Manish Sisodia, Satyendar Jain, Vijay Nair: The new 'power centres' of Punjab AAP; internal battle in party ahead of 2027 polls
(AAP) in Punjab, as its Delhi-based top leadership has decided to spend more time in the border state, the only one which the party currently governs following the defeat in Delhi after over a decade, in February.

The formal beginning came when Punjab affairs were entrusted to senior leaders and former Delhi ministers Manish Sisodia and Satyendra Jain,
.
Both Sisodia and Jain were among the AAP heavyweights who lost in the national capital, as did party supremo and ex-CM
and Saurabh Bharadwaj, among others.
"The ministries have been evenly divided between the two leaders, who are spearheading policy initiatives. While Sisodia is handling key portfolios like finance and education, Jain has health and social welfare related portfolios," Punjab officials who did not be wish to be named, told ET.
Earlier, Punjab affairs had been entrusted to Rajya Sabha MPs Raghav Chadha and Sandeep Pathak. However, Chadha is now focusing on creating a profile separate from his party, and Pathak is in-charge of its unit in Chhattisgarh.
The Vijay Nair influence
Another individual who has emerged as a new power centre here is Vijay Nair, AAP's communications head and an accused in the Delhi liquor policy case. As per party sources, in the middle of the recent Ludhiana West by-election, which the AAP candidate won, Nair asked eight members of Punjab chief minister Bhagwant Mann's social media team to resign, prompting the Punjab leadership to retaliate.
"This (resignation of Mann's social media team) was done by Nair, who said the team's conduct was not above board. Within days, the Punjab leadership sought the resignation of two members of Nair's team involved in media management on the grounds of corruption. The logic was - you got Punjab people sacked, we will drive Delhi people out," a source said.
The corruption factor
Also, there is "angst" within the cadre which feels the party is no longer what it claimed to work for, especially the anti-corruption plank.

"If you look at the boards and commissions across Punjab, they are filled with Delhi's consultants. They are running the show. The demand for Lokpal was the mainstay of the movement that brought AAP into existence. Where is Lokpal now that AAP is in government?" asked ex-spokesperson Iqbal Singh.
Punjab's industry owners also complain - openly - of the "rate of corruption" going up.
"The rate of corruption has gone up four or five times.
Earlier, just for ease of clearances, four of us industry owners used to pay a liaison person money to get certificates and permissions. There was no illegality but just to expedite the process. Now the person is charging 50% more," the owner of a Ludhiana-base hosiery unit stated.
BJP vs AAP
Attacking the Kejriwal-led outfit, Punjab BJP president Sunil Jakhar termed the former as "super CM" and Mann as "de facto CM."
"The entire governance has been outsourced.
This is the first time that Cabinet meetings are taking place not in the CM's office but at the CM's residence. This gives enough leeway for outsiders to attend these meetings. It is not Mann who is presiding over the Cabinet but Kejriwal and Sisodia," Jakhar alleged.
However, state AAP spokesperson Neel Garg defended the leadership's involvement in Punjab affairs. He also denied any "rift" between the two state units.
"Delhi is getting involved in a guidance role. When elections take place, it is the party that goes for polls not the government. The central leadership is guiding the party how to run police matters. It is for the benefit of Punjab," Garg said.
What next?
Sensing it is in a difficult position in Punjab, where its maiden term will end in March 2027 followed by the assembly election, the AAP has launched various initiatives, including one against the drug menace, an emotive issue here. Under "Yudh Nashian Virudh" (War Against Drugs) campaign, the police have apprehended 19,735 smugglers in 120 days.
The state government has also introduced the land pooling scheme for the planned development of its cities. It is also looking for investments to fund its welfare initiatives.

