US garment spending dips, imports rise amid tariff uncertainty

US consumer spending on garments fell by 0.7 per cent month-over-month in April 2025, despite a 4.6 per cent year-over-year increase. The CPI for garments also dipped by 0.1 per cent month-over-month and 0.5 per cent year-over-year, according to Cotton Incorporated.
Meanwhile, imports of cotton-dominant apparel rose 13.4 per cent from a year earlier, maintaining average import costs near $3.70 per square meter equivalent since late 2023.

This import activity occurred amid ongoing trade uncertainty. In April, the US began implementing broader tariff increases, prompting mixed responses from retailers—some pulled orders forward to avoid higher duties, while others delayed shipments in hope of a rollback. The situation was further complicated in late May by two court rulings that questioned the President's authority under the International Emergency Economic Powers Act (IEEPA) to impose sweeping tariff changes. These decisions, now under appeal, may escalate to the Supreme Court, with existing tariff rates currently remaining in place, Cotton Incorporated said in its Executive Cotton Update - US Macroeconomic Indicators & the Cotton Supply Chain - June 2025.
The US economy added 139,000 jobs in May, though prior months were revised down. The unemployment rate held steady at 4.2 per cent—its highest since 2021, yet historically low. Wage growth continued to moderate, rising 3.9 per cent year-over-year.
Consumer confidence rebounded in May, with the Conference Board's Index rising by 12.3 points to 98 after five consecutive months of decline. Broader consumer spending rose just 0.1 per cent in April, following a strong 0.7 per cent increase in March.
Ongoing tariff negotiations are set to conclude by July 9 for most partners and mid-August for China. If unresolved, reciprocal tariffs may take effect, posing further challenges for retailers and global supply chains.

The plan includes relocating the sevayats to Rukmani Vihar in Vrindavan. The Goswami community, comprising hereditary priests, has been performing religious and priestly duties at the Banke Bihari temple for centuries. The Supreme Court recently gave the green light to the Banke Bihari Corridor, an ambitious initiative aimed at easing crowd congestion and enhancing the overall pilgrimage experience around the revered shrine. Following this, the state government brought in an ordinance to create a Trust to run the temple and oversee the development of the proposed corridor. After a visit by Awanish Kumar Awasthi, the special advisor to the Chief Minister, to Vrindavan on June 6, the project gained momentum. The Mathura Vrindavan Development Authority (MVDA) is working on a two-pronged strategy: first, conducting a survey of Kunj Galis comprising 286 houses and shops, and second, accelerating the rehabilitation of residents from 188 houses to new luxury flats at Rukmani Vihar and Sunrakh Bangar. The administration hopes that offering better accommodation will help pacify the sevayats.

Independent Sugar Corporation (INSCO) has submitted a comprehensive revised resolution plan worth Rs 2,752 crore for the takeover of debt-ridden glass bottle manufacturer Hindusthan National Glass & Industries Limited (HNGIL), in line with the Supreme Court verdict. The Committee of Creditors (CoC) is likely to consider the revised proposal, and voting is likely to commence on Thursday, sources said. INSCO, a company promoted by the Madhvani Group, having operations in many countries, has submitted a revised resolution plan on June 8, making Rs 2,752 crore offer comprising Rs 2,200 crore in upfront cash and equity valued at around Rs 550 crore. The revised offer comes following the Supreme Court's directive to match the offer previously made by AGI Greenpac . As per the apex court's order, only INSCO's plan will be considered for approval, with the entire resolution process, including voting, to be completed by July 2025. "It is estimated that significant capex would be required to revive and revitalise the business. Further, sources said, lenders allege that INSCO's current plan does not adhere fully to the Supreme Court's directives. Initially, AGI Greenpac was the front runner for HGIL, with a bid of Rs 2,752 crore. However, the Supreme Court in January rejected the bid on the ground that the company did not have a Competition Commission of India (CCI) approval for the acquisition. INSCO had moved the court seeking cancellation of AGI Greepac's bid since the company did not receive CCI approval. While rejecting a review petition filed by AGI Greenpac, the Supreme Court directed INSCO, the second-highest bidder, to match the offer given by AGI Greenpac.
