China Is Choking Supply of Critical Minerals to Western Defense Companies

China is limiting the flow of critical minerals to Western defense manufacturers, delaying production and forcing companies to scour the world for stockpiles of the minerals needed to make everything from bullets to jet fighters.
Earlier this year, as U.S.-China trade tensions soared, Beijing tightened the controls it places on the export of rare earths. While Beijing allowed them to start flowing after the Trump administration agreed in June to a series of trade concessions, China has maintained a lock on critical minerals for defense purposes. China supplies around 90% of the world's rare earths and dominates the production of many other critical minerals.
As a result, one drone-parts manufacturer that supplies the U.S. military was forced to delay orders by up to two months while it searched for a non-Chinese source of magnets, which are assembled from rare earths.
Certain materials needed by the defense industry now go for five or more times what was typical before China's recent mineral restrictions, according to industry traders. One company said it was recently offered samarium—an element needed to make magnets that can withstand the extreme temperatures of a jet-fighter engine—for 60 times the standard price. That is already driving the cost of defense systems higher, say suppliers and defense executives.
The squeeze on critical minerals highlights how dependent the U.S. military is on China for much of its supply chain—giving Beijing leverage at a time of rising tensions between the two powers and heated trade negotiations. Defense manufacturers supplying the U.S. military rely on minerals that are mainly produced in China for microelectronics, drone motors, night-vision goggles, missile-targeting systems and defense satellites.
While companies have tried to find alternative sources of these minerals in recent years, some of the elements are so niche that they can't be economically produced in the West, say industry executives.
China's Foreign Ministry didn't respond to a request for comment.
In addition to the more recent export controls on rare earths, China has since December banned sales to the U.S. of germanium, gallium and antimony—which are used for things like hardening lead bullets and projectiles, and to allow soldiers to see at night.
Some companies now warn of looming production cuts if more minerals aren't forthcoming.
On Wednesday, the chief executive of Leonardo DRS said the U.S.-based defense firm is down to its 'safety stock' of germanium.
'In order to sustain timely product deliveries, material flow must improve in the second half' of 2025, CEO Bill Lynn said on a conference call. The company is the U.S. subsidiary of Italian defense giant Leonardo.
Germanium goes into the company's infrared sensors, which are used in missiles and other equipment. Lynn said that the company is looking at diversifying its supply chain while also finding ways to replace it in its products.
The Pentagon is requiring defense contractors to stop buying rare-earth magnets that contain China-sourced minerals by 2027. As a result, some companies have sizable stockpiles of magnets. But suppliers and defense companies often hold less than a year's worth—some just a few months—of many other critical mineral stockpiles.
Drone manufacturers are among the most vulnerable, because many are small startups and have very limited revenue or supply-chain savvy, and never got around to acquiring large stockpiles of rare-earth magnets and metals, say some in the defense industry.

'I can tell you…we talk about this daily and our companies talk about it daily,' said Dak Hardwick, vice president of international affairs at the Aerospace Industries Association, a U.S. defense and commercial aerospace trade group.
More than 80,000 parts that are used in Defense Department weapons systems are made with critical minerals now subject to Chinese export controls, according to data from defense software firm Govini. Nearly all of the supply chains for key critical minerals used by the Pentagon rely on at least one Chinese supplier, Govini said, meaning restrictions from Beijing can cause widespread disruptions.
Since stepping up export controls earlier this year, China has begun requiring companies to provide extensive documentation of how they will use the rare earths and magnets they import. Chinese regulators often demand sensitive information, such as product images and even photos of production lines, to ensure none of the materials go to military use, say Western buyers.
One Western company that supplies Chinese-made rare-earth magnets to both civilian and defense companies says its requests for imported magnets have recently been approved for many civilian purposes—but rejected or delayed for defense and aerospace.
In May, New Hampshire-based ePropelled, which makes propulsion motors for drones, received unsettling questions from its Chinese magnet supplier. The supplier sent Chinese government forms demanding drawings and pictures of ePropelled's products and a list of buyers. It also asked for assurances that the rare-earth magnets China would supply ePropelled wouldn't go toward military applications.
