The right legal framework vital for embracing new tech, says Gobind
Apart from ensuring adequate technological infrastructure, Gobind said there is a need to review legislation that may pose challenges in implementing new technological solutions.
He said there is a unit in the National Artificial Intelligence Office (NAIO) looking into such matters.
According to the minister, discussions on which laws may require amendments are already being held with various stakeholders.
'First of all, we need to look at technology, then ask ourselves if there are conflicts of law involved and how they can be dealt with.
'The NAIO has a unit to look into this. I am sure that in all industries, there will be such problems arising.
'We have to be prepared to face these problems and deal with them as and when necessary, so we can build an ecosystem not just in terms of infrastructure but also a ready legislative framework to move ahead,' he told reporters after speaking during the Asean-Gulf Cooperation Council (GCC) Economic Forum here on Wednesday (May 28).
Citing the example of autonomous vehicle networks, Gobind said that in Malaysia, any vehicle on the road must have a licensed driver behind the wheel to adhere to legal requirements.
'When we talk about autonomous vehicle networks, we are looking at how cars can move on their own.
'We have also already seen autonomous buses in Putrajaya.
'The question is how we can prepare the legal framework for this,' he said.
It was reported last year that an autonomous electric bus service trial will be rolled out in Putrajaya.
Utilising 5G to navigate, the new buses are the result of a collaboration involving national 5G network provider Digital Nasional Bhd (DNB), Ericsson and local autonomous vehicle solutions developer eMooVit Technology Sdn Bhd.

Fahmi hints at new initiatives for animation sector
KUALA LUMPUR: Datuk Fahmi Fadzil has hinted that new initiatives will be announced for the animation sector. The Communications Minister said the new initiatives would involve the National Film Development Corporation Malaysia (Finas) and MyCreative Ventures (MyCV). "Next week, I will give a wrapping-up speech in Parliament and there may be a few questions which I will answer officially at the Dewan Rakyat. Fahmi said the corporate banking sector is of the view that the creative industry, particularly the animation sector, is profitable. At the same time, Fahmi said Finas is currently working hard to strengthen Malaysia's film industry's intellectual property (IP) rights. "Among Finas' efforts are setting up a network which will facilitate locally produced IPs to be brought to the Asean level," he added. Meanwhile, Fahmi said the Riuh X Asean 2025 event would take place from Oct 17 to 26 at a venue to be announced later. Fahmi is expecting 20,000 to 30,000 to attend the event, which is the first of its kind. "This will gather all elements of art, creativity, music and entrepreneurship from Malaysia and Asean, which is true to the theme of Asean 2025 that emphasises unity, inclusivity and sustainability," he said. Among the fringe events taking place over the 10 days is the Riuh X Asean Marketplace. Fahmi said there will be, among others, over 40 stage performances, 30 interactive workshops, 100 food vendors from Malaysia, Thailand, Indonesia and the Philippines. Other events include FrequenSEA, said Fahmi, which is the first Asean music conference that will be held on Oct 21 and 22. Fahmi said admission to the music conference is free and he is targeting over 200 participants including musicians, publishers, and industry leaders to discuss the future of the music industry in South-East Asia. High-level committee set up to oversee cross-ministry rural development
KUALA LUMPUR: A high-level committee (HLC) on rural development has been set up to coordinate efforts across ministries to address rural-urban development challenges, says Datuk Seri Dr Ahmad Zahid Hamidi. The Deputy Prime Minister, who chaired the inaugural HLC meeting in Parliament, said the committee will be the apex strategic platform to align rural development policies and programmes. 'The current development of rural areas is facing increasingly complex challenges from overlapping functions between ministries and agencies to resource constraints and siloed implementation,' Zahid said in a statement on Thursday (Aug 14) The HLC, which will convene at least twice a year, is supported by six working committees focusing on key areas: education, entrepreneurship, rural economy, digitalisation, rural tourism, and infrastructure. Zahid, who is also the Rural and Regional Development Minister, said the initiative is in line with the 13th Malaysia Plan (13MP), which emphasises integrated governance to reduce duplication, optimise resources, and speed up outcomes. He also cited a United Nations Development Programme (UNDP) report that stated that no Asean country is on track to fully achieve Sustainable Development Goals (SDGs) related to rural development by 2030 without better coordination in infrastructure, workforce, human capital, and poverty reduction efforts. "Key areas discussed during the HLC meeting included improving access to rural schools, enhancing rural tourism promotion, strengthening support for senior citizens and special needs groups, and upgrading rural healthcare infrastructure," he said. Several cross-ministry initiatives are already in motion, including the UP_TVET, a centralised application system for vocational and technical training and Inap Desa 2026, aimed at positioning homestays as key attractions during Visit Malaysia Year 2026. Zahid said the government intended to curb rural-urban migration by creating more opportunities in rural areas, nurturing rural tech entrepreneurs, and enhancing the competitiveness of the rural tourism sector. 'Rural development is not just about building physical infrastructure. It's about building the future and unlocking the potential of our people,' he said. 'With a whole-of-government approach, I am confident this HLC will help create a thriving, sustainable rural ecosystem that contributes significantly to national progress,' he added.

Zahid: New high-level committee to bridge Malaysia's rural–urban gap
KUALA LUMPUR: Twelve ministries have been appointed as permanent members of the newly established High-Level Committee (HLC) for Rural Development, which will convene at least twice a year to coordinate policies and initiatives aimed at accelerating rural transformation. Chaired by Rural and Regional Development Minister Datuk Seri Dr Ahmad Zahid Hamidi, the HLC serves as the nation's highest strategic platform for aligning rural development efforts across the country. Zahid said the committee would tackle overlapping ministerial functions, limited resources, and siloed policy implementation that had hampered programme effectiveness. "Rural development faces increasingly complex challenges. The development gap between urban and rural areas must be addressed urgently so that the 8.1 million rural residents are not left behind in the nation's progress," he said in a statement. Citing a UNDP report, he said that no Asean country would likely achieve its Sustainable Development Goals for rural development by 2030 without coordinated action in infrastructure, workforce and human capital development, and poverty eradication. The HLC will be supported by a working committee focused on six priority areas: education, entrepreneurship, rural economy, technology and digitalisation, rural tourism, and rural infrastructure. Key issues discussed at the inaugural meeting in Parliament today included improving access to rural schools, boosting village tourism, enhancing care for senior citizens and special needs groups, and upgrading rural health facilities.
