State Finance Commission submits interim report to Odisha CM
Members of the commission led by chairman Arun Kumar Panda discussed various recommendations in the report, highlighting key suggestions for the state's financial growth.
The meeting with the CM was attended by key officials, including deputy chief minister Pravati Parida, ministers Rabi Narayan Naik and Krushna Chandra Mahapatra and chief secretary Manoj Ahuja.
Earlier in the day, the Commission submitted the interim report to Governor Hari Babu Kambhampati at Raj Bhavan. The Governor has constituted the Sixth State Finance Commission in accordance with Articles 243-I and 243-Y of the Constitution of India.
The Commission will recommend policies governing the distribution of taxes, duties, tolls and fees levied by the three-tier panchayati raj institutions and municipalities, as well as the allocation of their shares.
The body will also suggest measures to improve the financial position of PRIs and municipalities.
The report will be forwarded to the Centre for consideration by the Sixteenth Finance Commission. However, the State Commission will further deliberate on the issues and challenges faced by local bodies and submit its final report within a specified time-frame.
The other members of the Commission present at the meeting included Prof Asit Ranjan Mohanty, Prof Amaresh Samantaray and Bibhu Prasad Nayak, along with member secretary Satyapriya Rath and officer on special duty (OSD) Arindam Dakua.

KCR, Harish Rao Move High Court To Quash Ghose Commission Report On Kaleshwaram Project
Last Updated: Chief Minister Revanth Reddy had earlier announced that the report would be tabled in the Legislative Assembly Former Telangana Chief Minister and Bharat Rastra Samiti (BRS) President K Chandrashekar Rao and former minister T Harish Rao have filed a petition in the High Court seeking to quash the report submitted by the Justice PC Ghose Commission on the Kaleshwaram Lift Irrigation Project. The petition argued that the Commission lacked the jurisdiction to conduct the inquiry and that its findings are invalid. It also claimed that the Commission failed to consider the representations made by KCR and Harish Rao during the investigation. The case is currently under review by the High Court registry. The Judicial Commission, headed by Justice PC Ghose, was constituted by the state government on March 14, 2024, to probe alleged irregularities in the planning and execution of the Kaleshwaram project. Over a period of 16 months, the Commission gathered evidence from a broad range of stakeholders, including former Chief Ministers, ministers, IAS officers, engineers, contractors, journalists, civil society groups, and citizens. Key persons, including KCR, Harish Rao, and Malkajgiri MP Etela Rajender, who was Finance Minister in KCR's cabinet, were questioned, and their responses were analysed before the Commission finalised its findings. The 665-page report was submitted to the government on July 31, 2025, and was subsequently approved by the state cabinet. Chief Minister Revanth Reddy had earlier announced that the report would be tabled in the Legislative Assembly, ensuring that all political parties, including opposition leaders and former ministers, would have the opportunity to express their views freely. He also stated that a full discussion would be held before the government acts on the report. The Commission's report pointed to serious irregularities in the execution of the Kaleshwaram project. It found that many decisions were taken unilaterally by the leadership and later endorsed under pressure from officials. It also highlighted institutional bypassing, noting that decisions were often made in violation of established procedures due to interference from higher authorities. The report further uncovered alleged financial mismanagement and technical flaws, particularly in the construction of the Medigadda, Annaram, and Sundilla barrages. 'Extraction of regular labour corrodes confidence': SC chides 'ad-hocism' in govt jobs
Criticising "ad-hocism" in government employment, the Supreme Court on Tuesday said long-term extraction of regular labour under temporary labels corrodes confidence in public administration. While regularising services of some employees in UP Higher Education Services Commission, a bench of Justices Vikram Nath and Sandeep Mehta said the state was a constitutional employer and it cannot balance budgets on the backs of those who perform the most basic and recurring public functions. "We think it necessary to recall that the state (here referring to both the Union and the State governments) is not a mere market participant but a constitutional employer. Where work recurs day after day and year after year, the establishment must reflect that reality in its sanctioned strength and engagement practices," the bench said. The apex court said long-term extraction of regular labour under temporary labels corrodes confidence in public administration and offends the promise of equal protection. "Financial stringency certainly has a place in public policy, but it is not a talisman that overrides fairness, reason and the duty to organise work on lawful lines. Moreover, it must necessarily be noted that 'ad-hocism' thrives where administration is opaque," the order said. The bench observed the state departments must keep and produce accurate establishment registers, muster rolls and outsourcing arrangements, and must explain, with evidence, why they prefer precarious engagement over sanctioned posts where the work was perennial. The court said if the "constraint" was invoked by the government, the record ought to show what alternatives were considered, why similarly-placed workers were treated differently and how the chosen course aligned with Articles 14, 16 and 21 of the Constitution of India. "Sensitivity to the human consequences of prolonged insecurity is not sentimentality. It is a constitutional discipline that should inform every decision affecting those who keep public offices running," the bench said. The top court said public employment should be organised with fairness, reasoned decision making and respect for the dignity of work. "While creation of posts is primarily an executive function, the refusal to sanction posts cannot be immune from judicial scrutiny for arbitrariness," the order said. The bench further noted non-speaking rejection on a generic plea of financial constraints, ignoring functional necessity and the employer's own longstanding reliance on daily wagers to discharge regular duties, did not meet the standard of reasonableness expected of a model public institution. The apex court was hearing an appeal filed by some employees engaged by the commission between 1989 and 1992 challenging an order of the Allahabad High Court which dismissed their appeal saying they were engaged on daily-wage basis and there were no rules in the UP Higher Education Services Commission for regularisation. The top court's judgement regularised all the applicants with effect from February 24, 2002. "For this purpose, the state and the successor establishment (U.P. Education Services Selection Commission) shall create supernumerary posts in the corresponding cadres, Class-III (Driver or equivalent) and Class-IV (Peon/Attendant/Guard or equivalent) without any caveats or preconditions," it said.

NCSC reviews implementation of constitutional safeguards for SCs in Rajasthan
Agency: Jaipur, Aug 19 (PTI) The National Commission for Scheduled Castes (NCSC) on Tuesday reviewed the implementation of constitutional safeguards for SCs in Rajasthan and issued necessary directions to officials, according to an official statement. NCSC Chairperson Kishor Makwana and member Vaddepalli Ramchander chaired the meeting during which Department of Personnel Secretary K K Pathak gave a detailed presentation on data sought by the Commission. Pathak informed the Commission about the backlog of vacancies for SC employees in different departments over the past years. He said that efforts would soon be made to fill these posts. Issues related to promotions, roster implementation and service matters concerning SC employees were also discussed. The meeting was also attended by Additional Chief Secretary (Social Justice) Aparna Arora and other officials.
