€300m plan to buy massive naval ship may be changed as officers seek more combat-oriented craft

THE €300m PROJECT to purchase Ireland's biggest ever naval ship is in the doldrums as senior Defence Forces personnel seek a more combat orientated vessel.

reported that the Department of Defence had issued documents in a European Union portal outlining its requirements for would-be ship builders.
The Multi-Role Vessel (MRV) would allow the Irish Naval Service respond to large-scale humanitarian crises, it was planned.
The release revealed that the ship would be an 'auxiliary hospital, cargo, tanker and roll-on-roll off vessel'. This meant that it would be able to carry vehicles which would be able to drive off a ramp while the ship was deployed.
It would also be able to carry helicopters and provide 'a flexible and adaptive capacity for a wide range of maritime tasks, both at home and overseas'.
The vessel was to be 'the flagship of the Irish naval fleet'.
The much vaunted project has been in the works for years. Back in 2020, Paul Kehoe, the then-Minister of State at the Department of Defence,
had spoken about planning being underway
in a Dáil comment.
The MRV would replace the now decommissioned LÉ Eithne, Kehoe said in 2020. That replacement plan was first mooted in 2015.
The new vessel was not mentioned
in the most recent National Development Plan
announced by the Taoiseach and senior ministers last month.
We asked the Department of Defence what progress was being made on the project. They said:
'Over the coming months, the Department of Defence and the Defence Forces will re-evaluate all strategic equipment and infrastructural priorities to align with the revised 2026-2030 multi-annual capital allocations.'

has now learned that cryptic line was issued because behind the scenes there is a reimagination underway of the project.
It is understood that Naval Service and Defence Forces officers are now advocating for a much more combat-orientated ship known as a Multi Role Combat Vessel (MRCV).
The view among military experts, according to sources, is that this would be much more suited to the true multi-mission capability needed for a navy patrolling the north Atlantic.
It is understood that some are advocating for more aggressive platforms, known as Frigates. These ships are similar to those seen in other navies and carry a variety of capabilities and offensive weaponry.
Sources have said this is causing some issues with civil servants working in procurement regarding the possible public reaction to having an overtly aggressive ship.
It is understood one of the ships being considered is the Arrowhead 140 frigate from British ship builder Babcock.
According to
its website the company
said the ship 'originates from an air defence frigate, but is able to change operational role rapidly depending upon capability needs and will meet naval requirements both now and in the future'.

The Arrowhead 140 is a ship that is capable of Anti-Aircraft Warfare, Anti-ship and anti-submarine operations. The vessel manufacturers already have links to French arms company
Thales which has recently agreed a deal
with Ireland for sonar equipment.

The Department view
We asked for documents from the Department of Defence (DOD) under the Freedom of Information process in regard to progress in the project. They issued us subsequently with a briefing note.
This did not give any definitive detail on the project, progress of the procurement process or any timelines on when it would be delivered.
It did say that planning is underway following Cabinet approval of a full replacement programme for the existing naval fleet which would comprise of eight vessels.
'Various approvals are required to progress the project, including Government approval (for projects over €200m) before tendering and again prior to any award of contract after which an implementation stage would commence prior to ultimate delivery,' the document states.
The DOD explained also the nature of the bureaucracy associated with such a project.
In an apparent confirmation of the reason for the delay, they said that the MRV project is guided by the Government's Infrastructure Guidelines (IG) published in December 2023. The project is now slowly making its way through the preliminary stages before there are a number of reviews carried out.
While it appeared that there was Government approval previously for the project it has now emerged that it is yet to be signed off by the Cabinet.
'Various approvals are required to progress the project, including Government approval (for projects over €200m) before tendering and again prior to any award of contract after which an implementation stage would commence prior to ultimate delivery,' the briefing note states.
The process is further complicated by a raft of strategic assessments and compiling of a so-called business case stage.
There is a key line that states that departments working on major infrastructural projects must come up with a list 'of potential options which could address the needs to be met'. That may well be the signal and grounds to change the shape of the project from MRV to MRCV.
'Marine advisors were appointed to support the MRV project and work remains ongoing that will inform next steps. A Prior Information Notice (PIN) was published in 2024 to advise the market of the intention to run a competition to replace the former flagship, with an estimated value of €300m.
'The MRV project is being progressed with a view to submitting a Strategic Assessment and Preliminary Business Case to Government,' the Department note stated.
While the DOD gave no details on what is actually happening in terms of the ultimate project, security sources said there is a hidden cost.
There would need to be massive works at the Naval Service's Haulbowline base in Cork Harbour with an extension of quaysides and dredging to facilitate the much bigger ship.
There will also need to be a strategy to recruit and train very highly skilled technicians.
One optimistic source said that if it does come off the ship will be a huge leap forward for Ireland.
But as another well-placed security source said: 'No one is holding their breath that this going to happen.'

