Home Minister Datuk Seri Saifuddin Nasution Ismail said this is to ensure the safety and orderliness of all participants, even though rally organisers are no longer required to submit prior notice to the police, following a Federal Court ruling that declared Section 9(5) of the Peaceful Assembly Act 2012 unconstitutional.
He acknowledged, however, that the court's ruling has made it a little difficult for PDRM to plan appropriate security measures.
'If organisers were still required to inform the police, we would at least know the venue and expected crowd size, allowing us to deploy personnel accordingly, not to obstruct, but to facilitate the gathering.
'But now, without prior notification, the police must fully mobilise all available resources to devise an appropriate strategy,' he told a press conference after the Home Ministry's monthly assembly today.
Despite the challenges, Saifuddin gave assurance that PDRM will manage security professionally.
He also reminded organisers and participants to abide by the existing provisions of the Peaceful Assembly Act 2012.
Organisers, he said, are responsible for ensuring that no dangerous weapons are brought to the rally, no speeches undermine the monarchy or religious harmony, and that children are not involved in the gathering.
'If police take action, don't claim your freedom has been violated because the relevant laws still apply.

In a statement issued yesterday, the branch's publicity secretary Fang Toung Shyuan acknowledged the government's intent of preventing retirees from misusing their EPF savings and potentially falling into financial hardships. However, he also stressed about the retirement funds rightfully belonging to the contributors. 'EPF savings are the result of a member's lifelong hard work. 'Once they reach retirement age, the funds belong to them, not the EPF. 'Imposing mandatory restrictions on how these savings can be accessed is unjustified,' he said in the statement. Fang called upon the government to respect the voices and feedback of EPF contributors, whose funds had been accumulated over many years of employment. He argued that retirees should not be subjected to a rigid, one-size-fits-all policy, especially when many already had personal retirement plans in place. 'At the very least, members must be free to choose their preferred method of withdrawal,' he said. Fang also expressed concern over recent declines in EPF investment returns, which he warned could lead to public suspicion that the proposed policy served as a means for the government to shift financial risk to the people. He noted that some contributors planned to use their EPF savings to start small businesses, invest, support their children's ventures, or to make home purchases. Furthermore, he cited EPF's data reporting that around 50 per cent of members had less than RM10,000 in their accounts at retirement funds. 'If a monthly disbursement system is enforced, it could mean receiving only a few hundred ringgit per month, which may last just two to three years.' He said the strength and stability of Malaysia's government have earned the nation international recognition, leading to its selection as the coordinator for ceasefire negotiations between Thailand and Cambodia. 'The country remains peaceful because we have a strong government. Therefore, we must be cautious of any efforts aimed at weakening it. If the country were to fall into disarray, with constant conflict and political demands, who would come to us?' he said.
