Bengaluru Top Cop Suspended Over Stampede: Here Are Other Cases Of Police Commissioners' Ouster
Last Updated:
Police commissioners being suspended following perceived lapses in handling law-and-order situations has been rare in India
Karnataka's Siddaramaiah-led government has decided to suspend Bengaluru police commissioner B Dayananda, along with additional commissioner (West) Vikas Kumar, deputy commissioner of police (DCP), Central Bengaluru, Shekar H Tekkannanavar, and assistant commissioner of police (ACP) Balakrishna, following the stampede near Chinnaswamy Stadium this week that claimed 11 lives and left dozens injured.
The action came after the tragedy during celebrations for the Royal Challengers Bengaluru's maiden IPL victory that saw an 'uncontrollable" outpouring of fans.
Police commissioners being suspended following perceived lapses in handling law-and-order situations has been rare in India. Here are some past instances:
Mumbai GRP Commissioner (June 2024)—Ghatkopar Billboard Collapse
IPS officer Quaiser Khalid, who was the commissioner of the Government Railway Police (GRP) in Mumbai, was suspended by the Maharashtra government in June 2024. This suspension was for alleged irregularities and 'multiple lapses" in approving a massive hoarding that collapsed in Ghatkopar on May 13, killing 17 people and injuring over 70.
The inquiry revealed that Khalid had allegedly granted permission for an oversized hoarding without the necessary approval from the DGP's office and even altered the contract duration.
Vijayawada Police Commissioner (September 2024)—Harassment of Actor-Model
The case of Kanthi Rana Tata, the then Vijayawada police commissioner (among other IPS officers), being suspended by the Andhra Pradesh government in September 2024, reflects a serious lapse in conduct and abuse of power. These officers were suspended for their alleged involvement in the wrongful arrest and harassment of Mumbai-based actor-model Kadambari Jethwani without a proper investigation.
The inquiry found 'prima facie evidence" of 'grave misconduct and dereliction of duty", including instructions for arrest even before an FIR was officially filed.
Mumbai Police Commissioner (December 2021/May 2023)—Antilia Bomb Scare Case
Param Bir Singh, the Mumbai police commissioner, was suspended in December 2021 following allegations of misconduct and purported mishandling of the Antilia Bomb Scare case. He faced multiple cases of extortion, corruption, and misconduct.
His suspension was later revoked by the Maharashtra government in May 2023 after charges were dropped and a Central Administrative Tribunal order.
Delhi Police Commissioner (April 1997)—Mistaken Identity Shootout
Nikhil Kumar, the Delhi police commissioner, was removed from his post in April 1997. This happened in the furore over the killing of two businessmen near Connaught Place in a case of mistaken identity by the police.
The CBI was asked to probe the incident, and all policemen involved were suspended, leading to the commissioner's removal for the major lapse and loss of innocent lives.

Bengaluru stampede: How further disaster was thwarted on top tiers of Chinnaswamy Stadium
1 2 Bengaluru: While pain, anguish and trauma unfolded outside M Chinnaswamy Stadium Wednesday, a potential disaster was averted by the skin of the teeth inside the stadium — thanks to the swift response of alert private security personnel and police officers. By 5pm on that fateful day, as it became clear certain stands, particularly Stand 13, were overcrowded, D Bhaskar, the managing director of Supreme Care Services, a private security agency deployed by event partner DNA, could sense trouble. "Stand 13 looked dangerous. People were jumping from the upper tier to the lower level to get a better view," Bhaskar recalled. "Some even used pillars and fences to climb down. It was a crowd unlike what we usually see during IPL matches — much more aggressive and unruly." Bhaskar, drawing on his army training and two years' experience of handling RCB match security, read the situation fast enough to realise it was spiralling out of control. "Several stands were operating at over 120% capacity. Those spectators who stood up were blocking the views of those behind, which led to pushing and jostling," he said. "I feared people could fall off the upper stands straight to the ground." Bhaskar immediately approached a senior police officer at the venue. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Obtén audífonos premium sin pagar absolutamente nada Top Audifonos Undo "I must thank him — he acted without any delay. Five police officers from the VIP area were immediately told to control the situation on the upper stands. They moved to the upper tiers and cleared out those threatening to act dangerously," Bhaskar said. "We told the crowd that they were under surveillance and strict action would be taken against any unruly conduct, which instilled some fear and helped calm the situation."

Bengaluru stampede: Panel gets one month to probe stampede
Bengaluru: Karnataka govt Saturday gave retired high court judge Justice John Michael D'Cunha, who heads a one-member judicial commission, one month to investigate the stampede near Chinnaswamy Stadium that left 11 people dead and 75 injured. The govt issued a fresh notification on June 5, assigning priority to the probe into the tragedy that occurred during RCB's IPL victory celebrations. Justice D'Cunha was already heading a commission investigating two sensitive cases — the alleged Covid-era medical procurement scam and deaths of patients due to suspected oxygen shortage at Chamarajanagar district hospital. Initially appointed on Aug 25, 2023, the commission's term was extended in Oct 2024 till July 31, 2025. To accommodate the stampede inquiry, the govt has now extended the panel's term by another month. "Since the commission needs to prioritise the stampede incident and submit its report in a month after completing probe, the term has been extended from Aug 1 to Aug 31, 2025, as it may need extra time to look into the case," the government order stated. The Congress govt has launched a three-tier investigation into the incident — judicial, magisterial and by Criminal Investigation Department (CID). While Justice D'Cunha leads the judicial inquiry, a magisterial probe is being conducted by deputy commissioner of Bengaluru Urban, and CID is holding a parallel investigation. Multiple probes confusing: HD Kumaraswamy Union minister HD Kumaraswamy of JD(S) slammed the govt's approach, calling out the multiple probes as overlapping and confusing. "The govt wants to show that it has taken measures before the high court takes up the suo-motu PIL into the issue. The govt first ordered a magisterial probe, then appointed a commission headed by a retired HC judge, and the case was also handed over to CID. Which report are you going to accept?" he asked.
