Rajasthan govt to add 4 air quality monitoring stations in NCR region

In order to combat air pollution problems in Rajasthan's NCR and adjoining areas, the state government has decided to install four additional Continuous Ambient Air Quality Monitoring Stations (CAAQMS) in the sub-region. At a review meeting held on Friday focused at abatement of air pollution, a detailed issue-wise presentation was made on the status of compliance on the CAQM directions focusing on the control of road dust, vehicular pollution, open burning of wastes and management of the municipal solid waste as per MSW rules. The meeting was chaired by Rajesh Verma, Chairperson, Commission for Air Quality Management (CAQM). Sudhansh Pant, Chief Secretary, Government of Rajasthan co-chaired the meeting which was attended by senior officers from the Department of Environment & Climate Change, Forest, Food and Civil Supply, UDH, Housing Board, Transport, RREC, RSRTC, Homes, Industries, LSG, Agriculture, RIICO Ltd and RSPCB. During the presentation, it was observed that various departments of the state are putting the right kind of efforts in complying with the directions issued by the Commission periodically. It was observed that various compliances are being done in relation to the Formulation of Action Plan for redevelopment of identified roads at Bhiwadi and Neemrana as per the framework , measures on implementing restrictions in respect of End of Life vehicles, adoption of cleaner mobility vehicle services, migration of all buses entering into Delhi to clearer modes, ban on transport and commercial good vehicles other than CNG/EV/LNG/BS-VI, phasing out diesel auto rickshaw in NCR within the specified time frame and requisite measures to prevent stubble burning. Further it was noted that ULBS of Alwar, Bharatpur and Bhiwadi which are housed in NCR are taking measures for the prevention and control of fires in SLF sites, dump sites, open MSW and biomass burning which cause immense air pollution in the region. The Commission appreciated the Greening and Plantation Drive of the State Government wherein 8.49 cr plantations were done till date under the 'Hariyalo Rajasthan Abhiyaan' in the current year which includes 81 Lakh Plantations in the NCR Region. During the meeting, Chief Secretary, Rajasthan in his address further emphasised on the seriousness of the matter and directed all the stakeholder departments to ensure time bound compliance of directions issued by the CAQM. He expressed his concern on the health hazards arising out of air pollution and also directed the State machinery to be prepared on the monitoring mechanism and restrictions that come into force during the GRAP Period.

In a bid to boost the adoption of electric buses, cars, and trucks, the government is likely to soon clarify that the 15-year 'End of Life' (EoL) regulation will not apply to electric vehicles (EVs), The Times of India (TOI) reported. According to TOI, the power ministry will also expedite the extension of Corporate Average Fuel Economy (CAFE) norms, meant to reduce fuel consumption and CO2 emissions, to urban freight vehicles, trucks and buses. These measures were finalised at a recent high-level meeting chaired by Niti Aayog member Rajiv Gauba amid concerns over the slow pace of EV penetration, which stood at just 7.6% in 2024 against the 30% target for 2030. While adoption is higher in two- and three-wheelers and buses, penetration for four-wheelers remains low, and e-trucks have yet to take off, TOI said. In response, Niti Aayog CEO BVR Subrahmanyam suggested that exempting EVs from the EoL regulation could help spur sales. Umashankar also said that mandates for EV adoption work best where penetration and ecosystem readiness are higher. Sources further told TOI that there was consensus on shifting from incentives to mandates and disincentives to speed up EV adoption, starting with saturation strategies in five cities for buses, para-transit and urban freight vehicles. A source added that participants unanimously agreed on the need to expand charging infrastructure, deploy fast chargers, develop new battery technologies to reduce import dependence, and improve financing for e-buses and e-trucks. In a significant move to accelerate the adoption of electric vehicles (EVs), the Centre is likely to exempt them from the 15-year End of Life (EoL) regulation that currently applies to internal combustion engine vehicles. The decision, aimed at spurring demand across buses, cars, and trucks, is expected to be formally clarified soon, sources told TNN . The proposal was among key action points discussed in a high-level meeting chaired by Cabinet Secretary Rajiv Gauba and attended by senior officials from Niti Aayog, the road transport ministry, and the power ministry. The meeting was convened amid concerns over the country's slow EV penetration — just 7.6 per cent in 2024 against a 2030 target of 30 per cent. While EV adoption is relatively strong in the two- and three-wheeler segments and urban buses, progress in four-wheelers and electric trucks remains sluggish. A source said that Niti Aayog CEO BVR Subrahmanyam supported a proposal by road transport secretary V Umashankar that removing the EoL limit for EVs, particularly privately owned older buses, could stimulate fresh demand in the segment. In parallel, the power ministry is expected to expedite the extension of Corporate Average Fuel Efficiency (CAFE) norms to cover urban freight vehicles, buses, and trucks — a move intended to tighten emissions control across commercial transportation. Strategies for EV adoption There was also consensus at the meeting to pivot away from incentives alone, and instead focus on mandates and disincentives to push EV adoption. One strategy under consideration is to saturate five major cities with electric buses, urban freight vehicles, and para-transit EVs, supported by rapid deployment of charging infrastructure and fast chargers. Officials stressed the need to localise battery manufacturing, encourage new battery technologies, and address the high upfront cost of EVs — particularly for e-trucks and buses — by improving access to finance. In a follow-up meeting chaired by financial services secretary M Nagaraju, public sector banks raised concerns about financing challenges. They sought standardisation of EV batteries, cost reductions, and incentives to offset the expense of battery replacements — typically required every 6-7 years and comprising 40-50 per cent of an EV's cost. With the EV ecosystem still maturing in many regions, the government's shift in approach could prove pivotal in meeting its ambitious 2030 electrification targets.

New Delhi [India], July 9 (ANI): A day after Centre of Air Quality Management (CAQM) stayed the implementation on the policy regarding End of Life (EoL) vehicles in the national capital region till November 1, Aam Aadmi Party's Delhi president Saurabh Bhardwaj on Tuesday accused the government of 'destroying' Delhi and the neighbouring states. Speaking to ANI, Bhardwaj claimed that the Delhi government wants to expand the implementation of the EoL policy in the areas of Ghaziabad, Gurugram, Noida, Faridabad and more. He claimed that this stay on banning EoL vehicles will adversely affect crores of vehicles, estimating that around 2 crore of them will be junked, instead of the earlier estimate of 62 lakh. 'Not only Delhi but also this government has destroyed the neighbouring states. They wrote a letter to the Commission for Air Quality Management (CAQM) and said that whatever they are doing is right, and in this way, only the pollution will be reduced. They requested some time so that this ban can be implemented in other adjoining cities as well. CAQM agrees to implement this ban from November 1 in Delhi, Ghaziabad, Gurugram, Noida/Greater Noida, Faridabad, and Sonipat,' the AAP leader said. 'Now, earlier, where preparation was done to give 62 lakh vehicles to junk, now around two crore vehicles will go to junk,' he claimed. Earlier on July 8, CAQM delayed the implementation of the policy after Delhi Environment Minister Manjinder Singh Sirsa flagged the issue and highlighted the Delhi government's request, citing infrastructural limitations on its implementation. CAQM said the Delhi government brought attention to the issue in a letter on July 3, highlighting 'some operational and infrastrucural challenges in implementation of direction No 89 dates April 23, 2025.' The Delhi government's letter flagged challenges in implementation by citing that the Automated Number Plate Recognition (ANPR) system lacks the 'requiste robustness, with issues related to technological glitches, camera placement, working of sensors and speakers, and that the system is not yet full integrated with the database of neighbouring NCR states.'
