In order to combat air pollution problems in Rajasthan's NCR and adjoining areas, the state government has decided to install four additional
Continuous Ambient Air Quality Monitoring Stations
(CAAQMS) in the sub-region.
At a review meeting held on Friday focused at abatement of air pollution, a detailed issue-wise presentation was made on the status of compliance on the CAQM directions focusing on the control of road dust, vehicular pollution, open burning of wastes and management of the municipal solid waste as per MSW rules. The meeting was chaired by Rajesh Verma, Chairperson, Commission for Air Quality Management (CAQM). Sudhansh Pant, Chief Secretary, Government of Rajasthan co-chaired the meeting which was attended by senior officers from the Department of Environment & Climate Change, Forest, Food and Civil Supply, UDH, Housing Board, Transport, RREC, RSRTC, Homes, Industries, LSG, Agriculture, RIICO Ltd and RSPCB.
During the presentation, it was observed that various departments of the state are putting the right kind of efforts in complying with the directions issued by the Commission periodically. It was observed that various compliances are being done in relation to the Formulation of Action Plan for redevelopment of identified roads at Bhiwadi and Neemrana as per the framework , measures on implementing restrictions in respect of End of Life vehicles, adoption of cleaner mobility vehicle services, migration of all buses entering into Delhi to clearer modes, ban on transport and commercial good vehicles other than CNG/EV/LNG/BS-VI, phasing out diesel auto rickshaw in NCR within the specified time frame and requisite measures to prevent stubble burning.
Further it was noted that ULBS of Alwar, Bharatpur and Bhiwadi which are housed in NCR are taking measures for the prevention and control of fires in SLF sites, dump sites, open MSW and biomass burning which cause immense air pollution in the region.

of the State Government wherein 8.49 cr plantations were done till date under the 'Hariyalo Rajasthan Abhiyaan' in the current year which includes 81 Lakh Plantations in the NCR Region.
During the meeting, Chief Secretary, Rajasthan in his address further emphasised on the seriousness of the matter and directed all the stakeholder departments to ensure time bound compliance of directions issued by the CAQM. He expressed his concern on the health hazards arising out of air pollution and also directed the State machinery to be prepared on the monitoring mechanism and restrictions that come into force during the GRAP Period.

The Haryana Right to Service Commission has imposed ₹3,000 fine on a divisional officer-cum-sub divisional engineer of the public health engineering department and directed to pay additional ₹3,000 as compensation to the complainant of the case. The complainant requested the Commission to ensure water supply to his home as per prescribed standards, as water is a basic necessity for every individual. The complainant, a resident of Hisar, informed the Commission that he and his family were severely affected by the lack of water supply, not only this year but also during last summer. Last year, following the Commission's intervention, the pipeline was replaced. However, in April, May, and June this year, there was practically no water supply, forcing them to purchase drinking water from the market. The complainant also stated that the appeals were disposed of by the executive engineer (XEN) and superintending engineer (SE) in an incorrect manner and without giving them an opportunity to be heard. He requested the Commission to ensure water supply to his home as per prescribed standards, as water is a basic necessity for every individual. The spokesperson said the inquiry revealed that the officer concerned showed the service as completed beyond the time limit prescribed in the Right to Service (RTS) Act, and the reply was sent without actually resolving the complaint. The spokesperson said all relevant departmental officers had previously been trained for effective complaint resolution. Despite this, appeals were decided without hearings and without necessary action. 'In this case, the Commission has directed that the said amount be deducted from the officer's salary for August 2025 and deposited in the state treasury in September 2025, while the compensation is to be given to the complainant,' the spokesperson said. The department's executive engineer and superintending engineer have been issued warnings to ensure that appeals are disposed of within the prescribed timelines under the Act in the future. The Commission has made it clear that if such negligence is repeated, the matter will be clubbed with future cases and departmental action will be recommended.

New Delhi: More than 35 lakh metric tonnes of carbon dioxide emissions have been saved through biomass co-firing by thermal power plants , while stubble burning incidents in Punjab have fallen by over 80 per cent between 2021 and 2024, according to the Commission for Air Quality Management ( CAQM ). As of mid-2025, 11 thermal power plants (TPPs) in the National Capital Region (NCR) and 71 nationwide have adopted biomass co-firing, resulting in savings of 25.79 lakh MT CO₂ in NCR and 34.77 lakh MT across the country. The biomass co-firing mandate, introduced in 2021, requires NCR plants to co-fire 5–10 per cent biomass with coal. In June 2025, CAQM extended the mandate to brick kilns in non-NCR Punjab and Haryana, targeting at least 50 per cent biomass use by November 2028. Between 2021 and 2024, stubble fire counts in Punjab dropped from 71,304 to 10,909 and in Haryana from 6,829 to 1,315. Thermal power plants in Punjab have been using paddy straw as biomass fuel, creating additional income sources for farmers. Delhi-NCR recorded an average AQI of 167 between January and September 2023, the second-best in six years. July 2025 saw an AQI of 79, the cleanest July in a decade. PM₁₀ levels have declined by 15 per cent since 2017-18, and Stage III restrictions under the Graded Response Action Plan (GRAP) were lifted in early 2025 due to sustained improvement in air quality. 'CAQM's impact in being able to address stubble burning and nudge incorporation of cleaner methods in areas such as thermal power generation has been a key step towards inculcating systematic changes,' said Dr. Ranjana Ray Chaudhuri, Associate Professor, TERI School of Advanced Studies. She called for advanced combustion techniques, carbon capture, renewable integration, and firm biomass supply chains to further cut emissions. Agricultural economist Deepak Pareek said, 'By converting crop residue into biomass or biochar, farmers can unlock a powerful combination of economic and environmental gains. Biomass sales to industries like thermal power plants create new income streams, cut waste disposal costs, and replace polluting fossil fuels with renewable energy.' Environmental expert Dr. Rajeev Sharma noted that CAQM's measures, including support for pellet manufacturing, have increased biomass co-firing volumes in TPPs from 11.7 lakh MT in FY24 to 21.49 lakh MT by mid-FY26. CAQM has also implemented measures beyond the power sector, including mandatory dust control SOPs at construction sites, AI-based vehicle counting, drone surveillance, and public participation campaigns. The commission's framework is being considered for replication in other high-pollution cities such as Bengaluru.
