Road Accident Fund acknowledges Scopa's inquiry into its operations

The Road Accident Fund (RAF) said on Friday it noted the decision of the Standing Committee on Public Accounts (Scopa) to institute a full committee inquiry into its affairs.
This comes days after Scopa resolved earlier this week to launch a full committee inquiry into allegations of maladministration, financial mismanagement, wasteful and reckless expenditure, and related financial misconduct at the RAF.
The decision was taken after attempts by the committee to obtain truthful, complete information from the RAF board and executive management came to no avail.
The RAF said in a statement it respected Scopa as an accountability body which derives its functions and powers from Rule 245 of the rules of the National Assembly.
'We will continue to account to the people of South Africa through this important organ of Parliament. We reiterate and put emphasis on what we have already reported in the RAF annual reports for the last three years, that the RAF has been financially unsustainable since its establishment in 1946.'
The RAF stated that it has been the subject of multiple commissions of inquiry, and the common thread across all commissions' findings has been the disconnect between the funding model and the benefit structure.
'The unsustainable funding and operating models were further compounded by an increase in administrative costs, driven mainly by legal and medical costs,' said the accident insurance fund.
In a memorandum prepared for Scopa, committee Chairperson Songezo Zibi cited issues related to the organogram and vacancies at the RAF.
Zibi also mentioned the submission of inaccurate, misleading, and/or false information to Parliament by the entity.
There were also issues related to whistle-blower reports on two media services contracts worth R1 billion, RAF's acquisition of offices, as well as litigation against the Auditor-General and matters of rule of law.
'The information I set out raises numerous and serious concerns about corporate governance at the RAF,' he said.
Scopa's secretariat is expected to draft the terms of reference for the inquiry to be considered by the MPs on July 1 and then use the period afterwards to prepare for the inquiry.
The DA wants the inquiry to cover all of the outrageous financial mismanagement identified over the past months and years at the RAF.
In the letter to Zibi, DA MP Patrick Atkinson said they welcomed the resolution to initiate the parliamentary inquiry into the worsening crisis at the RAF.
'However, for this inquiry to be meaningful and in the public interest, it must be comprehensive in scope. A surface-level examination will fail to address the systematic mismanagement, misconduct and abuse of public funds that have defined the RAF's recent history,' Atkinson wrote.
The RAF defended its use of litigation against the Auditor-General, which will form part of the inquiry.
The entity has pursued the legal action despite being advised not to do so by the Transport Department.
The RAF said it is only in the audit of financial statements that the disagreement with the Auditor-General of South Africa on the accounting policy change resulted in an adverse opinion.
It also said it has internal forensic investigations and ethics divisions to ensure proper and transparent management of corrupt and unethical practices.
'An independently managed ethics and fraud hotline is available for staff and stakeholders to anonymously report any unethical and corrupt practices. Furthermore, the introduction of the RAF Contact Centre will go a long way in ensuring that claimants' queries are addressed.'
The RAF said despite its positive strides, it continued to manage challenges associated with a transforming organisation.
'The 2025–30 strategic plan presents an opportunity to optimise areas that have worked and to improve where gaps still persist. To this end, the RAF proactively subjected the 2025/26 annual performance plan to an independent review by the AGSA.
'The RAF reiterates that the most urgent task required to ensure financial and operational sustainability for the Fund is a legislative review.'

