B40 folk in Sibu get help in obtaining motorcycle licence

Lau says a motorcycle licence is a ticket to economic survival.
The Class B2 Motorcycle Licence Assistance (BLM) programme received an overwhelming response in the Lanang constituency in Sibu, Sarawak.
The 1,650 participants from the B40 group obtained their licences to enable mobility and promote socio-economic improvement of low-income communities.
Dewan Rakyat Deputy Speaker Alice Lau Kiong Yieng described the programme as a catalyst for change at the grassroots level, enabling participants to access job opportunities in the rapidly growing transport and delivery sector.
The programme not only removes the cost to obtaining a licence, but also has a direct impact on the ability of the B40 group to participate in the gig economy and delivery-based jobs.
'This is the inclusive approach we want – not only meeting daily needs but also providing space for the people to build a better life.
'A motorcycle licence is not just a piece of paper, it is a ticket to economic survival,' said Lau at the clo­­sing of the programme.
The BLM programme, which is run by the Road Transport Department (JPJ), was implemented last year in Sarawak.
The oldest participant was 72 while the youngest was 16.
Lau also expressed her appreciation of the roles of enforcement agencies such as JPJ, police and Commercial Vehicle Licensing Board (LPKP), which educate and ensure compliance with road laws.
'We want everyone to return home safely.
'That is why the government's target to reduce road deaths by 50% by 2030 is a humanitarian responsibility,' said the Lanang MP.
JPJ Sarawak director Norizan Jili and JPJ Sibu branch head Nurul Fairezzah Safri were among those present.

KUALA LUMPUR: Fifth-generation (5G) jets from France, the United States or Russia will be considered for procurement as part of efforts to replace Malaysia's current jets by 2040, the Dewan Rakyat was told. Defence Minister Datuk Seri Khaled Nordin said this would be considered if the delivery of F/A-18 Hornet fighter jets from Kuwait takes too long. 'The 5G jets, be it from France, the United States or Russia can be considered, although it will take a long evaluation period. 'We aim to replace our current jets by 2040,' he said when winding up debates on the 13th Malaysia Plan on Wednesday (Aug 20). He added that the ministry is not ruling out efforts to ensure all 18 of Malaysia's Sukhoi fighter jets are operational by 2030. Khaled explained that the procurement of the F/A-18 Hornet fighter jets from Kuwait is only a stopgap measure as part of efforts to procure new jets by 2040. He said discussions were held with Kuwait, adding that the United States, which is the supplying country, has no objections towards this procurement. Any procurement involving defence assets, including jets, must obtain approval from the supplying country, he explained. 'We will still have to undergo several processes, where members of our Air Force team will evaluate these jets in terms of preparedness, next month. 'We will also only be able to receive these jets once Kuwait receives their new jets from the United States,' he said, adding that there is still no set date on when this will take place. The minister was responding to a question by Datuk Dr Zulkafperi Hanapi (IND-Tanjong Karang), who wanted to know about the status of procuring F/A-18 Hornet fighter jets from Kuwait.

KL20 Action Plan progress with 41,696 applications received

KUALA LUMPUR: Science, Technology and Innovation Minister Chang Lih Kang revealed that 41,696 applications have been received under the KL20 Action Plan across its 12 key initiatives. The initiatives have benefited 40,751 recipients as of June 30 this year. Minister Chang reported that the MyStartup single window portal has registered 4,464 active startups. This reflects strong interest and overwhelming response to the initiatives introduced under the plan. He announced that Kuala Lumpur climbed to 18th position on the Emerging Startups Ecosystems list published by Startup Genome this year. This represents significant improvement from the 21st to 30th bracket position in 2024. Chang made these statements during the question-and-answer session in the Dewan Rakyat today. He was responding to Tan Kar Hing from PH-Gopeng, who inquired about the KL20 Action Plan's progress. The question also addressed the ministry's efforts to position Malaysia as a competitive startup hub in ASEAN. In reply to a supplementary question about allegations that the initiative mainly benefits foreign companies, Chang dismissed the claim. 'KL20 is not merely an initiative to attract foreign startups, talents or investors into the country,' he clarified. The minister emphasized that the plan also aims to strengthen the local startup ecosystem at the global level. Chang confirmed that the Science, Technology and Innovation Ministry and Cradle Fund Sdn Bhd will continue enhancing the local startup ecosystem. These efforts will continue even after Malaysia's chairmanship of ASEAN ends. The ongoing initiatives include the establishment of a Centre of Excellence. Enhancement of regional platforms is also part of the plan. ASEAN market access focused on Malaysia represents another key component. The 86th National Council for Local Government meeting today agreed to implement the Government Service Efficiency Commitment Act 2025 (Act 867) at state and local authority levels, reinforcing the public service reform agenda. Minister of Housing and Local Government, Nga Kor Ming, said Act 867 is centred on four key principles: improving service efficiency, reducing bureaucratic red tape by at least 25 per cent, enhancing accountability in governance and ensuring effective regulation through structural reforms. 'The government will review outdated regulatory instruments that burden the public and the business community. We aim to reduce regulatory burdens by 25 per cent, introduce a 'One In, One Out' approach for regulatory documents, and establish a performance rating system for services. This includes offering financial incentives to civil servants for their performance, with recognition and rewards,' Nga said in a statement today. The Government Service Efficiency Commitment Bill 2025, intended to improve the quality and effectiveness of government services, was passed in the Dewan Rakyat on March 6 and in the Dewan Negara on March 25. During the meeting, chaired by Deputy Prime Minister Datuk Seri Fadillah Yusof, seven key papers were presented, covering topics such as public administration reforms, sustainable urban development, inclusivity, government procurement improvements and the country's strategic energy transition towards a greener, more resilient future. Nga added that the council also reviewed the 2025 Urban Renewal Bill, aimed at facilitating efficient, inclusive and sustainable urban redevelopment. Guidelines for parking spaces for persons with disabilities (PWD) were also discussed to ensure a consistent nationwide approach. 'A proposal was made to implement central cooling systems in industrial zones, which could reduce carbon emissions, lower energy costs, and improve industrial efficiency. We also discussed guidelines for solar farm planning to ensure renewable energy development is both environmentally friendly and beneficial to local communities,' he said. The meeting reaffirmed the federal government's commitment to strengthening cooperation between state governments and local authorities to achieve Malaysia MADANI's aspirations. 'All the decisions made today will serve as a foundation for more efficient, inclusive, and sustainable local governance, ultimately benefiting the people and ensuring balanced, long-term national development,' Nga concluded.