'Of course we are not going to provide the Chinese government with that information,' said Chris Thompson, vice president of global sales for ePropelled. The company has about 100 customers, including large American defense contractors and drone manufacturers in Ukraine.
So its Chinese suppliers paused shipping, and ePropelled had to delay some customer orders by one or two months—double the amount of time it usually takes to deliver its motors. The company sought alternative suppliers in the U.S., Europe and Asia, including buying magnets from vendors in Japan and Taiwan, although they too rely on rare earths from China.
The company also struck deals with startup magnet producers Vulcan Elements in North Carolina and Oklahoma-based USA Rare Earth. However, those startups won't have supply ready for ePropelled until at least the end of this year and will need to build up alternative sources of Chinese-dominated minerals as they scale up production.
Metal traders say that because China demands to know the end user of rare-earth magnets and metals, it isn't approving licenses for traders to stockpile.
The Department of Defense has awarded grants to expand production of niche materials, including $14 million in funding last year to a Canadian company to produce germanium substrates used in solar cells for defense satellites. In July, the Pentagon took an even bigger step when it agreed to pay $400 million for 15% of MP Materials, the operator of the largest rare-earths mine in the Americas, which is rapidly scaling up its magnet manufacturing capacity.
The Pentagon didn't respond to a request for comment.

On an earnings call last month Lockheed Martin CEO James Taiclet called the MP Materials agreement groundbreaking and said it would help ensure the supply of magnets needed in its F-35 jet fighters and cruise missiles. But building up new supply will take time.
The Defense Department early last year established the Critical Minerals Forum, an effort in part to spur more mineral supply-chain projects in the U.S. and allied countries, including helping metals miners secure funding to increase their output of critical materials like antimony and germanium.
Defense companies that traditionally outsourced the purchase of critical minerals to sub-suppliers are now using their market heft to try to acquire sources of key materials themselves. Major defense companies 'are starting to get more and more panicked as they go, because they recognize that they're just not going to get the magnets, no matter what happens, unless they get involved,' said Nicholas Myers, the CEO of Phoenix Tailings, a Massachusetts startup that produces rare-earth metals.
Beijing is signaling that it takes its mineral export bans very seriously. Earlier this year, one U.S. defense supplier, the United States Antimony Corporation, tried to ship 55 metric tons of antimony mined in Australia to its smelter in Mexico. The load transited via the Chinese port city of Ningbo—until recently a routine practice.
But in April, while the shipment was being transloaded in Ningbo, China customs detained it for three months, prompting United States Antimony to ask the State Department and White House for help.
The Chinese released the shipment in July, on the condition that it be sent back to Australia and not to the U.S. When it arrived in Australia, United States Antimony learned that product seals had been broken. It is currently working out whether the antimony has been tampered with or contaminated.
'The shipping company, everyone who was involved, they'd never seen this happen before,' said company CEO Gary Evans.
Neither the White House, the Defense Department nor the State Department provided comment.

A day after Trump imposed a penalty of another 25 per cent on India for buying Russian oil, Owaisi said Trump just slapped another 25 per cent tariff on India, taking it to 50 per cent, because 'we bought oil from Russia'. In a post on X, the Hyderabad MP said 'This isn't diplomacy, it's bullying by the buffoon-in-chief who clearly doesn't understand how global trade works". These tariffs will hurt Indian exporters, MSMEs, and manufacturers. It'll disrupt supply chains, deter FDI, and hit jobs hard. But why will Narendra Modi care? Where are those BJP muscle-flexers now?" the AIMIM chief asked. "Last time I'd asked if Modi ji would show his 56-inch chest when Trump imposed 56% tariffs. Trump stopped at 50%. Trump on Wednesday slapped an additional 25 per cent tariff on goods coming from India as penalty for New Delhi's continued purchase of Russian oil, a move that is likely to hit sectors such as textiles, marine and leather exports hard. Trump signed an executive order - Addressing Threats to the US by the Government of the Russian Federation - imposing the additional tariff over and above the 25 per cent levy, which comes into effect from August 7. After this order, the total tariff on Indian goods, barring a small exemption list, will be 50 per cent.