R1 billion lost: Cape Town port delays jeopardise apple and pear exports
The Western Cape's apple and pear industry is calling for the urgent privatisation of the Port of Cape Town, citing estimated losses of R1 billion in 2024 due to logistical inefficiencies and delays. Image: iStock The Western Cape's apple and pear export industry is sounding the alarm after estimating that logistical bottlenecks and delays at the Port of Cape Town have cost the sector approximately R1 billion in 2024 alone. Industry leaders are now calling for the urgent fast-tracking of the port's privatisation to prevent further losses and protect South Africa's market share in key global markets. The urgent plea was made during a strategic discussion and site visit yesterday between the Western Cape Department of Mobility and key industry players, including Two-a-Day and its logistics partner, Link Supply Chain Management. The meeting highlighted the critical, time-sensitive nature of fruit exports. Roelf Pienaar, managing director of Tru-Cape Fruit Marketing, articulated the challenge. 'We work in a complex, time-sensitive value chain. If a vessel to Europe, the United Kingdom, or the Far East is missed, the sale is gone. You don't get a second chance to deliver on time in a programme-driven market,' said Pienaar. Pienaar added that the situation poses an existential threat to the industry. 'Logistics is the single biggest risk for us right now. If we can't get our product out, everything else, from on-farm innovation to market development, is compromised.' To mitigate delays, Chris Petzer, Two-a-Day's operations director, explained that containers are often diverted to Port Elizabeth, a costly measure taken to avoid halting on-farm harvesting and packing. The ongoing inefficiencies, he stressed, have had a direct financial impact and have damaged the industry's reputation. 'When port operations are disrupted, it impacts product quality, increases costs, and damages our credibility with overseas buyers,' Knoetze said, before making a direct call to action. 'We urgently need to fast-track the privatisation of the Cape Town terminal to restore competitiveness.' In response, the Western Cape Department of Mobility, represented by Corrine Gallant, deputy director-general, confirmed that measures are being taken to address both landside and waterside inefficiencies. 'We are working on both the landside and waterside inefficiencies,' Gallant said. 'We cannot afford more costs in the chain, our focus is on solutions that remove bottlenecks and protect jobs.' However, industry representatives warned that time is running out. Gerhard van Heerden, also a director at Link Supply Chain Management, stressed the need for urgency from the port itself. 'The farmers, pack-houses, and exporters are investing in efficiency every day,' he said. 'Now we need the same urgency and commitment at the port, because without it, the entire value chain is at risk.' This sentiment was echoed by Isaac Sileku, Western Cape Minister of Mobility, who emphasised the need for structured collaboration and swift execution to prevent further delays. 'We cannot afford to be reactive. We must have formal agreements and mechanisms in place so that when bottlenecks arise, we know exactly which button to press. Speed of execution is critical, our farmers and exporters cannot wait years for solutions,' Sileku said.

Seven incomplete Gauteng schools leave R955 million in the dust
Two school construction projects valued at a combined R261 million have been left without completion dates due to contractor disputes. School construction projects in Gauteng that have cost almost R1 billion are yet to see pupils or teachers in classrooms. The Gauteng Department of Education (GDE) provided an update on seven school development projects, some which were in their fourth year of construction. The provincial department of infrastructure development (GDID) is responsible for the sites, but have just undergone a change in departmental leadership. Poor contractor performance The GDE shared the information with the provincial legislature in response to a question posed by the Democratic Alliance (DA). Signed off by MEC Matome Chiloane, the response details the budgets for each school and the reasons for the delays. Contractors terminated due to poor performance were the primary reason in all seven cases, with several projects currently at a standstill without proposed completion dates. 'This denies learners the opportunity to be taught in a conducive environment and the delivery of quality education,' stated DA Gauteng shadow representative for education Sergio dos Santos. 'Our children cannot afford any more broken promises. It is time to put them first and hold this government to account for every single incomplete school building across Gauteng.' Over R100 million for a shell Among the worst cases is Inkululeko yeSizwe Primary School, near Vlakfontein, which remains a shell while pupils enrolled at the school are taught in old shipping containers. Contractors broke ground on the new development in late 2020 and the provincial government allocated R137 million for the project. The department stated the project had been affected by community and SMME interruptions since the project began, and is unaware when the school will be completed. 'Challenges like slow progress on site, late delivery of materials and equipment breakdown were experienced,' stated Chiloane. 'The contractor continued to demonstrate in-capacity cashflow issues and notices were issued. GDID has initiated the termination of the contractor and the personal service provider.' Some nearing completion Other schools include Refithlile Pele Primary, which began construction in September 2022 and as of June, the project was at 87% completion. Thabotana Farm School near Heidelberg began in 2024 with a budget of R160 million, with the project having stalled due to the termination of the contractor. Simunye Secondary near Randfontein began in 2021 at a cost of R123 million, with the GDE stating the project was only at 66% completion — with the termination of the contractor pending. Rust Ter Vaal Secondary near Vereeninging is behind schedule due to poor contractor performance as well as challenges with the municipality. 'The contractor submitted a revised recovery plan. There is a risk of power connection. Emfuleni municipality needs to confirm if the municipality has capacity,' stated the GDE. Semphato Combined Secondary in Soshanguve and Dr WK Du Plessis LSEN near Springs both began in 2021, and are at 92% and 97% completion, respectively, at a combined cost of R378 million. In total, the seven schools have a combined budget of R955.9 million. Plans for accountability Dos Santos asked the department what steps had been taken to enforce accountability in relation to the projects. 'Since the above delays are not related to any GDE official's underperformance, no official has undergone any disciplinary hearing,' stated the education MEC. 'Contractors and service providers have been put on terms and some cases terminated due to poor performance.' Infrastructure MEC Jacob Mamabolo recently welcomed a new head of department, former education head of department Rufus Mmultana. Mamabolo and Mmultana last week outlined their vision for the province, stating the new in-house project management tracking would improve the department's workflows. 'If we don't deliver these productive assets to the people, we will not improve their quality of life and we will not grow the economy,' said Mamabolo.