In 1979, Loughran's Stores Ltd was founded just outside of Dundalk, in Haggardstown, Co. Louth, but the Loughran family has been farming the land since 1908. The company's managing director, James Loughran, the third generation of his family to farm the land, explained to Agriland that originally, it was an "old Land Commission" farm - 40ac and a farmhouse. In the 1970s, the grain store was built, and trading began with farmers in the local area, a number of which Loughran's still trade with today. Loughran joined the business in 2002, with the goal of doing something "slightly different, but still within our skill set", especially with the company's wheat, oats, and barley. In the early 2010s, while on holiday in Canada, Loughran became interested in Vancouver's craft beer scene, and the city's intake of malt barley per year. Back home, he recognised that the Irish brewing and distilling industries were growing for smaller, independent businesses. However, Loughran felt that there was limited opportunities for Irish brewers to access local malt - crushed, in 25kg bags - simply because the facilities were not there. In 2014, the company started crushing a small amount of malt barley, and supplied it to breweries around Ireland. Crusher at Loughran's Storehouse, Co. Louth Over the years, the company has diversified what it distributes, to offer brewers a full range of base malt, specialty malts, and hops. The company continued to expand and followed a simple, but effective, business model - provide brewers and distillers with all the ingredients they need: a "one-stop shop", as Loughran himself puts it. The Old Carrick Mill Distillery is 30km away from Loughran's Storehouse, just across the county border, in Carrickmacross, Co. Monaghan. The distillery was founded by Steven Murphy, a Monaghan native, and is supplied by Loughran's. Murphy founded Old Carrick Mill 14 years ago, on the site of an old mill which leads back to the world-famous B&G vineyard in Bordeaux, France, and the Barton family. Having traced the mill's roots all the way south of France, B&G gifted Murphy 50 of its finest red wine barrels, which he filled them with whiskey. Despite its continental history, Old Carrick Distillery is rooted firmly in south Co. Monaghan. Throughout the premises, Murphy has links to the local area proudly on display. A local expression is proudly etched into the bottles of whiskey: "From Carrickmacross to Crossmaglen, there are more rogues than honest men." Whiskey produced at Old Carrick Mill Distillery However, gin was Old Carrick Mill Distillery's first product. Murphy explained that the only "law" in making gin is that the main botanical is juniper, and it has to be 40% alcohol. As a result, Murphy began growing junipers on site in Carrickmacross so that he could produce 100% Irish gin further down the line. He planted the trees "eight or nine" years ago, with mixed results. According to Murphy, junipers are a "lazy" tree, and it could be 10 years before they put out a berry. Once harvested, Murphy intends to use his junipers to make gin along with other Irish products, such as apples and blackberries. "Who is to say gin has to taste a certain way?" Murphy asked. "It has to have junipers in it, but everything else can be different."

I do not think Conor McGregor is fit to be president of Ireland, minister says

CONOR MCGREGOR WOULD not be fit to be president of Ireland, a minister has said. Transport Minister Darragh O'Brien compared MMA fighter McGregor, 37, to Ireland's outgoing president Michael D Higgins, who is a former arts minister and sociology lecturer. O'Brien said McGregor was free to challenge the process to get on the presidential ballot paper but that the Irish constitution was 'clear'. He was responding to comments from McGregor to The Sunday Times where he said he is considering a legal challenge to the eligibility rules for the presidential elections. To become a candidate, a person must be nominated by either 20 members of the Irish parliament or four local authorities. They also must be an Irish citizen who is 35 or older. An election for the largely ceremonial role is expected towards the end of October, as it must take place in the 60 days before outgoing President Michael D Higgins' term ends on November 11. So far, two candidates have secured sufficient nominations to get on the ballot: former farming journalist and EU commissioner Mairead McGuinness, who is the Fine Gael nominee; and Catherine Connolly, a left-wing independent and former Galway mayor who has received the backing of opposition parties and independents. 'So I don't think he would be fit to hold that office.' Last month, McGregor has lost his appeal against a civil jury's finding in favour of Dublin woman Nikita Hand, who accused him of rape. Ms Hand, 35, successfully sued McGregor in a civil court over an incident in which he was alleged to have 'brutally raped and battered' her in a penthouse at a south Dublin hotel in December 2018. Ms Hand was awarded almost 250,000 euro in damages and McGregor was also ordered to pay about 1.3 million euro in legal costs following the November trial.