New Delhi: The ambitious India-Middle East-Europe Economic Corridor project was started with a "lot of hope" and such initiatives are needed especially in times of volatility and uncertainty driven by global security challenges, Italy's envoy for IMEC, Francesco Talo' said. In an exclusive interview to PTI Videos at the Italian Embassy here on Wednesday, he also said that less than a month after its launch in New Delhi in 2023, there was a "terrible attack" against Israel on October 7, and this impacted the project. "Therefore, things were slipping, frozen. But, now there is a renewed interest," the envoy said. The Israel-Hamas conflict still goes on, and the Middle East (or West Asia) region has seen wide-scale volatility and uncertainty over the last two years, including the recent twelve-day military confrontation between Israel and Iran in June. "I would say that especially in times of volatility or uncertainty, we need projects like this (IMEC). We need to have a differentiation. We need to be ready to play on different grounds. So, not to be conditioned only by one route, by one interlocutor," Talo' told PTI in the interview. Cautioning that in times of great inter-dependence today, he underlined that one needs to be on one hand "not too dependent" on any one option, and on the other hand, need to live in a system of inter-dependence. Talo', a seasoned diplomat, visited India earlier this week to take part in a meeting of representatives of countries which are partners in the IMEC initiative. He also met India's deputy National Security Advisor. "I have had meetings with part of the administration, especially with people in the National Security Council and the external affairs ministry. And I'm planning to meet other people today (Wednesday) in order to better understand the importance of our partner India," he added. So it's good that in this very city, the "first meeting" among the special envoys of IMEC was held, the diplomat said. "I was here when the initiative was launched in September 2023. I was with my Prime Minister Giorgia Meloni. And, we had a clear vision of a great opportunity for our countries, for our shared interests," Talo' said, adding, IMEC was started with a "lot of hope" and it was very much linked to the idea of having important political and economic results. And, this is the moment really to have a "transition" from a phase of conferences, interviews, and some public events to a "more concrete phase of action", he asserted. Billed as a pathbreaking initiative, the IMEC envisages a vast road, railroad and shipping networks among Saudi Arabia, India, the US and Europe with an aim to ensure integration among Asia, Middle East and the West. The IMEC initiative was firmed up on the sidelines of the G20 Summit in Delhi in September 2023. An agreement was signed by India, Saudi Arabia, the European Union, the United Arab Emirates (UAE), the US and some other G20 partners for the corridor. EU signatories Italy, France, and Germany are partners in this transnational connectivity project. Many strategic affairs watchers have described the IMEC as perhaps an answer to China's massive Belt and Road Initiative (BRI), a mega infrastructure and connectivity project that will involve a large number of countries. Asked about his views on BRI, Talo' described it as "another project" and different from IMEC. "They are different by nature. Their members are different. So, I don't want to.. I don't like the idea of presenting IMEC as something against them. It's something for us, for our partners, for our peoples. And, then there can be other initiatives," he said. Italy had joined BRI in 2019. According to international reports, it had announced its withdrawal from it, four years later. Talo' emphasised that when it comes to realising the IMEC vision, there are financial challenges and practical infrastructure challenges. "It involves several countries. We all know that it's not going to be simple," he said. "But it could be a great opportunity, because we see great prospects of growth for all of us," the envoy said. Talo' underlined that one cannot have real security and peace "when only one nation is rich". There is need for entire region to grow, and of course innovation can somehow be the lead for these changes for the better. "We are already seeing this in India," he said. The Gulf countries are also important protagonists, actors in innovation. "We can do it all together, and this will also benefit countries which have more problems," the envoy said, adding, this can somehow also "contribute to the peace process". During the interaction, he also shared the reasons for Italy pitching its coastal city of Trieste as a "possible principal hub" in this corridor. Also, India, the Middle East, and at least Italy and the Mediterranean countries in the same region, which "I like to call the Indo-Mediterranean region, we have a common interest that is an area of growing prosperity where, for instance, navigation and trade is free and open", Talo' said. Italy, along with three other IMEC partner countries are also part of the powerful G7. "Of course, the G7 countries can offer a contribution... Furthermore, I think it's important to take into account the role of the European Union with its Global Gateway initiative. So, the idea is that IMEC can be put under the umbrella of the Global Gateway," he said. In November 2024, External Affairs Minister S Jaishankar, in his address, on the occasion of inauguration of the new Chancery of the Embassy of India in Rome, had referred to the proposed India-Middle East-Europe Economic Corridor (IMEC). The minister had said that this connectivity corridor, which was agreed to in principle during India's presidency of the G20, will be a game changer between Europe and Asia.

