Expressing deep grief over the stampede at the Chinnaswamy Stadium in Bengaluru during the recent RCB celebrations, Minister for Small Scale Industries and also district in-charge Sharanabasappa Darshanapur has said that the deaths of the young people are irreparable loss to their families.
He was addressing a gathering after distributing a compensation cheque for ₹25 lakh to the family of 18-year-old Shivalinga who died in the stampede.
Shivalinga, a native of Yadgir district, had gone to the stadium to witness the celebrations but died in the stampede.
Mr. Darshanapur said that the loss of a young boy cannot be compensated. However, it is the duty of the government to console the victim's family and also release compensation. 'I will put in more efforts to provide a job to the brother of the victim at a medical college on a contract basis,' he promised.
MLAs Channareddy Patil Tunnur and Sharanagouda Kandkur, Deputy Commissioner B. Susheela, Additional Deputy Commissioner Sharanabasappa Koteppagol, Assistant Commissioner Hampanna Sajjan and others were present.

The Karnataka high court has said it wants to examine the government's standard operating procedures (SOPs) for crowd control during large public events, in wake of the June 4 stampede outside the M Chinnaswamy Stadium during the celebrations of Royal Challengers Bengaluru's (RCB) IPL victory. On June 4, 11 people were killed in a stampede during the RCB's victory celebrations outside the M Chinnaswamy Stadium (AP) A bench of chief justice Vibhu Bakhru and justice CM Joshi asked advocate general Shashikiran Shetty whether such SOPs were in place and cited the stampede last week at the Mansadevi temple in Haridwar to underscore the importance of protocol in handling mass gatherings. Shetty, informing the bench that the state did have an existing SOP in place and that it had been updated and released by the government on July 1, sought time to place the same on record. The court accepted the request. The new SOPs, framed and made public by the government after the June 4 tragedy, emphasise 'early planning, inter-departmental coordination, behavioural risk assessment, and prioritisation of life safety, and de-escalation' during crowded events, among other things. The state also informed the bench that was hearing a suo motu public interest litigation (PIL) initiated in the aftermath of the stampede, that the judicial commission's inquiry into the June 4 stampede was complete and that the report has been tabled before the cabinet, but was yet to be discussed. Event management company DNA Entertainment Networks, which is a respondent party to the suo motu PIL, pointed out that while the cabinet is yet to take a call on the report and the parties to the matter were yet to receive a copy, sections of the media appear to have accessed the document. 'We are a party to the matter and still haven't received a copy. How is it that the media has all details?' senior advocate Sampath Kumar asked. Kumar added that news reports were hampering DNA's image and urged the court to direct the state to give his client a copy of the full report. He made the same submissions before another bench of the high court that was presiding over related proceedings. He urged the bench of justices Jayant Banerji and Umesh Adiga — hearing the petition filed by DNA Entertainment challenging the judicial commission's inquiry and report — to direct the state to give a copy of such report to all parties. The bench said it will consider DNA's arguments but directed the government to submit a copy of the report meanwhile, for 'its eyes only', to aid its adjudication. The advocate general agreed and said he will give the court a copy of the report by August 5, the next date of hearing on DNA's plea. The stampede on June 4 claimed 11 lives and injured several others. Meanwhile, home minister G Parameshwara said that the former Bengaluru police commissioner B Dayananda, whose suspension was revoked by the government along with three other police officers, will not be reinstated in the same position, and will be instead given a post equivalent to his ranking. Bengaluru: Home minister G Parameshwara ruled out reinstating B Dayananda as Bengaluru city police commissioner, insisting that although his suspension has been revoked following a cabinet decision, he will not return to his previous post. Dayananda was among five senior police officers who were suspended following the June 4 stampede during RCB's IPL victory celebrations at M Chinnaswamy Stadium. Eleven people died in the incident. While the govt rolled back the suspension of four of them, the suspension of additional commissioner (west) Vikash Kumar Vikash remains in effect. Parameshwara said the decision to revoke the suspension was in line with administrative procedures and not a rollback of accountability. "The departmental inquiry will continue," he said. On the lone officer still under suspension, he said, "Since the officer approached CAT (Central Administrative Tribunal), this opportunity was not available. If CAT directs the govt to revoke the suspension like other officers in the incident, then it will be considered." He added that the revocation does not weaken the govt's stand on the incident. "It is not a setback as it was a govt decision," he said. 'Police will act on Ramya's complaint' Parameshwara said police will act on a complaint filed by actor-politician Ramya against fans of actor Darshan, who allegedly issued threats to her. "Such incidents should not happen in future. Today it is Ramya, tomorrow it could be someone else. Somewhere a full stop must be put to such things," he said. Parameshwara added that the police commissioner would issue directions to officials and that he too would ensure such incidents don't recur. Ramya had met commissioner Seemant Kumar Singh Monday and filed a complaint.

BENGALURU: In a major relief to the beleaguered Indian Police Service (IPS) officers, the state government on Monday revoked the suspension of Additional Director General of Police (ADGP) and former Bengaluru city police commissioner B Dayanand and former deputy commissioner of police (Bengaluru Central) Shekar H Tekkannavar and has reinstated them into service with 'immediate effect'. Dayanand and Tekkannavar belong to the IPS batches of 1994 and 2014. Besides the two IPS officers, the government has also revoked the suspension of state police officers -- former Cubbon Park assistant commissioner of police -- C Balakrishna and police inspector AK Girish and has reinstated them into service with immediate effect. Dayanand and the other three police officers were suspended following the Chinnaswamy Stadium stampede on June 4, in which 11 people -- fans of Royal Challengers Bangalore (RCB) -- lost their lives, when they had gathered outside the stadium to celebrate RCB's maiden victory in the IPL tournament. Another IPS officer and former additional commissioner of police (Bengaluru West) Vikash Kumar Vikash, who was also placed under suspension following the stampede had got relief from the Central Administrative Tribunal (CAT), which quashed his suspension order on July 1. The government went in appeal against the CAT order the next day. Meanwhile, the GO, issued on July 28, quoted Rule-3(7)(c) of the All India Services (AIS) (Discipline and Appeal) Rules 1969, to revoke the suspension of Dayananda and Tekkannavar and reinstated into service with immediate effect, 'pending the initiation of disciplinary proceedings under Rule 8 of AIS (Discipline and Appeal) Rules'. The suspension of Balakrishna and Girish was revoked under rule 5(5) of Karnataka State Police (Disciplinary Proceedings) Rule 1965. They have been reinstated into service with 'immediate effect, pending the initiation of disciplinary proceedings as per the rules', read the GO.