Delhi HC upholds Celebi security ban, cites national security threat
The Delhi High Court on Monday dismissed Turkey-based company Çelebi Airport Services Private Limited's plea challenging the Indian government's decision to revoke its security clearance. The court said that 'once national security considerations are found to exist, it was not for the Court to 'second guess' the same.' 'As per settled law, once national security considerations are found to exist, on the basis of which the security clearance has been cancelled/revoked, it is not for the Court to 'second guess' the same,' the order said. Justice Sachin Datta upheld the revocation of security clearance of the Turkey-based firm by the Bureau of Civil Aviation Security (BCAS) in the interest of national security. On perusal of the relevant information, it transpires that there are compelling national security considerations involved, which impelled the Indian government to revoke the security clearance, the court said. The court further noted that impelling geopolitical considerations, impinging upon the safety of the country, were also involved. '…the executive wing and not the judicial wing has the knowledge of India's geopolitical relationships to assess if an action is in the interest of India's national security,' the order stated. There was a considerable body of judicial dicta to the effect that the State is well within its rights to take pre-emptive measures to protect and preserve national security, the single-judge bench of the High Court said. 'No doubt, the principles of natural justice are sacrosanct; however, it is a compelling constitutional truth that security of the realm is the precondition for enjoyment of all other rights. The State/respondents are indeed justified in taking prompt and definitive action so as to completely obviate the possibility of the country's civil aviation and national security being compromised,' the court said. In its petition to the Delhi High Court, Çelebi Airport Services had said that public perception cannot be grounds for revocation of security clearance. The ground-handling company also submitted that it had been given no reason or opportunity for a hearing. 'We have been carrying the operations for 17 years without blemish. Then we received a letter on May 15 cancelling the security clearance. We were given no reason and no opportunity for hearing. It is because of public perception that the shareholding of the company is of Turkish nationals. But public perception cannot be grounds (for revocation of security clearance). There are 14,000 employees working. The entire business goes for a toss,' Çelebi's lawyers had told the court. Çelebi had also argued that the Indian government's decision to revoke its security clearance was 'arbitrary and devoid of specific reasons.' The Ministry of Civil Aviation, acting through the Bureau of Civil Aviation Security (BCAS), withdrew Çelebi's clearance on 15 May 2025, invoking national security grounds. The move came amid mounting diplomatic tensions after Turkey supported Pakistan during hostilities involving Operation Sindoor. At least seven airports in the country cancelled the services of Çelebi and its subsidiaries. Çelebi challenged the contract cancellations before the High Courts of Madras, Bombay and Gujarat, besides challenging the security revocation before the Delhi High Court. While the pleas are pending in the Gujarat and Bombay High Courts, the Madras High Court had in June granted interim protection to Çelebi Ground Services Chennai under Section 9 (interim protection to parties) of the Arbitration and Conciliation Act, 1996. Background Çelebi, a wholly owned Indian subsidiary of Turkish parent company Çelebi Aviation Holding, argued that the government's order lacked any prior notice or opportunity to respond. The company described the justification as 'vague' and 'unsubstantiated,' asserting that such actions jeopardise foreign investor confidence and threaten the livelihoods of Indian employees. The company also clarified that while it has Turkish ownership, operational and managerial control of its Indian entity is handled by an India-based team, and that it has maintained a clean track record for over a decade at major airports. Solicitor General Tushar Mehta, appearing for the Central government, expressed national security concerns over the firm's presence, and said, 'The enemy can try 10 times and succeed once; a country has to succeed all the time.' 'In cases of civil aviation and national security, there cannot be a doctrine of proportionality,' he added. He also submitted that the individuals employed by the company in question, who are deployed at airports, have access to every corner of the airport as well as the aircraft. 'The government had inputs that it would be hazardous in this scenario, in which the country is in, to leave this activity in the hands of this company,' he said. Mehta maintained that the revocation was rooted in concerns over national security under the Aircraft Security Rules, particularly Rule 12. Rule 12 of the Indian Aircraft (Security) Rules, 2023, grants the Director General of Civil Aviation (DGCA) the power to suspend or cancel security clearances and security programmes. Following the revocation of clearance, Delhi International Airport Limited (DIAL) also terminated its contracts with Çelebi, and in Mumbai, Indothai, a domestic operator, was brought in to take over the firm's ground-handling services.

Assam CM launches ‘Mission BTR', claims Congress has ‘no foothold' in Bodoland

Union Minister for Consumer Affairs, Food and Public Distribution Pralhad Joshi has said that the 50th anniversary of the Emergency declared in the country by the then Prime Minister late Indira Gandhi is being observed to sensitise the next generation to the dark days of democracy in the country's history. He was speaking at a 'Viksit Bharat Sankalp Sabha' and remembrance of the 50th year of the struggle during Emergency organised by Bharatiya Janata Party (BJP) in Dharwad on Sunday evening. 'Emergency was imposed on June 25, 1975 by Indira Gandhi who ruled for 21 months without Constitutional and moral authority. During that time, protests were suppressed, many protestors were imprisoned and several people lost their lives,' he said. 'Indira Gandhi was accused of misusing her power during the elections by Raj Narain who took the matter to court. Justice H.R. Khanna of the Allahabad High Court delivered the verdict in that case. That judgment copy is not available anymore,' he said. Mr. Joshi said that while the former Prime Minister late Jawaharlal Nehru initiated the first Constitutional amendment, his daughter Indira Gandhi later made several amendments, including Articles 38, 39, and 42. He said that having imposed Emergency on the people and making them suffer, the Congress is now claiming that the Constitution is in danger.
