Hebert then handed Everett a ticket. 'There was no overt aggressive, or angry, behaviour visible by either Cpl. Hebert or Mr. Everett.'

Tossing the documents back into Everett's lap, 'which may have been born out of frustration, does not amount to conduct that could be considered a disciplinary violation,' said the decision.

'We also have to bear in mind that Mr. Everett was live streaming the interaction, making this something of a performance piece, intended for an audience in a Facebook world.'

Everett testified Hebert was 'stalking' him on June 14, 2023. 'He relates this to the idea that Cpl. Hebert saw him as a 'cop hater.''

For his part, Hebert said he was patrolling Amherst's Mission Street that day, when he thought he heard someone call out to him from a social gathering beside Everett's duplex.

'He reversed, and video evidence shows a woman quickly coming from the Everett side of the building, shouting at him,' said the decision.

'She was angry about a traffic ticket that he had issued to her, saying that he had reported the ticket matter to her social worker. There was little interaction between Cpl. Hebert and the woman, and none with Mr. Everett who was apparently part of the social gathering.'

While the two men didn't interact that day, Everett argued that 'the mere presence of Cpl. Hebert was improper, and was part of the 'stalking,'' said the panel's decision.

'While Mr. Everett sees his minor (if any) involvement in a citizen protest in 2022 as making him a target, and subject to surveillance by APD, we disagree. There is no evidence that Mr. Everett had any prior involvement with the criminal justice system, or otherwise with APD. It seems very highly unlikely that Cpl. Hebert, or the APD, would have any interest in the activities of Thomas Everett. He hardly seems to be a crime figure, or even a 'serial protester,' if a protester at all.'

Hebert 'had a valid reason to be on Mission Street,' said the decision, which notes he was looking for someone wanted by police.

The panel also found 'there was no misconduct' relating to the chirping incident. 'We reject any suggestion that there was any targeting of Mr. Everett underlying that event. It was within Cpl. Hebert's discretion to respond to the actions of Mr. Everett on that occasion by issuing a ticket.'

Halifax RCMP ask for help identifying driver who fled from fiery car crash

THE CANADIAN PRESS/Jason Franson Halifax RCMP is asking for the public's help identifying a man involved in a crash in Westphal early Saturday morning. Police and fire services responded to a report of a single-vehicle crash in the 200 block of Lake Major Road around 1:09 a.m., a release from the RCMP reads. RCMP officers learned a Pontiac Grand Prix was travelling at a high rate of speed when the driver lost control and struck a power pole, severing the pole. The Pontiac then struck the back of a parked dump truck before it hit another pole and caught fire. Police say the driver and sole occupant, a man, was observed running into the nearby woods before officers arrived. The Halifax Regional Police Canine Unit was engaged but was unsuccessful in finding the man. Investigators are asking anyone with information about the incident, or dashcam footage of the Pontiac Grand Prix, to contact RCMP Halifax Regional Detachment at 902-490-5020 or Crime Stoppers at 1-800-222-8477. Jewelry store robbery suspects busted in Barrie, Ont.
Barrie police were called to Georgian Mall after a jewelry store robbery, Mon., Aug. 19, 2025. Five men walked into a Barrie's Georgian Mall (RioCan) jewelry shop at around 1:50 Monday. The young masked men smashed the display cabinets and stole jewelry before running down to the lower parking level where they hopped into a waiting car. Barrie police were provided with a description of the getaway car by witnesses – including the licence plate number – and discovered it had been stolen in Toronto last week. Police caught up to the car as it drove southbound on Highway 400 towards Mapleview Drive. They followed the vehicle until it attempted to exit at Innisfil Beach Road, but the driver lost control and skidded off the road. The young men attempted to flee the area, but Barrie Police quickly had them surrounded and all five were arrested in short order. The suspects were transported to Barrie Police Headquarters where detectives continued the investigation. The Criminal Investigation Division charged the boys and men, who range in age from 16 to 21, from Toronto, Mississauga and Barrie, with: Robbery with violence, Disguise with intent, Flight from peace officer, Dangerous Operation, Possess stolen property over $5,000, Possess stolen property under $5,000. Of the five arrested, one of the accused who is 17 years old, was found to be in possession of a fully loaded semi-automatic firearm. He is further charged with: Unauthorized possession of a firearm, Knowledge unauthorized possession of a firearm, Possession of a loaded prohibited or restricted firearm, Possession of a firearm, prohibited or restricted weapon obtained by crime, Occupant of motor vehicle knowing there was a firearm, Carry firearm weapon, prohibited device or ammunition in a careless manner, Possess weapon for a dangerous purpose, Carrying concealed weapon. All five were kept in custody for a bail hearing, which is scheduled to take place Tuesday. The Barrie Police Service thank the public who assisted with providing detailed information that resulted in the robbery coming to a safe conclusion.
