State will not join PM SHRI, says Sivankutty

T'puram: After an abortive attempt to join PM SHRI (Pradhan Mantri Schools for Rising India) scheme, the general education department decided to withdraw from it. General education minister V Sivankutty announced the decision on Wednesday after a meeting with student organizations.
Sivankutty said that enrolling in PM SHRI scheme would be suicidal because it means accepting NEP (National Education Policy). He added that all student groups, except ABVP, wanted the govt to reject the scheme.
Earlier, CPM had decided to join the scheme because the state would lose a significant amount of central assistance if it skipped the initiative. State govt also said the Centre was withholding its share of several education schemes because Kerala refused to join PM SHRI.
Sivankutty had brought the scheme to the state cabinet for approval, but CPI representatives in the govt objected and vetoed it. After that, Sivankutty criticized CPI state secretary Binoy Viswam and questioned whether the agriculture department, led by the CPI minister, would also refuse to sign several central govt schemes.
Sivankutty said the Centre withheld around Rs 1,500 crore owed to Kerala. He added that the state govt is exploring legal options to recover the funds after repeated appeals to the Centre failed.

LDF, which organized protests against NEP, alleged that the policy promotes privatization and communalization of education. It also said that PM SHRI scheme required schools to display the Prime Minister's picture and change their names to PM SHRI Schools.

The state govt's decision to ban the services affected 6.5 lakh bike taxis and 6 lakh dependent families. Senior advocate Shashank Garg, appearing on behalf of the association, submitted that the drivers had taken loans and there are no alternative employment opportunities. They put hard-earned money into buying vehicles. He suggested some interim arrangement could be made to enable the vehicles to ply by imposing conditions for the safety of drivers and passengers. Dwelling upon the ban, Garg submitted that there is a complete policy vacuum and pointed out that the E-bike rules of 2021 completely debunk the expert committee report of 2019, relied on by the state govt to ban bike taxis, as the E-taxi policy clearly spells out last-mile connectivity. He added the expert committee only considered and confined itself to Bengaluru city before making their recommendation for imposing a ban. He further claimed the ban was imposed more to benefit the autorickshaw drivers and termed it a political issue. 1 2 Bhubaneswar: Governor Hari Babu Kambhampati, who is also chancellor of state universities, has allowed in-charge vice-chancellors or VCs on extension to undertake statutory activities, including the initial process of faculty recruitment and VC selection. In a notification issued recently — accessed by TOI — the office of the chancellor has given power to in-charge VCs and VCs on extension to conduct restructuring and reservation finalisation, issuing advertisements for the recruitment of faculty, formation of selection committees, scrutiny of documents, and formation of authorities including the syndicate, senate, academic council and finance committee. They are also responsible for nominating members for the VC selection committee. The notification stated the arrangement is a one-time measure, in the exercise of the chancellor's powers conferred by sub-section (9) of Section 5 of the Odisha Universities Act, 1989. "Permanent VCs should start the process of faculty recruitment, but now the chancellor has made the process easy. The in-charge VCs can start the process," he added. According to the Odisha Universities Amendment Act, 2024, a selection committee will be formed by following UGC guidelines to recruit faculty members . The committee will be chaired by the VC of the university or his/her nominee. The committee will include an academic not below the rank of professor nominated by the chancellor. It will have three subject experts selected by the VC from a panel of names recommended by the syndicate. Others will include the dean of faculty or head of the department, along with an academic from ST/SC/OBC/women/minority/PWD category as per the candidate present, to be nominated by the VC. Four members shall constitute a quorum, in which two subject expert members and one academic nominated by the chancellor are a must.
