Deputy indicted in fatal Leon County traffic crash
Leon County, Tx (FOX 44) – A Montgomery County deputy has been indicted in connection with a 2024 traffic crash that left another deputy dead.
Deputy James Francis was named in the indictment in connection with the February 21, 2024 crash that occurred in Leon County as a prisoner was being transported. Another Montgomery County deputy, Charles Rivette of New Caney, was pronounced dead at the scene of the crash.
Montgomery County Sheriff Wesley Doolittle said Deputy Francis has been placed under arrest and terminated from his employment with Montgomery County.
Sheriff Doolittle said this is a serious matter and that the Sheriff's Office remains committed to upholding the highest standards of accountability and integrity. He said the legal process will proceed accordingly and that his agency will continue to cooperate with all relevant authorities.
At the time of the crash Texas Department of Public Safety Sgt. Justin Ruiz said it had occurred at 10:29 p.m. Wednesday February 21, 2024 on Interstate 45 southbound, about five miles south of Buffalo in Leon County.
Sgt. Ruiz said the patrol vehicle, a 2023 Chevrolet Tahoe, was being used to conduct an inmate transport. It was traveling southbound when it struck a 2009 Freightliner 18-wheeler which was also going south.
During the crash, the front passenger of the Tahoe was ejected and landed in the northbound lanes. After the initial crash, the Tahoe also ended up coming to rest in the northbound lanes.
Just after the first crash a 2008 Ford F-150 going north struck the passenger who was ejected. A 2016 Freightliner and a 2008 Freightliner going north then struck the Tahoe, where it had come to rest.
The passenger who was ejected and struck was identified as Deputy Rivette, and was pronounced dead at the scene.

Deputy Frances had been the driver of the Tahoe. After the crash he was airlifted to Christus Mother Francis Hospital in Tyler with serious injuries. The back seat inmate passenger was airlifted to CHI St Joseph Regional Hospital in Bryan.
The driver of one of the Freightliners that struck the Tahoe was transported to Freestone Medical Center. The other Freightliner drivers and the driver of the F-150 were not hurt.
Sheriff Doolittle issued the following further statement:
'The loss of Deputy Rivette is deeply felt by all who knew and served alongside him, and the events that followed have only added to the sorrow. We stand firm in our responsibility to ensure accountability while recognizing the gravity of this moment for everyone involved. In times like these, we must support one another, honor those we have lost, and remain steadfast in our commitment to justice and integrity.'

Report: Ex-Volusia County deputy sent sexually explicit text messages to stalking victim
A former Volusia County Sheriff's Office deputy, who resigned in February, sent sexually explicit messages to the victim of a stalking case he investigated, according to an Internal Affairs report released to the News-Journal. David Teske, who was an investigator with the Volusia County Sheriff's Office, resigned Feb. 24 after a 13-year career with the agency. The Internal Affairs report shows that Teske was assigned to investigate the stalking case of former Orange City policeman, Jarmarus Brown, in January 2024. Brown, 29, of DeBary, was fired after Teske's investigation determined that he illegally used his work computer and law enforcement database to track the whereabouts of his former girlfriend, the woman Teske sent explicit messages to. Brown was arrested Feb. 4 and jailed on charges of stalking and unauthorized use of computers or electronic devices. The former Orange City policeman, who is free on $15,000 bail, is scheduled to go before a judge on June 17 and has a trial date set for July 14, according to court records. Teske also declined to be interviewed, but an analysis of his Sheriff's Office-issued cell phone revealed deleted text messages and that helped in the investigation. Teske initiated the inappropriate message-sending, the report noted. In one text message Teske wrote to the stalking victim: "Just wanted to make sure me calling you absolutely gorgeous didn't piss you off or anything." Some messages were far more sexually explicit. Teske asked the woman not to reveal that they were talking about things that were not related to the stalking case, the IA report noted. When the investigator asked to speak with Teske, he declined and resigned. In his resignation letter, Teske said has let the sheriff's office down and that in a momentary lapse of judgement hurt his 13-year career. "As a law enforcement officer, I was held to a higher standard, which I failed to live up to," Teske wrote. In September 2022, Teske was honored as Deputy of the Quarter by the Sheriff's Office for solving robbery, larceny, burglary, and fraud cases, and for being a mentor and trainer of new investigators. The former deputy said he understood the seriousness of his behavior and the negative impact it had on the Sheriff's Office. "I take full responsibility for my actions," Teske stated. "I understand the seriousness of the situation and the disappointment I caused, and it has weighed heavily on me ever since." Fondren Road crash: Female passenger dies following Thursday crash involving 2 vehicles
The Brief A female passenger, who was critically injured in a two-vehicle crash on Fondren Road, has died. The crash occurred on Thursday afternoon around 2 p.m. Two other people involved in the crash are said to be in stable condition. HOUSTON - FOX 26 has an update on a crash that occurred on Fondren Road on Thursday afternoon. According to Houston police, one of the three people that were injured in the crash, has died. Officials said a female passenger in one vehicle, who was taken to the hospital in critical condition, died at the hospital. What we know The crash happened at about 2 p.m. Thursday in the 9300 block of Fondren Road near South Braeswood Boulevard. According to HPD Lt. Larry Crowson, a Honda was speeding in the southbound lanes on Fondren near a Ford F-150. The Honda reportedly tried to avoid another vehicle that was coming from a side street when it struck the F150. Both of the vehicles rolled over several times, according to the lieutenant. The Honda crashed into a tree and was split into two parts. The Honda also struck two power poles, causing an outage in the area. The drivers of both vehicles are said to be in stable condition. Police had to close off the roadway for several hours following the crash on Thursday. ST. LOUIS – From an alleged secret luxury vehicle to the latest FOX 2 discovery of new tactical robots, the St. Louis Sheriff's Office is now breaking its silence with the media. 'That's kind of an inexpensive way to take a small shot at a big problem,' retired judge David Mason said in response to our latest findings. Mason recently left 34 years as a circuit court judge to join the St. Louis Sheriff's Office as its lawyer. Missouri statute only allows him to be paid $15,000 a year for the job, which Mason said is proof he's only representing Sheriff Alfred Montgomery because he wants to. 'He's young, but he has a lot of vision about what he wants to do,' Mason said of Sheriff Montgomery. We've seen cases of courtroom violence because Mason said other courthouses have cameras everywhere, but not in St. Louis. He says the roving remote robot could be the eyes to help court security respond to a threat. 'Security is job one,' Mason said. Mason said funds were used that don't impact taxpayers; rather, he said they came from a pot of fees collected from things like the office's process serving.
