Delhi HC notes GNCTD's decision to re-advertise DCPCR posts, sets timeline
The move comes amid prolonged delays in the functioning of the Commission, which is tasked with monitoring and safeguarding child rights in the national capital.
During the hearing on July 23, the Delhi Government submitted an affidavit stating that a fresh advertisement was issued on July 18, 2025, inviting applications for the posts. A copy of the advertisement was placed before the court and accepted.
According to the government's submission, the last date for receiving applications is July 31, 2025.
It was further submitted that the process of appointing the Chairperson and Members would be completed within three months of the deadline, allowing the Commission to become operational by the end of October.
The bench, comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tushar Rao Gedela, noted the assurance and expressed hope that the timeline would be strictly followed.
"We hope and trust that the time limit as stated shall be strictly followed and adhered to," the court observed in its order.
The matter is now scheduled for further hearing on November 11, 2025.
The court was hearing a batch of petitions, including one filed by the National Child Development Council, alongside a suo motu matter, all of which raised concerns over the prolonged non-functionality of the Commission.
The DCPCR, established under the Commission for Protection of Child Rights Act, 2005, plays a crucial role in ensuring child welfare and upholding children's rights. Concerns over its non-functionality due to pending appointments had prompted judicial scrutiny and repeated calls from stakeholders for urgent action.

HC gives Delhi govt 10 weeks to act on EWS fee violations
The Delhi High Court on Wednesday directed the Directorate of Education (DoE) to decide within 10 weeks on a plea seeking action against several private schools for allegedly charging fees from students admitted under the economically weaker section (EWS) and disadvantaged group (DG) quotas. The HC instructed DoE to take appropriate action within 10 weeks of receiving the new representation. (HT Archive) A bench of chief justice DK Upadhyay and justice Tushar Rao Gedela noted that although the petitioner -- the Wazirpur JJ Colony Association -- had earlier submitted a representation to DoE on the issue, the department had not yet acted on it. The court disposed of the petition with a direction for the association to file a fresh, comprehensive representation within four weeks. It also instructed DoE to examine the matter and take appropriate action within 10 weeks of receiving the new representation. 'Having regard to the issue raised, we permit the petitioner to take up the cause of all such students by way of a representation before DoE. The said representation shall be made within a period of four weeks… and a decision shall be taken within 10 weeks from the date of receipt, after affording an opportunity of hearing to the schools concerned,' the court said in its order. The association had alleged in its plea that several private schools in Delhi were violating the Right to Education (RTE) Act, 2009, by demanding fees from students admitted under the EWS/DG quotas and, in some cases, expelling those unable to pay. Under the RTE Act and Article 21A of the Constitution, children aged 6 to 14 from these categories are entitled to free education up to Class 8. The order comes just two days after Delhi education minister Ashish Sood introduced the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, in the Assembly. The bill, which aims to regulate fee structures in 1,677 unaided private schools, proposes a three-tier grievance redressal mechanism, parental representation in fee decisions, and penalties of up to ₹10 lakh for violations.

‘Speed up decision on database of fake rape complaints'
New Delhi: Delhi High Court on Wednesday asked Delhi Police and state govt to expeditiously decide a plea that wants a database of those who file multiple fake complaints of sexual offences, much along the lines of a sex offenders registry. A bench comprising Chief Justice DK Upadhyaya and Justice Tushar Rao Gedela was hearing a PIL that sought its intervention in the form of directions to the police to make people aware of women who repeatedly file fake rape cases. Though declining to issue any directions, the court pointed out that the petitioner had already raised the issue by making a representation to Delhi Police and other authorities and the same should be decided by the authorities in a time bound manner. The plea alleged a rampant misuse of the rape laws at the instance of a few complainants and highlighted that even courts have been forced to express concern about such fake cases.

Patna: The Election Commission has issued a reminder notice to Leader of Opposition in Bihar Assembly, Tejashwi Yadav, urging him to respond by August 8 regarding the alleged dual EPIC (Electors Photo Identity Card) matter. The notice, dated August 6, follows up on an earlier request made after Tejashwi displayed a voter ID card during a press conference held on August 2, 2025. During the investigation, it appeared that Tejashwi Yadav has two EPIC numbers, one displayed by Tejashwi Yadav and the other claimed by the Election Commission. In the letter, the Election Commission stated: 'You (Tejashwi Yadav) were requested to provide the details of the mentioned EPIC card along with the original copy of the card mentioned in the press conference... but till now the desired documents have not been provided by your level.' The Commission has asked for the submission of both the card details and the original copy to facilitate a thorough investigation. Tejashwi Yadav, on his part, stated earlier on Tuesday that he would respond to the Commission's notice, but also demanded that the EC respond to the irregularities raised during the Special Intensive Revision (SIR) of the voter list. Meanwhile, the RJD has intensified its criticism of the Election Commission's handling of the voter list revision. RJD spokesperson Chittaranjan Gagan raised concerns over the lack of transparency in the deletion of nearly 65 lakh names from the electoral rolls, as per the draft published on August 1. Gagan questioned why the category-wise breakup of the deletions — such as dead, displaced, duplicate, or unverified voters — has not been made available, despite repeated requests. 'The partial list being shared with political parties does not mention the reasons for deletion,' he said. He also referred to the memorandum submitted by the INDIA bloc to the Chief Electoral Officer (CEO) of Bihar on August 1, as well as a formal letter written by RJD state president Mangani Lal Mandal on August 5 (letter no. 170-15.8.25), reiterating the demand for transparency. The RJD further demanded details on how many voters in the draft list have submitted documents to retain their names and asked that the EC's daily bulletins reflect such data. Gagan warned that, apart from the 65 lakh already deleted, another 1.5 to 2 crore names may be at risk of deletion if documentation is not submitted in time.
