Centre asks states, UTs to provide financial assistance to poor prisoners
NEW DELHI: The Centre has asked all the states and the Union Territories (UTs) to give financial assistance from a Central fund to poor prisoners, who are unable to secure bail or release from jails on account of their inability to pay the fine awarded to them by various courts due to their financial situation.
In an identical communication to the states and the UTs, the Union Ministry of Home Affairs has asked them to avail the funds made available by it from where they can draw an appropriate amount to provide benefits to the eligible prisoners to secure bail.
It is to be noted here that the MHA provides funds to the states and the UTs through the Central Nodal Agency (CNA), which is administered by the National Crime Records Bureau (NCRB).
In the letter the MHA said, 'As you are aware, this Ministry had introduced the 'Support to Poor Prisoners Scheme' in May, 2023, with the objective of providing financial assistance to states and UTs for extending relief to poor prisoners, who are unable to secure bail or release from prison due to non-payment of fine on account of financial constraints.'
It is, however, noticed that despite repeated follow-up, funds have mostly remained used as many states and UTs have not identified the eligible prisoners and have not provided the benefit of the scheme to them, the MHA said, adding that though a few of states and UTs used the funds, the overall implementation of the scheme has not been very encouraging.

ICEA, IT Ministry urge states to make India a component manufacturing hub
New Delhi: States should work together and leverage Centre's scheme for encouraging domestic manufacturing of electronic components to make India a global hub of components manufacturing, the India Cellular and Electronics Association (ICEA) said on Friday. Various states such as Tamil Nadu, Assam, Uttar Pradesh and Andhra Pradesh are coming up with their own policy for encouraging components manufacturing in their respective states. In an industry event in Andhra Pradesh, Sushil Pal, Joint Secretary, MeitY, emphasised the government's commitment to fostering domestic electronics manufacturing through a hybrid scheme which offers Capex support and turnover linked incentive for components manufacturing. He appealed that states have to play a proactive role in this mission of making India a component manufacturing powerhouse for the world. Bhaskar Katamneni, Secretary, IT & EC, state government, unveiled the draft Electronics Component Manufacturing Policy (ECMP) at the event to encourage manufacturing of electronics components in the state. 'We are not only promoting ease of doing business but also enabling the 'Speed of Doing Business'. Andhra Pradesh is crafting a more competitive and agile policy framework compared to the national landscape,' said Katamneni. He said that the Andhra Pradesh-ECMP will be notified in the next 10 days. Additionally, he also discussed on the draft policy and its offerings, like catalysing investments across the component manufacturing value chain through 50 per cent capex support for components manufacturers in the state, turnover linked incentives doubling the centre's incentives, building specialised infrastructure and plug-and-play clusters, and enabling talent development, skilling and R&D support. Pankaj Mohindroo, Chairman, ICEA said that now is the time that industry should proactively resolve for high domestic value addition in the country and build a robust supply chain for electronics manufacturing. The event was attended by senior government officials from Ministry of electronics and IT and the state, along with manufacturers, industry leaders and other stakeholders of electronics ecosystem.

Train links welcome, but human links matter more: Mirwaiz
Srinagar, June 6 (UNI) As Prime Minister Narendra Modi flagged off the first Vande Bharat Express connecting Katra with Srinagar, Hurriyat Chairman Mirwaiz Umar Farooq welcomed the improved connectivity but reminded the Centre on Friday that it is 'human links, not just train links,' that matter more. Addressing the Friday congregation at Srinagar's historic Jamia mosque in old Srinagar, Mirwaiz, who is also Kashmir's chief cleric, called for the release of prisoners on Eid-ul-Adha as a goodwill gesture. He said for thousands of families in J&K, the Eid festival brings more pain than joy. 'Their sons, husbands, fathers and brothers have been incarcerated for years — many without trial — in jails within and outside J&K. And each passing day, more of our youth are detained,' he said. Mirwaiz said all such prisoners, including political leadership, remain in the prayers and thoughts of the people. 'If the Prime Minister truly seeks to reduce the 'dil ki doori' (distance of hearts) which he often mentions in his speeches, then such humanitarian steps are the real way forward. Train links are welcome, but it is the human links that truly matter and endure,' Mirwaiz said. Kashmir's chief cleric also termed the death of Zubair Ahmad Bhat, a resident of Srinagar, under mysterious circumstances in New Delhi on Monday "deeply disturbing". While Zubair's family claimed their son was killed in Delhi, police in Delhi said there was no 'indication of foul play' in his death. 'Zubair's 'custodial-like death' — as claimed by his family — has brought back haunting memories of such deaths and raised serious concerns regarding the safety and security of Kashmiris residing or working in different parts of India,' Mirwaiz said. 'After the recent Pahalgam incident, Kashmiris across the country are increasingly facing hostility. And now, an innocent young trader has been killed in cold blood. How long will this go on?' Mirwaiz asked. He urged the Government of India and the UT administration to fulfill their constitutional responsibility and ensure the safety, security, and dignity of all Kashmiri citizens, especially those outside the region. 'The silence and inaction only embolden those targeting Kashmiris,' he warned. Mirwaiz also made a heartfelt appeal to civil rights organisations, writers, intellectuals, and conscientious citizens of India to raise their voice against the growing onslaught on Kashmiris and to stand up in solidarity with the victims of such brutality.
