Mumbai: The state govt will make efforts to get Savarkar's barrister degree from England, said CM
Devendra Fadnavis
on Tuesday.
Fadnavis said due to his revolutionary work and actions against their rule, the British took away his barrister's degree.
"The university should prepare a detailed proposal to get this degree back.
The state govt will correspond with the relevant institutions in England in this regard and will make efforts to give him the barrister's degree posthumously," he said at the virtual inauguration of Swatantryaveer Vinayak Damodar Savarkar Study and Research Centre at
Mumbai University
(MU).
Fadnavis said Savarkar completed his law education at Gray's Inn in London, but was denied the title of barrister as he refused to pledge allegiance to the British crown.
"That was not just an injustice to his intellect but a testament to his unwavering patriotism."
Criticising those who call Savarkar "maafi veer", the CM challenged his opponents to spend 11 hours in Savarkar's isolation cell. "I will give you a Padma Shri... Swatantryaveer Savarkar was a barrister, and when he filed an application, it would be written 'yours sincerely', which is written even today, and concluding he sought forgiveness is wrong."
MU has proposed a grant of Rs 100 crore for developing the research centre at its Kalina campus. tnn

Meanwhile, a regular Vice Chancellor of HPU Shimla was appointed after a gap of three years. Q: What are your priorities as the V-C? HPU is a prestigious institute, but our university lacks projects relevant to modern times. For instance, when the entire country, especially Himachal Pradesh, is talking about Green Energy, I feel HPU should have a separate wing to deliver skilled scholars in this field. Second, I believe the standard of research at the university should be improved. When I joined HPU as a faculty member, the standard of research at that time was quite higher than what we see today. Third, student exchange programmes are very important for their growth and the growth of the university. Q: HPU had no regular V-C for three years. Do you think this has hurt the university's progress? Besides communication gaps, there were certain shortcomings in day-to-day proceedings in the absence of a regular Vice-Chancellor. Also, the person with the additional V-C charge couldn't come to the university every day. Shortcomings include indiscipline on the part of students as well as faculty members. I will take feedback from every individual to help increase and fix accountability. There is no doubt that HPU staff and faculty members are very hardworking, but what they need is direction. Q: How are you going to address the financial crunch issue? In 2025-26, HPU had prepared an estimated budget of Rs 300 crore but received Rs 152 crore, the same amount it had in 2024-25. I have been a member of the HPU Executive Committee (EC) for a long time, so I understand this problem. Merely increasing the students' fees is not the solution. We have to develop means to generate revenue, like introducing professional courses. I have decided to take up the matter with Governor Shiv Pratap Shukla and Chief Minister Sukhvinder Singh Sukhu, because the past two to three financial years saw HPU receiving the same budget, approximately Rs 152 crore. The liabilities, particularly of pensioners, have been increasing every year. The university should be able to bear these liabilities. Q: Have you been expecting your selection as the V-C? I was among the top five shortlisted contenders. The search and screening committee interviewed me, too. I was hopeful that I would be selected for this responsibility.

Britain is developing the bilateral defence relationship with India, including in the Indian Ocean region, in view of the latter's role on the global stage, according to the UK government's radical defence overhaul to meet new challenges and threats. The UK's Strategic Defence Review 2025, unveiled late on Monday, sets out the growing threats faced by Britain, including from China, which the report said is 'increasingly leveraging its economic, technological, and military capabilities' to establish dominance in the Indo-Pacific and erode US influence. British Prime Minister Keir Starmer, who has pledged the largest sustained increase in defence spending since the end of the Cold War, commissioned the defence review soon after he was elected last July in order to formulate a plan for the next 10 years. 'Recognising the role that India plays on the global stage, the UK continues to develop the bilateral defence relationship across a range of shared interests, including in the Indian Ocean region and through capability cooperation,' the report said in its section on the UK's global partners. Defence and security cooperation is one of the five pillars of the India-UK 2030 Vision that was finalised in May 2021 and envisages the two countries working together to strengthen efforts to tackle cyber, space, crime and terrorist threats and develop a free, open and secure Indo-Pacific. The 2030 Vision also envisages enhanced maritime cooperation and joint exercises, and defence industry collaboration to develop new capabilities and technologies. The UK's defence review made a passing mention of the relationship with Pakistan, describing it as 'historic' and 'with a shared focus on security objectives'. The defence review acknowledged the challenge posed to Britain by China, saying that it is 'increasingly leveraging its economic, technological, and military capabilities, seeking to establish dominance in the Indo-Pacific, erode US influence, and put pressure on the rules-based international order'. China has 'embarked on large-scale, extraordinarily rapid military modernisation', including a 'vast increase in advanced platforms and weapons systems, such as space warfare capabilities', an unprecedented diversification and growth of its conventional and nuclear missile forces, with missiles that can reach the UK and Europe, and more types and 'greater numbers of nuclear weapons than ever before, with its arsenal expected to double to 1,000 nuclear warheads by 2030'. In the context of the Indo-Pacific region, the defence review said that 'growing Chinese assertiveness is a key driver of regional and global instability'. China's military exercises around Taiwan 'risk dangerous escalation in the Taiwan Strait', while its 'aggressive actions are fuelling tension in the South China Sea'. Chinese technology and its proliferation to other countries was described as a 'leading challenge for the UK', with the country's defence 'likely to face Chinese technology wherever and with whomever it fights'. China is also 'likely to continue seeking advantage through espionage and cyber-attacks, and through securing cutting-edge Intellectual Property through legitimate and illegitimate means', the defence review said. The defence review also described the growing links between Russia, China, Iran, and North Korea as a factor that complicates 'calculations of deterrence and escalation management across regions'.
