Bank of Thailand to limit daily transfers to 50,000 baht to curb fraud and protect consumers
BANGKOK: The Bank of Thailand (BOT) on Tuesday (Aug 19) announced that it is introducing new measures to limit the financial damage caused by scams. Daranee Saeju, Assistant Governor for Payment Systems and Financial Consumer Protection, said that due to ongoing concerns regarding fraud, especially from scammers and call centre gangs, the BOT plans to introduce a daily transfer and payment limit of 50,000 baht. This measure aims to prevent significant losses before victims realise they have been scammed. Key details of the measure: 1. Limit on large transfers: Fraudsters will be unable to transfer large sums from accounts at once, which will slow down their ability to quickly move illegally obtained funds. 2. Protecting vulnerable groups: The measure aims to reduce damage for particularly vulnerable groups, such as the elderly and children, who are often targeted by fraudsters. Banks will determine individual limits based on past transaction behaviour, with an initial limit of 50,000 baht per day. These measures will be closely monitored, especially for vulnerable groups like those over 65 or under 15, with additional restrictions on their daily transfers to prevent further harm. Flexible measures for certain customers Daranee clarified that banks will be required to notify customers about the daily transfer limits and adjust them according to individual needs. For example, customers with a long history of transactions at this level might not face limits, while new account holders or those with irregular patterns may initially face stricter restrictions. Fighting financial fraud Daranee said the BOT remains aware that these measures could impact legitimate transactions for some customers. However, the goal is to protect against fraud, especially as scam activity remains high. In Q2 2025, financial losses from fraud amounted to 6 billion baht. As of July 2025, over 3 million accounts had been suspended, with 177,000 accounts linked to fraudulent activities. In June 2025 alone, 24,500 scam cases were reported, leading to 2.8 billion baht in losses. The BOT expects these new measures to come into effect by the end of 2025 for current customers, with immediate implementation for new customers to ensure quicker protection against fraud. In the future, the Bank of Thailand plans to continue refining these measures and keep working with financial institutions to ensure the safety and security of Thai consumers. - The Nation/ANN

Transport Ministry preparing MoU for extending ERCL to Thailand
KUALA LUMPUR: The Transport Ministry is preparing a Memorandum of Understanding (MoU) on cross-border transport between Malaysia and Thailand. Transport Minister Anthony Loke said the initiative was aimed at ensuring the realisation of cross-border rail movement. He said the ministry would continue to follow up by refining the best alignment and model of cooperation with Thailand to determine the direction of the proposal. "For this purpose, the ministry took the initiative to communicate with the Thai side. On May 2, the Thai deputy prime minister agreed to meet with the Malaysian transport minister in Bangkok. "The Transport Ministry presented Malaysia's proposal to explore this rail connection with Thailand. Thailand is seen to have given a positive response," he told the Dewan Rakyat today. He was responding to Ahmad Fadhli Shaari (PN–Pasir Mas) regarding the progress of the study on the extension of the East Coast Rail Link (ECRL) project to Rantau Panjang, Kelantan. Loke said the ministry was in the view that the ECRL should connect to Thailand rather than merely ending in Rantau Panjang, Kelantan, to ensure long-term benefits for the country as well as to mobilise cross-border economic activity for the local population. He said Thailand had responded positively to the proposal and was seeking a way forward and a clear stance from Malaysia's Transport Ministry. Loke said two key matters must be addressed before the proposal could enter the feasibility study phase. "The first is the Thai government's willingness to support this connection, including the infrastructure aspect on the Thai side. "The second thing that needed to be detailed was whether the connection involved should use the ECRL infrastructure or Keretapi Tanah Melayu Bhd (KTMB)," he said. He added that the ministry had conducted site visits to the Rantau Panjang KTMB station, Sungai Golok bridge and the Kota Baru ECRL station with representatives from Thailand's Transport Ministry. He said the visits were conducted to assess the current condition of tracks, bridges, stations and other related infrastructure in Rantau Panjang. "This is also important for the government to assess the total cost of the development involved," he said.

ECRL extension to Thailand brings long-term benefits, says Loke
KUALA LUMPUR: The East Coast Rail Link (ECRL) project should be extended to the northern border and integrated with the Thai rail network to unlock its full potential, says Transport Minister Anthony Loke. Loke said the proposal to extend the ECRL to Rantau Panjang would bring long-term benefits to residents and the country. 'To ensure this proposal provides the best long-term benefits for the country and stimulates the local border economy, it must connect to Thailand and not just end in Rantau Panjang,' Loke said during Question Time in Parliament on Tuesday (Aug 19). He said his ministry met Thailand's deputy prime minister in Bangkok on May 2 and presented Malaysia's proposal for the rail extension. Thailand responded positively and is currently seeking feedback from its Transport Ministry. 'At the same time, our Transport Ministry is preparing a Cross Border Transport memorandum of understanding (MoU) with Thailand to ensure cross-border rail can be realised,' Loke added. Loke was responding to Ahmad Fadhli Shaari (Perikatan–Pasir Mas), who asked about the extension proposal. He said a technical study has not been carried out and is necessary to determine flood risks along the ECRL lines in Rantau Panjang and the type of tracks used. Loke explained that the ECRL uses a standard gauge (1.435 metres wide), while the State Railway of Thailand (SRT) uses a 1,000mm metre gauge. 'We must allow SRT trains beside ECRL tracks so cargo transfers can be made,' he said. He added that several issues require detailed technical studies to determine feasibility. Hassan Karim (PH–Pasir Gudang) asked if Malaysia will benefit from such a mega project, to which Loke agreed. 'There will be technology transfer and benefits to locals. These were among the terms discussed with China in 2018. 'One of our terms is that 40% of components must be manufactured by local contractors,' Loke said. He added that Malaysia will cooperate with China to operate the high-speed railway when the ECRL is completed. 'We emphasised that Malaysian students should be exposed to the technology and should staff ECRL services,' he said. Last month, Malaysia and Thailand agreed to revive the line between Pasir Mas and Sungai Golok under Keretapi Tanah Melayu Berhad (KTMB) to reconnect the railway networks. The ECRL project is expected to be completed by the end of 2026. Train services from Kota Baru to Gombak will start in January 2027, while the line from Gombak to Port Klang is expected to be completed a year later.
