Faceless, clueless, hopeless

EDITORIAL: For all the noise around digital reform and anti-corruption efforts, Pakistan's Faceless Customs Assessment (FCA) system has delivered the worst of both worlds: more bureaucracy and less revenue. A flagship of the FBR's so-called Transformation Plan, the FCA was launched with the promise of clean assessments and quicker clearances. Instead, it has grounded the customs system to a halt and bled the exchequer. An internal review, now leaked to the press, doesn't mince words: FCA is 'a complete failure to achieve objectives.' There's little to salvage from this wreck.
The review committee's findings should be an embarrassment to any institution that claims to plan, assess, or implement. The data is damning. Post-FCA, cargo clearance times have increased, not decreased — even though documentation requirements went down. More delays, more confusion, and ironically, more human intervention. Referrals to higher officers, lab test requisitions, and frequent reviews before Principal Appraisers and Assistant Collectors have ballooned. Far from cutting red tape, FCA has doubled it.
Worse than inefficiency is the abject failure to raise revenue although the entire premise of the FCA was that removal of human discretion would close the leakages due to collusion. Instead, Customs assessments now generate less additional revenue: 13 percent post-FCA, down from 16 percent. A three-point drop may seem small, but in Pakistan's fragile fiscal environment, it's catastrophic. The system was meant to plug a revenue hole. It made it wider.
So what went wrong? Nearly everything; the review points out that FCA's two core design choices — hiding trader information from assessing officers, and dismantling specialised assessment groups — had already been tried and abandoned two decades ago under PACCS, Pakistan's first digital customs experiment. The reason they failed then is the same reason they fail now: removing information from assessors limits their ability to assess correctly. Meanwhile, specialised groups bring expertise, institutional memory, and efficiency. Scrap them, and you're back to square one — except this time, with added confusion.
The rollout itself has been another disaster. Implementing an untested, unintegrated system in Karachi — the busiest and most complex port — without phased pilots or feedback loops was asking for failure. There was no integration with key databases like the IRS. No staged rollout in places like Lahore or Rawalpindi. And clearly, no plan for post-clearance audits to offset the blind spots of the faceless system.
The system's defenders argue that collusion needed to be stopped. Perhaps so. But if removing human interaction doesn't improve revenue, then either the collusion wasn't materially hurting the state, or the new system simply failed to stop it. In both cases, the FCA's core assumptions collapse. You can't hide behind intent when the outcome is actively harmful.
This isn't just a technical failure. It's a policy failure. The FBR and Customs launched a nationwide digital overhaul without the data to justify it, the testing to support it, or the infrastructure to sustain it. The result? Lower revenues, slower trade, and even more distrust in public reform.
The review committee has wisely recommended halting FCA's expansion. That's not a recommendation — it's a lifeline. If there's any will left in the corridors of power to do the right thing, this system should be frozen in its tracks. A full audit must follow — one that doesn't just patch the flaws but questions the very logic behind faceless assessments.
Pakistan doesn't need faceless systems. It needs accountable ones. Until we stop mistaking cosmetic digitalisation for actual reform, failures like FCA will keep repeating — each time more costly than the last.

