
Limitation clause sparks concern even as second Waqf survey details are yet to be notified in Telangana
According to those familiar with the matter, the second Waqf survey, which was completed earlier this year, enumerated approximately 13,400 properties. However, unlike those listed in the first survey, these comprise much smaller land parcels.
'These smaller properties are like chillas, which are hardly of any size. However, the survey details are yet be finally published. At this point, there is no question of encroachment in the second Waqf survey because these properties are small. The issue of encroachment arises in relation to the first survey, after which it was found that over 75% of Waqf lands were encroached upon,' a senior official of the Telangana State Waqf Board (TGSWB) said.
According to official data, the first Waqf survey listed 33,939 institutions spread over a total of 77,538 acres. Of this, 57,423 acres were found to be encroached upon. However, sources within the Board speculate that the extent of encroachments may have increased since then to about 80% being encroached.
Now, with the new waqf legislation applying the Limitation Act, a move the Union government maintains will reduce prolonged litigation, members of the All India Muslim Personal Law Board (AIMPLB) have expressed concerns that this would enable encroachers to remain in possession of waqf land.
Speaking at a public meeting organised in New Delhi on Tuesday (April 22) to oppose the new legislation, Hyderabad parliamentarian Asaduddin Owaisi, who is also a member of the AIMPLB, quoted a document on waqf properties which he said was released by the Bharatiya Janata Party (BJP), and stated that a majority of properties were encroached upon.
'We want to ask the Prime Minister that when you have admitted that 70% of waqf properties have been encroached upon, you making encroachers owners by applying the Limitation Act. I am certain that in several States, they have already been made owners through land mutation,' he said.
A TGSWB official noted that with the Limitation Act now being applied, encroachers could seek ownership through adverse possession. If this happens, cases could be filed in civil courts rather than the Waqf Tribunal. However, this also raises other challenges, he said, even as he claimed that the case would not be as simple. These include establishing limitation, paying court fees, and filing appeals in case the Waqf institution or Board receives an adverse order.

Rajya Sabha passes IIM Amendment Bill 2025 amid Opposition walkout
New Delhi, Aug 20 (UNI) The Rajya Sabha today passed the IIM (Amendment) Bill, 2025 by voice vote amid a walkout by the Opposition. The bill pertains to the establishment of an Indian Institute of Management (IIM) in Guwahati, Assam. With this, the bill has received the approval of both Houses of Parliament, as the Lok Sabha had already passed it earlier. The Opposition staged a walkout over their demand for a discussion on the Special Intensive Revision (SIR) of the electoral rolls in Bihar, which was not accepted. Due to the uproar by the Opposition, the House was adjourned twice. When proceedings resumed at 2 PM, presiding Deputy Chairman Bhubaneswar Kalita called upon Education Minister Dharmendra Pradhan to introduce and move the bill for discussion and passage. As soon as Pradhan stood up to speak, Opposition members began demanding a discussion on the electoral roll issue and started raising slogans near the Chair. Kalita allowed Leader of the Opposition Mallikarjun Kharge to speak, but when Kharge attempted to raise the electoral roll issue, the Chair disallowed it, stating that no discussion on matters other than the bill would be permitted. In protest, the Opposition members raised slogans and walked out of the House. Following a brief discussion and the Minister's reply, the bill was passed by voice vote. Some amendments to the bill had been proposed by Opposition members, but due to their absence from the House, these could not be moved. The bill provides for the establishment of an IIM in Guwahati. Until the first Board of Governors is formed, the institute will be run by a person appointed by the central government. The estimated cost for this institute is Rs 5,500 crore. The bill also includes amendments to the Indian Institutes of Management Act, 2017, declaring IIMs as institutions of national importance and providing for regulation of their functioning. Responding to the discussion, Pradhan said the bill fulfils a long-standing demand of Assam and that academic sessions would begin from this term itself. He added that student admissions and faculty recruitment would be done accordingly. He noted that this would be the 22nd IIM in the country, with a total cost of Rs 555 crore. Pradhan highlighted that India has become the world's fourth-largest economy and is on its way to becoming the third largest, attributing this progress to the skills of its youth and the contribution of national institutions. He accused previous governments of neglecting the Northeast. He said that while only 13 IIMs were established in the first 53 years since the inception of IIMs in 1961, the number has increased to 22 in the last 11 years under the Narendra Modi government. The Education Minister also mentioned that the UAE had requested India to establish IITs and IIMs there, in recognition of their achievements. As a result, such institutes have now been established in Abu Dhabi and Africa. Earlier, BJP's Geeta alias Chandraprabha initiated the discussion by saying that the pace of opening educational institutions has doubled since the Modi government came to power. She claimed that two new colleges and one new ITI are being opened every day in the country. YSRCP's Golla Babu Rao demanded that vacant faculty positions at the Visakhapatnam IIM be filled. Biju Janata Dal's Niranjan Bishi supported the bill and also raised the issue of filling vacancies in these institutions. AIADMK's M. Thambidurai raised the issue of student suicides in management institutes. NCP's Praful Patel welcomed the move to open an IIM in Assam and supported the bill. BSP's Ramji raised the issue of SC/ST students not receiving their PhD fellowships on time. He demanded that 50 percent of seats at the new institute be reserved for students from the Northeast. People lose Rs 20,000 crore per year in online gaming: Data
Representative image NEW DELHI: Much against the arguments put forth by gaming companies against the ban on real-money gaming, the government estimates that around 45 crore people lose close to Rs 20,000 crore every year in online real-money gaming, according to data provided by an official source on Wednesday. The source said the government believes that online real-money gaming is turning into a "major problem for society," and decided to prioritise people's welfare over the revenue loss it will suffer on account of the ban. "There is a rough estimate that 45 crore people lose money every year. Total impact of the loss is estimated to be around Rs 20,000 crore," the source said, on a day when the Promotion and Regulation of Online Gaming Bill, 2025 was tabled and passed in the Lok Sabha. "Every parliamentarian has raised concerns about the ill effects of online gaming involving money. Between revenue from one-third of the industry segment and social welfare, the government has chosen welfare of society," the source said. The bill proposes to promote e-sports and online social gaming while banning money gaming in any form. "There will be a budget for it, and schemes and authority for their promotion. They comprise two-thirds of the industry. It will create job opportunities for the online gaming industry," the source said. Action under the bill against entities involved in money gaming will be taken mainly by state govts. Any person offering an online money gaming service in violation of stipulated provisions will face imprisonment of up to three years or a fine that may extend to Rs 1 crore, or both. The provisions also stipulate imprisonment of up to two years and/or a fine of up to Rs 50 lakh, or both, for those putting out advertisements in contravention of rules. Several online real-money gaming platforms "masquerade as game of skills" entities to differentiate themselves from gambling or betting, the source said. "Those who play the games are victims. They will not be punished as per the bill, but there will be action against those who provide real-money gaming platforms, facilitate transaction services, etc," the source said. The government has been making efforts for the last three-and-a-half years, which were being bypassed by the real-money gaming players. "Government tried to check it through GST, but it was being bypassed. There was a proposal for a regulatory body, but that was impacted by a conflict of interest. The provisions under the bill were drafted after several complaints were received from the public and their representatives," the source said.
