Contract education staff face renewal disparity in Andhra Pradesh
VIJAYAWADA: Thousands of contract employees in the Education Department, including teachers and lecturers in government Intermediate, Degree, Polytechnic colleges, and Kasturba Gandhi Balika Vidyalayas (KGBVs), are voicing concern over being denied full 12-month service renewals, even as other departments continue to issue annual contracts.
Currently, academic staff are receiving only 10 or 11-month contracts, excluding May, despite having previously been paid honorariums for all 12 months. The move has caused widespread anxiety among the staff and their families, with many demanding immediate redressal.
Contract Junior Lecturers, who are among the worst affected, have written to CM N Chandrababu Naidu, urging the restoration of the 12-month honorarium paid consistently between 2019 and 2023. They cite that even during the previous YSRCP regime, the practice continued, with a 10-day formal break included.
'From 2019 to 2023, we received payments for all 12 months based on a decision by a Group of Ministers chaired by the then Finance Minister. The current Finance Secretary, who was part of that decision, publicly endorsed the arrangement at the time,' said K Suresh, Chairman of the Contract Lecturers Joint Action Committee (JAC).
He stressed that lecturers remain actively engaged in academic duties, including remedial classes, admission campaigns, and preparations for supplementary exams during May. 'Despite our ongoing contribution, the Finance Department has cleared only 11 months of payment for the 2025–26 academic year, leaving out May 2024,' he said.
JAC Co-Chairman Kalluri Srinivas criticised the decision as arbitrary and demoralising.
'The Director of Intermediate Education had already submitted our work report recommending the May honorarium. The School Education Secretary approved it in January this year. But the Finance Department returned the proposal, citing financial implications. This is unjust — how can you say 'no work, no pay' when we're still performing official duties?'
He said even the Education Minister has endorsed the proposal and a Government Order (GO) is reportedly ready. 'We are only asking for continuity of an already established practice,' he said.
On Monday, union leaders met HRD Minister N Lokesh, who assured them that the matter would be taken up with senior officials, including the Principal Secretary and Director of Intermediate Education.
School Education Secretary Kona Sasidhar told TNIE, 'We are requesting the Finance Department to reconsider. We are hopeful of resolving the issue soon.'

VMRDA floats tenders for devpt of 7 roads with 154cr
Visakhapatnam: The Visakhapatnam metropolitan region development authority (VMRDA) has floated tenders to develop seven new master plan roads at a cost of 154 crore. These roads are intended to ease passenger traffic on the national highway connecting Bhogapuram Airport. The roads will be constructed in areas surrounding Bhogapuram, including Bheemili, Anandapuram, Gambheeram, and Adavivaram–Sontyam (near Simhachalam), among others. A total of 15 roads have been jointly proposed by VMRDA, GVMC, and the roads and buildings department, while seven of these have recently received the approval from the govt. During a review meeting held in Visakhapatnam in 2024, chief minister N Chandrababu Naidu instructed the authorities to prioritise the development of important connecting master plan roads. The CM asked them to improve connectivity and ensure urban mobility in line with the development of the Visakhapatnam metropolitan region. Consequently, the minister for municipal administration and urban development has also mandated that the implementation of these master plan roads be prioritised. Speaking to TOI, VMRDA chairman M Pranav Gopal said that these roads have been designed to provide reliable and sustainable alternative access for the growing number of city residents. "The roads will provide a facelift to various areas, integrating them more closely with Vizag city. Not only on the transportation front, but the benefits will be manifold, as these roads will serve as development corridors for various sectors, particularly in the outskirts, where several projects have been proposed by the govt, including Bhogapuram airport and IT projects," Pranav said. Govt has directed VMRDA to consolidate all seven road works into a single package. Accordingly, tenders for all seven roads have been now floated as a single tender under the 'engineering procurement and construction' (EPC) contract model, as the project cost exceeds 100 crore. According to VMRDA officials, this will ensure an efficient tendering process, improved quality monitoring, and uninterrupted cash flow management.

This has now been divided, with 11.536 acres of land allocated to Andhra Pradesh and 8.24 acres to Telangana. The biggest bone of contention was the allocation of different blocks in Andhra Bhawan. Both the states had insisted on getting Godavari and Sabari blocks, which are on contiguous parcels of land inside Andhra Bhawan complex. However, in the final division of assets, Sabari block has gone to Telangana and Godavari and Swarna Mukhi blocks to Andhra Pradesh. Both the states have got one parcel each in Pataudi assets have been divided as per the 58:42 population ratio spelt out in Andhra Pradesh Reorganisation Act , with 58% going to Andhra and 42% to Telangana. With this division, the state governments will embark on the exercise of constructing their respective bhawans. According to sources, Telangana had initiated the design process over 18 months ago but has not finalised it. A similar exercise had been initiated by Andhra Pradesh, but sources indicated that chief minister N Chandrababu Naidu did not approve the design. "The design process will be initiated again," said the official.