Trump plans 100% tariff on chips made outside U.S. U.S. President Donald Trump said that he will be imposing 100% tariff on computer chips unless they're manufactured within the U.S. The threat has raised the fears around higher prices of electronics, automobiles, household appliances and other essential electronic items. Trump's warning comes three months after he had said electronics would mostly be exempt from the heavy tariffs imposed by his administration. During the COVID-19 pandemic, a shortage of chips pushed up the price of autos causing increased inflation. Investors have said that the tariff exemptions were a plus for Apple and other major tech companies which have invested massive amounts of money in chip manufacturing outside the U.S. Apple has committed to investing $600 billion in the U.S. with another $100 billion promised in February. Big Tech in total has said they will be investing $1.5 trillion in the U.S. since Trump has come to power. There is a chance that Trump could exempt Apple from the tariffs owing to this. Demand for chips has grown with sales increasing by 19.6% in June, according to data. Trump has been fostering domestic manufacturing often saying that the high costs of chips outside the country could be avoided by opening factories domestically. OpenAI's GPT-5 nears release OpenAI is preparing for the release of their latest flagship AI model, GPT-5, so users can finally see the increments in performance from GPT-4. A couple of people who have tested the model said that the coding capabilities of the model shone as did its ability to solve science and math problems. However, the advances from GPT-4 to GPT-5 were not as huge as the advances from GPT-3 to GPT-4. The recent advancement in AI models was based on scaling up by increasing training data and compute. But OpenAI has struggled with scaling up like issues with running into a data wall. Ilya Sutskever, the former chief scientist at OpenAI had said in a speech earlier that even though power could be expanded, data was becoming limited. Besides this, another problem was that the 'training runs' for large language models are more likely to have failures from hardware malfunctioning so researchers can't determine the final performance of the models until the end which can last for months. OpenAI released ChatGPT around three years ago introducing AI to the mainstream globally. The release led to rivals like Google and Anthropic releasing competitive AI models. OpenAI is also working on solving test-time compute which involves reasoning AI models. But CEO Sam Altman said that GPT-5 will be a mix of both reasoning and their flagship large language models. Apple to invest $100 billion in U.S. manufacturing Apple CEO Tim Cook met Donald Trump yesterday to announce an additional investment of $100 billion across the next four years. Under the announcement, Apple will bring more of their supply chain and advanced manufacturing processes to the U.S. as a part of the American Manufacturing Programme initiative but it still isn't a full commitment to make the iPhone domestically completely. Cook said that this plan will expand work with 10 companies across the U.S. that make parts and semiconductor chips. These partners include Corning, Coherent, Applied Materials, Texas Instruments and Broadcom along with a few others. Apple had earlier this year said that it will invest $500 billion domestically. Trump has been upset with Apple shifting their manufacturing processes to India from China after he placed tariffs. Just recently now, Trump is targetting India due to their purchase of Russian oil and imposed additional tariffs on India. Cook has previously said that a bunch of iPhone components can be made in India like the glass display and module to identify faces.
