Fuel prices have a direct impact on the cost of goods and services.
South Africans might have escaped the dreaded one percent Value Added Tax hike proposed in the original Budget, but fuel taxes are now set to rise from the beginning of June.
In his revised 2025 Budget proposal, announced on Wednesday, Finance Minister Enoch Godongwana announced that the General Fuel Levy (GFL) would increase by 16 cents for petrol and 15 cents for diesel.
Although the modest fuel price decrease forecast for June, due to the current price over-recovery, is likely to cancel out the petrol levy increase, the effects of the tax hike will be felt further down the line when international oil prices inevitably rise again.
Following the fuel tax hike, which takes effect in June, the GFL will now total R4.01 per litre for petrol and R3.85 for diesel. The total tax on petrol, once the RAF levy and carbon taxes are factored in, will amount to R6.37 per litre.
This is likely to push the tax on petrol beyond 30%, depending on June's final price calculations, which have yet to be announced.

Organisations such as the Automobile Association (AA) and Road Freight Association (RFA) have slammed the decision by treasury to raise fuel taxes.
'This levy adjustment comes at a time when South Africans are already contending with high food prices, elevated interest rates, increased electricity tariffs and persistently high unemployment,' said Eleanor Mavimbela, spokesperson for the AA.
'Fuel is a critical input cost across all sectors of the economy; any increase inevitably drives up transport and operational costs, further intensifying inflation.
'Lower-income households, which spend a greater share of their income on transport, will be disproportionately affected by this rise,' Mavimbela added.
Gavin Kelly, CEO of the RFA, said the fuel levy increase would be felt directly by consumers as transporters cannot absorb the increase without detrimental effects on their bottom line.
This will see global supply chains re-evaluate their routes, while the consumer will ultimately pay more for goods and services.
'Treasury would rather tax citizens than cut the wasteful expenditure that has brought the country to where it is,' Kelly said.
'Government does not have money - it belongs to the taxpayers, and the time for accountability and responsibility has come.'
Full transparency needed
The AA added that while it recognises the need to address fiscal pressures, continuously using fuel levies to fill budget gaps is unsustainable for the country, particularly in the absence of true transparency on how these funds are allocated and used.
The organisation has called for a forensic audit of revenue generated from the fuel levies, and the price-setting formulas in place for fuel, as well as an exploration of alternative funding mechanisms that reduce reliance on fuel-based taxation.

That is unchanged in the current version of the budget. "That judgment is a fiscal risk on its own. And again, we are looking at the bigger picture here. Social assistance is not the only programme that we have, we also have other social assistance programmes outside the Department of Social Development." With 61% of the national budget going towards the social wage, Randela said Treasury believes that the existing social support net covers many of those also eligible for the SRD grant and double-dipping has to be avoided. Government is yet to take a decision on persistent calls from civil society for the SRD grant to become a basic income grant. "There's no way that we can't have a mechanism to filter out undeserving recipients of these social assistance programmes. That's why we are appealing that judgment because the way it is, if we don't challenge it, it is unaffordable."

The court's decision raises serious uncertainty about the future of the national lottery, a vital service that supports numerous community initiatives across the country. On Thursday, IOL News reported that Ithuba, the current operator tasked with managing the national lottery, is now evaluating its legal options in response to the recent decision taken to award the next operating licence to Sizakhaya Holdings. Ithuba has voiced its concern that this decision undermines the considerable advancements it has made in creating a locally focused lottery ecosystem, one that prioritises small business growth, job creation, and maximising revenue for charitable causes. The company expressed particular discontent in a statement released earlier this week, indicating that Tau's decision goes against the principles of localisation and inclusive economic growth detailed in its Request for Proposal. As a fully South African-owned and Black-empowered entity, Ithuba has heavily invested in the development of an African Central Lottery System that is both owned and designed by South Africans to serve the continent. 'Ithuba Holdings has the necessary infrastructure, financial resources and distribution systems to deliver a seamless, secure and uninterrupted National Lottery,' stated Michelle van Trotsenburg, Ithuba's head of marketing and corporate affairs. Mooki argued that the commission's assertion indicating that there would be no lottery operator for a full year following Ithuba's exit was exaggerated, stating, 'It would be a surprise to the court that the minister is unable to appoint an operator, on a temporary basis, for a whole year.' He also emphasised that the minister holds broader discretion in selecting a temporary operator compared to a permanent one, asserting, 'I do not accept that the sky will fall after June 2025 should Ithuba Holdings refuse to sign an agreement to conduct lottery operations as determined in the order of May 21, 2025.' Mooki concluded that the NLC had failed to substantiate its case for the relief sought. Ultimately, while Mooki acknowledged the urgency of the application, he ruled against it, ordering both the National Lotteries Commission and Ithuba to shoulder the legal costs, including those associated with three counsel.

A war of words is brewing between the Westfalia Fruit Company and residents of Makgoba, who own a series of agricultural plantations in Limpopo. The fallout could affect the export of important citrus fruits to countries attending the G20 Presidency Summit in SA later this year. At the centre of the dispute are allegations that Westfalia is exporting fresh avocados while communities, who own the land, live from hand to mouth. The company exports avocados to international countries, including the UK, Netherlands, France, Spain, Germany, Canada, Costa Rica, Argentina, Japan, UAE, Saudi Arabia and South Korea. Now, the Makgoba community, which won back the land from the Limpopo Land Claims Commission in 2009, is pleading with G20 countries to help them. 'About 90% of our community remains unemployed while the company is making so much profit from our fertile land,' said Frans Kubjana, spokesperson for Makgoba Concerned Group on Friday. Kubjana said jobs in the company were given to foreigners, allegedly some undocumented. 'This is because Westfalia prefers cheap labour over South Africans. 'Despite having a mutual understanding to train our children, school them and develop our communities, Westfalia continues to snub us and collect good profits in an endeavour to line their pockets. Unfortunately, they do this at the expense of our fertile ancestral land. 'We want presidents of countries doing business with Westfalia in the G20 to intervene. If not, we will close the business and show them the door.' Westfalia Fruit denies the claims Westfalia Fruit called the allegations baseless and devoid of truth. 'Makgoba Community members are making unfounded allegations against Westfalia Fruit,' said Bomikazi Molapo, head of communications at Westfalia Fruit Africa. Molapo said Westfalia has a zero-tolerance policy towards abusive or disruptive behaviour and takes the well-being of all its staff and stakeholders seriously. 'Westfalia has always been committed to supporting the local communities, amongst them, the Makgoba community. We are proud to provide resources, training and reliable market access to all eligible smallholder farmers and community traders. 'While our community supply programme continues as normal, it is important to clarify that we recently notified a fruit trader that their access to Westfalia Fruit's operations and facilities has been revoked. 'This is the result of a sustained pattern of disruptive and aggressive conduct towards staff and community members, including persistent disregard for agreed codes of conduct, which has been repeatedly addressed with the individual both in person and in writing. 'We remain open to constructive dialogue through appropriate channels and we are committed to transparency and positive development in all our operations,' she said. The commission has 5 916 settled land claims, with 1 305 outstanding. Additionally, the Commission on Restitution of Land Rights (CRLR) has finalised 641 claims and settled 362 claims against its targets to date.
