or at least once every month, ensuring regular engagement and timely resolution of issues raised by foreign investors, FBR added. A tax expert told Business Recorder that the committee should also encourage issuance of advance ruling for foreign investors and importers to facilitate international trade and investment in Pakistan.