KARACHI: Pakistan International Airlines (PIA) has successfully completed its pre-Hajj operation that began on April 29 and continued until the night of May 31. During the two-month operation, PIA operated a total of 147 Hajj flights, facilitating the transportation of 42,400 pilgrims to the holy cities of Saudi Arabia, PIA spokesman said. The transported pilgrims included 35,000 government Hajj pilgrims and 4,000 private pilgrims. Additionally, PIA accommodated over 3,000 pilgrims who had been left stranded by other airlines operating within Pakistani airspace. One of the notable achievements of this year's pre-Hajj operation was PIA's flight schedule regularity, which exceeded 90 percent. This high punctuality rate reflects the airline's operational efficiency and commitment to maintaining reliable service during the critical Hajj season. KARACHI: President Karachi Chamber of Commerce & Industry (KCCI) Muhammad Jawed Bilwani has said that only those individuals who are engaged in mis-declaration, under-invoicing, or other malpractices have faced difficulties under the new system. For the vast majority of compliant importers and exporters, the FCA has made processes faster, simpler, and more transparent; hence, all types of rumours circulating about the rollback of this system must be fully discouraged.' While strongly praising the performance of the Faceless Customs Assessment (FCA) system and calling for its immediate implementation across the country, Bilwani commended the Federal Board of Revenue (FBR) and Pakistan Customs for launching the FCA system in Karachi, which he described as a model of effective reform that has brought far-reaching benefits to the business community. The system, which leverages Information Technology (IT) and Artificial Intelligence (AI) to eliminate physical interaction in customs assessment, has drastically curtailed corruption, enhanced transparency, reduced losses on account of demurrage & detention and restored confidence among genuine traders. He noted that the introduction of FCA has significantly improved the efficiency of customs operations by expediting clearance times and simplifying documentation. With reduced dependence on clearing agents and elimination of discretionary powers, businesses now experience faster processing, fewer delays, and greater predictability in their import-export operations. The adoption of self-clearance by a growing number of traders has led to a considerable reduction in their cost of doing business, empowering them to manage their shipments independently through a digital interface. Bilwani emphasised that one of the most commendable achievements of the FCA system is the minimisation, almost complete elimination of physical visits to Customs House. This not only saves valuable time and operational resources but also reduces the opportunities for malpractices historically associated with manual assessment systems. As a result, legitimate businesses are finally operating in a more secure and equitable environment. Highlighting the success of the Karachi rollout, he stressed the need for swift nationwide replication. 'The outstanding results in Karachi clearly demonstrate that Pakistan's trade infrastructure can be modernised when technology is implemented with integrity and vision. There is no reason to delay its expansion to other cities and ports.' He further urged the government and relevant authorities to introduce similar IT and AI-enabled systems in all other departments linked with trade, taxation, and regulatory approvals. By reducing human involvement, he stated, the government can eliminate the root causes of corruption and inefficiency across the board. He also called for full digitisation of the entire trade process, from documentation and submission to assessment, approvals, and final clearance so that the entire ecosystem functions with greater transparency, accountability, and speed. Jawed Bilwani also appreciated the Customs officials in Karachi for their commitment to ensuring the success of the FCA system. He reiterated KCCI's full support for all initiatives that aim to simplify trade, reduce bureaucratic hurdles, and foster an environment conducive to fair and transparent business practices. Think tank seeks tax exemptions for construction sector

ISLAMABAD: An Economic Thinktank has strongly recommended Federal Board of Revenue (FBR) to exempt construction sector from advance taxes and sales tax in coming budget (2025-26) to reduce the overall burden of transaction taxes on real estate sector. According to a report of Economic policy & Business Development think tank on 'Housing and Construction Sector-Challenges and Recommendations', it has recommended the FBR to reduce transaction taxes burden during buying and selling of immovable properties. This is needed to deal with the housing deficit with 10 million units and growing day by day. Around 72 allied industries of the real estate sector are operating at only 30-40% capacity. The report revealed that the FBR should also simplify tax on deemed income basis under section 7E of the Income Tax Ordinance 2001 and implement an expeditious dispute resolution system. Overall the Economic Thinktank has recommended rationalization of tax regime on the real estate sector for 2025-26. The government should also develop comprehensive town planning framework, it recommended. The real estate revival is as a key driver of economic growth keeping in view its ability to generate employment, address critical housing shortages, and sustain 40-50 allied industries. Thinktank pointed out that the Real Estate Regulatory Authority (RERA) has been establishment, but not fully functional. To address the market irregularities and lack of regulation in the real estate sector, National Assembly had passed the 'Real Estate Regulatory Authority Act (2020)' to regulate the real estate sector in Islamabad. It also recommended that revival of Mera Pakistan Mera Ghar scheme requires urgent attention. It recommended to establish operational RERA with immediate effect; implement online building approval system; create digital mortgage platforms; develop centralized property database; implement blockchain solutions for transparent transactions; promote modular/prefab construction and develop green building standards. Thinktank has further recommended creating vocational training institutes with NAVTTC and TEVTA; implement standardized wage structures; develop safety training protocols; launch programs to retain skilled professionals and promote gender-inclusive workforce initiatives.
