Poll Body To Make Live Streaming of Election Universal, Dry Run For By-Polls

The Election Commission of India has announced the implementation of 100 per cent webcasting across all polling stations in the upcoming bye-elections in four states, in a bid to effect transparent, closely monitored elections. This enhanced surveillance will be rolled out for the first time during the bye-elections of June 19, covering five assembly seats in Gujarat, Kerala, West Bengal, and Punjab.
Webcasting, which provides live streaming of polling station activities without compromising voter secrecy, was previously limited to 50 per cent of polling stations, particularly in critical and vulnerable areas.
With the new directive, all polling stations with internet connectivity will now be covered under this real-time monitoring system.
In areas with poor or no internet connectivity (shadow zones), the Commission has mandated videography and photography to ensure that poll-day documentation is maintained.
To ensure effective oversight, webcasting control rooms will be set up at the state, district, and assembly constituency levels. These will be managed by dedicated nodal officers assigned to each level.
Sources, however, indicate that full-scale implementation may only begin from the Bihar assembly elections later this year.
Partial implementation will be done from June 19 bye-polls.
Assembly bye-elections are scheduled for two seats in Gujarat, and one each in Kerala, Punjab and West Bengal.
The key focus of these bye-elections is the Jalandhar West seat, from where AAP Rajya Sabha MP Sanjiv Arora is contesting. Aam Aadmi Party chief Arvind Kejriwal promised to make him a minister in Punjab if he won.
The second is Visvadar seat in Gujarat, where AAP's Gujarat face Gopal Italia is contesting. The bye-poll is being held because of the resignation of the AAP MLA who joined the BJP.
The third seat is Nilambur in Kerala, where a high-stake contest is due between the UDF and the ruling LDF.
The Bengal seat fell vacant because of resignation of IND MLA now he is contesting again -- this time on Trinamool Congress ticket.
In another historic move, the Commission has also revised the electoral roll for bye-elections - marking the first such revision in over two decades.
This initiative reaffirms the Election Commission's commitment to fair, transparent, and tech-enabled elections across the country.
The Commission has also announced the introduction of a new Standard Operating Procedure to fast-track the delivery of Electors Photo Identity Cards or EPICs within 15 days of an update in the electoral rolls.
The initiative aims to enhance service delivery while maintaining data security.

AAP's Gopal Italia won the Visavadar Assembly seat with flying colours, having polled 75,942 votes and defeating the BJP's Kirit Patel in a see-saw battle by 17,554 votes after all 21 rounds of counting were completed. Italia and Patel fought an interesting battle for over 15 rounds, before the AAP candidate took a decisive lead in the later stages and came out on top. Congress's Nitin Ranpariya was a distant third with just 5,501 votes. However, it was smooth sailing for BJP candidate Rajendra Chavda in Kadi, who maintained a clear lead throughout and won the seat as he bagged 99,742 votes and defeated his nearest rival Ramesh Chavda by 39,452 votes, who polled 60,290 votes. The voting for the Visavadar and the Kadi Assembly seats of Gujarat was held on June 19. While Visavadar reported a turnout of 56.89%, Kadi saw a relatively lower figure at 57.90%. In Kadi, the seat fell vacant after the death of BJP MLA Karsanbhai Solanki, following which the party fielded Rajendra Chavda, against Congress's Ramesh Chavda, and AAP's Jagdish Chavda. The contest was seen as an opportunity to guage the Dalit community's voting patterns in the region. The counting of votes for assembly bye-polls across five constituencies in four states began on Monday. These bye-elections were held on June 19. In Kerala's Nilambur constituency, the Congress' Aryadan Shoukath was leading against the Communist Party of India (Marxist)'s M Swaraj by 11,077 votes. The Aam Aadmi Party is leading in Punjab's Ludhiana West constituency and Gujarat's Visavadar seat. In Ludhiana West, the AAP's Sanjeev Arora is ahead of the Congress' Bharat Bhushan Ashu by 6,022 votes. In Visavadar, AAP candidate Gopal Italia was leading against the Bharatiya Janata Party's Kirit Patel by 17,554 votes. In West Bengal's Kaliganj seat, the Trinamool Congress' Alifa Ahmed was ahead of the BJP's Ashish Ghosh by 26,494 votes. In Kerala, the Nilambur bye-poll was held after the resignation of Communist Party of India (Marxist)-backed Independent legislator PV Anvar. In West Bengal, the Kaliganj bye-poll was held after the death of Trinamool leader Nasiruddin Ahmed. In Punjab, the Ludhiana West's bye-election followed the death of AAP MLA Gurpreet Bassi Gogi. The constituency saw a four-cornered contest involving Sanjeev Arora from the AAP, Bharat Bhushan Ashu from the Congress, Jiwn Gupta from the BJP and Parupkar Singh Ghumman from the Shiromani Akali Dal.

AAP candidate and Rajya Sabha member Sanjeev Arora moved ahead in the Ludhiana West assembly by-election on Monday, opening a 2,286-vote lead over Congress rival Bharat Bhushan Ashu after six of 14 counting rounds, Election Commission data showed. The seat polled on 19 June and saw 51.33 per cent turnout. Fourteen hopefuls are in the fray. After six of the 14 rounds of counting, Arora had polled 14,486 votes and Ashu 12,200 votes.
