
Water board asked to fast-track execution of K-IV project
KARACHI: Sindh Chief Minister Syed Murad Ali Shah, while presiding over a meeting to review the progress of the K-IV Augmentation Project, expressed serious concern over a burst water line at Karachi University and instructed the water board to repair it and restore the water supply immediately.
'This is unacceptable, that every day one or the other water transmission line bursts, ultimately the citizens have to suffer, therefore it must be resolved once and for all,' he said.
The meeting held at the CM House was attended by Energy Minister Nasir Shah, Local Government Minister Saeed Ghani, Karachi Mayor Murtaza Wahab, Chief Secretary Asif Hyder Shah, Principal Secretary to CM Agha Wasif, Planning and Development Chairman Najam Shah, Local Government Secretary Khalid Hyder Shah, MD Water Board Ahmad Ali Siddiqui, and Project Director KWSSIP.
At the outset of the meeting, the Chief Minister expressed his dissatisfaction and directed the water board to conduct a comprehensive survey of all old lines and develop a five-year plan for their repair/replacement. 'The water board needs to strengthen its system,' he emphasised.
K-IV Augmentation: Reviewing the progress on the Greater Karachi Bulk Water Supply Scheme (K-IV Augmentation Works, KWSSIP-II), the Chief Minister emphasised the strategic importance of the project in addressing Karachi's chronic water shortage and urged all relevant agencies to remove administrative bottlenecks immediately.
The chief minister directed the Local Government Department to expedite the tendering process and secure all necessary No Objection Certificates (NOCS) to ensure that physical work on the Rs 71.8 billion K-IV Augmentation Project begins within the next three months.
The K-IV Augmentation Project is being implemented by the Local Government Department with financial support from the Asian Infrastructure Investment Bank (AIIB), the World Bank, and the Sindh government.
The project comprises multiple packages, including Package A: Water transmission main from Reservoir 1 to Y-Junction. Package B1: Transmission from Reservoir R2 to Federal Urdu University. Package B2: From Federal Urdu University to Gul Bai, and Package C: From R3 to Banaras, and a 2.7 km common corridor shared with the Karachi Bus Rapid Transit (KBRT) system
The project's design, was finalised and reviewed by the international Austrian firm, in line with Planning Commission directives. Bid documents were prepared and are being updated by the supervision consultant.
The process for hiring a Construction Supervision Consultant (CSC) has already begun. The Technical and Financial Proposals' Technical Evaluation Report (TER) was approved by the World Bank. The Financial Opening took place last month, and the Contract Evaluation Report (CER) was shared with the World Bank. Following No Objection Letter (NOL) clearance, the letter of award was issued on May 6, and the contract, v is expected to be signed on May 12, 2025.
To facilitate the project, 18 different agencies were approached for NOCS. So far, NOCs have been secured from seven agencies.
Chief Minister Shah reiterated his commitment to accelerating the delivery of the K-IV Augmentation Project to ensure equitable access to clean drinking water for Karachi's growing population.

ADB approves $800M financial package for Pakistan

According to the Ministry of Finance, the package includes a $300m policy-based loan (PBL) and a $500m program-based guarantee (PBG). This significant development is the result of joint diplomatic efforts by the Ministry of Economic Affairs and the Ministry of Finance. ADB projects that Pakistan's growth will increase to 3.0% in FY20. 'Pakistan's economy has benefitted from improved macroeconomic stability through robust reform implementation in areas such as tax policy and energy sector viability,' said ADB Country Director for Pakistan Emma Fan. 'Growth is projected to persist in 2025 and to increase in 2026. Sustained implementation of policy reforms is vital to buttress this growth trajectory and fortify fiscal and external buffers.' Previously, ADB had postponed the approval of a $800m financing package for Pakistan for five days on the request of India that sought time to evaluate the loan documents, exposing flaws in the lender's rule book that allows such extensions. The secretary said that under the ADB rules any director can seek a one-time extension on the date and India took the benefit of this rule. ADB country office did not respond to a request for comment on the development. The Indian move came after it failed to block the approval of the $1 billion worth second loan tranche by the International Monetary Fund. The postponement by ADB underscores that Pakistani representatives in the World Bank, the IMF, the Asian Infrastructure Investment Bank and the ADB will have to adopt a proactive approach to protect the country's economic interests. The five-day postponement has not impacted Pakistan's external financing plans and the money is expected to flow in the central bank's accounts after the approval by the board on June 3rd. Tensions between India and Pakistan escalated on April 22, after an attack in Pahalgam area of Indian-Ilegally Occupied Jammu and Kashmir (IIOJK) killed 26 people. India blamed Pakistan for the incident without providing any evidence. Islamabad denied India's claims and called for an independent probe. India then suspended the 65-year-old Indus Waters Treaty, cancelled visas, and closing border crossings leading to tit-for-tat measures by Pakistan. The military engagement further intensified with missile strikes on May 7 targeting several cities in Punjab and Azad Jammu and Kashmir, followed by Pakistan downing Indian warplanes. As hostilities increased, both countries launched military strikes, with India hitting Pakistani airbases and Pakistan retaliating by damaging Indian missile storage sites and other strategic targets. By May 10, US-led diplomatic efforts resulted in a ceasefire agreement, though both countries continue to engage in a war of narratives.

KE highlights future outlook
KARACHI: K-Electric (KE), Pakistan's only vertically integrated power utility, held its Corporate Briefing Session at the Pakistan Stock Exchange (PSX) on Monday, reaffirming its commitment to reliable, affordable, and sustainable power supply to Karachi and its adjoining areas. The session provided stakeholders, analysts, investors and members of the media with a comprehensive update on KE's operational progress, recently announced tariff decisions by the regulator, and strategic direction. During the briefing, KE presented its recently approved Multi-Year Tariff (MYT) for FY24–FY30, which enables its proposed execution of the USD 2 billion investment plan to modernise and expand Karachi's power infrastructure. The utility also discussed its progress in renewable energy development, having successfully completed competitive bidding for 640 MW of renewable projects. These include landmark bids such as the 220 MW hybrid solar-wind project at Dhabeji, awarded at a record-low tariff of PKR 8.92/kWh, which stands approved along with the 150 MW Winder-Bela solar Projects. In line with its ambition to diversify the energy mix and reduce reliance on expensive fuels, KE aims to integrate 30% renewable energy share into its generation mix by 2030. 'NEPRA's approval of our MYT enables us to unlock critical investments in infrastructure for safe and reliable supply of power. The approved tariff will allow us to build on our commitment to operational efficiency, sustainability, and community outreach,' said Muhammad Aamir Ghaziani, Chief Financial Officer at K-Electric. 'With a lot of misgivings around the approved tariff, I want to stress that this approval will not impact consumer-end tariff which is governed under the Government of Pakistan's uniform tariff policy.' Since privatization in 2005, KE has invested over USD 4.6 billion in its infrastructure – reinvesting all profits. These investments have led to major improvements across the power value chain, including a 104% increase in transmission capacity, a 2.3x growth in distribution capacity, 18.2 percentage points reduction in T&D losses, and a 16 percentage point improvement in generation efficiency. KE's grid infrastructure has expanded from 52 to 74 grid stations, and load-shed exempt network has increased from 6.6% in 2005 to 70% today.
