
Auto parts makers urge govt to adopt Thailand, Vietnam models
Local auto parts manufacturers have urged the government to adopt Thailand and Vietnam-style policies to help the sector grow and realise its export potential.
'We face several challenges that hinder our growth. These include raw material dependency, cost penalties, low domestic volumes, high utility costs, security issues, perception barriers, lack of export incentives, poor infrastructure, and the flattening of cascading tariffs,' said Shehryar Qadir, Senior Vice Chairman of PAAPAM.
He said Thailand and Vietnam became global auto export hubs through specific strategies. These included early protection for domestic industries, attracting structured foreign investment via joint ventures, industrial parks, and technology transfer, and offering export-linked incentives like rebates and production-linked rewards.
Qadir said inconsistent government policies have kept the local parts industry from reaching global competitiveness. He recalled that the IDP 2007–12 had forecast production of 500,000 units by 2012. But mid-policy changes in duty structures, cancellation of technology funds, and shelving of cluster development plans derailed progress.
From 2012 to 2016, there was no policy at all, freezing vendor expansion. Then the ADP 2016–21 went in the opposite direction, offering heavy incentives to new entrants.
'These included a 50% duty cut on already localised parts. This didn't boost localisation but instead encouraged imports and hurt vendors who had already invested in local tooling,' said Qadir. He said the current AIDEP 2021–26 also promises support for exports and parts development, but fiscal changes and selective enforcement have again created uncertainty for suppliers.
Qadir added that used car imports pose another major threat. These vehicles now make up about 25% of the market, with over 40,000 units. 'This is due to low fixed duties on used vehicles under 1300cc and the allowance to import five-year-old vans,' he said. 'Used cars now rank second in market volume after locally produced Suzuki vehicles and surpass Toyota, Honda, Hyundai, Kia, Haval, MG, and Changan.' He alleged that used car imports are a haven for black money. 'These imports and sales remain undocumented. Remittances are sent via Hawala, and sales are made in cash, damaging local manufacturers,' he claimed.

Auto sector woes: What's good for Australia may not be good for Pakistan
As a lingering post-colonial inferiority complex continues to shape our national thinking, many still look to the West as a shining example – a blueprint for modernity. But what works for their today may not be what Pakistan needs for its tomorrow. As our policy-makers inch closer to opening used car imports and scaling back support for the local industry, decisions that could trigger rapid deindustrialisation and the quiet, seemingly permanent closure of Pakistan's automotive sector, they would do well to pause. On the surface, it may appear that 'even Australia did it.' But scratch deeper, and the differences couldn't be starker. In 2010, Australia had an 80-year-old automobile industry that was producing a around 239,443 vehicles annually to fulfil local demand. Pakistan's auto policy: fueling imports, killing industry But something else happened that year too. The Australian government liberalised the sector by reducing tariffs to just 5%, expecting global efficiency and higher exports. The result: swift deindustrialisation. Multinational brands found it cheaper to shut local operations and import from their foreign plants. By 2017 all local plants had closed. Yet interestingly, global brands like Toyota continued to dominate. It was number one in 2017, and still the market leader in 2024. And the market size? Still hovering around 1.2 million vehicles, 7 years later. The difference? A decade ago, those cars were built by Australians, using locally made components made with cutting-edge technology. Today, they're all imported. If a mature, exporting industry couldn't survive liberalisation, what hope does a nascent Pakistani industry have? But Australia liberalised its auto sector from a position of strength. It was a post-industrial, high-income economy characterised by high-value exports, strong services and mining sectors, and clear alternatives to cushion the shock. Pakistan, by contrast, is still in the early stages of industrial maturity. The direction we're being nudged toward seems driven by abstract ideas of 'efficiency' and 'resource reallocation.' In theory, this sounds great. In practice, it's dangerously vague. Where exactly are these so-called 'more efficient' destinations for capital? Has anyone mapped them? Is the investment already sunk into the automotive sector ready to be reallocated? Have the 2.5 million people directly or indirectly employed in the ecosystem been offered meaningful alternatives? Or are policymakers once again making decisions in haste, without regard for the industrial ecosystem they're about to dismantle? Australia's withdrawal was strategic, a pivot to areas better suited to its demographic and economic structure. But what is Pakistan pivoting to? With a population of 240 million, Pakistan has no shortage of labour or talent. Nor does it benefit from a surplus of high-value service exports. So why spend scarce foreign reserves importing fully built-up vehicles, when it can use that same capital to feed its own manufacturing base, grow the domestic parts industry, and build a more self-reliant, value-adding automotive ecosystem? By 2010, Australia had completed its industrial learning curve. It had built the technical foundations that the automotive value chain naturally fosters – process engineering, supply chain integration, metallurgy, systems design. Pakistan, on the other hand, is still climbing that curve. Shutting it down now would be like dropping out of university before the first exam and calling yourself overqualified. Policy mimicry without context is a shortcut to structural ruin. Are we really choosing our future – or merely imitating someone else's past? It's time we learn to read our own map. Toyota says it will build new car factory in Japan
TOKYO: Toyota Motor said on Thursday it would build a new vehicle factory in its namesake city in central Japan to start operations in the early 2030s. Production models have yet to be decided, the company said in a statement, along with its financial results for the April-to-June quarter. The announcement of a new domestic factory from the world's top-selling automaker comes even as Japanese car sales have been falling due to a shrinking population and declining ownership. The last assembly plant Toyota built in Japan was in 2012. It also comes as President Donald Trump has complained of a flood of Japanese cars flowing into the U.S. and contributing to a massive trade deficit for his country. Among Japanese automakers, Toyota is the top exporter to the U.S., although most of the vehicles it sells there are built locally. Toyota has had a long-standing policy of maintaining annual production capacity of 3 million vehicles in Japan, with roughly half bound for overseas markets.

Toyota, Honda brace for profit falls as US tariffs, strong yen weigh
TOKYO: Toyota Motor and Honda Motor are expected to report weaker first-quarter earnings this week, as U.S. import tariffs and a stronger yen weigh on profits despite solid demand for hybrids in their biggest overseas markets. Japanese automakers face growing uncertainty in the U.S., where tariffs on imports are pushing up vehicle prices and testing the resilience of consumer demand. Investors will be watching for clues on how Japan's two largest automakers are offsetting such burdens. Toyota, the world's top-selling automaker, is forecast to post a 31% year-on-year drop in operating profit to 902 billion ($6.14 billion) yen on Thursday, according to the average estimate of seven analysts polled by LSEG. That would mark its weakest quarterly result in more than two years. Honda is expected to report a 36% decline in operating profit to 311.7 billion yen on Wednesday, its second straight quarterly drop. The automaker has already forecast a 59% fall in full-year profit. Both companies face the prospect of 15% tariffs on Japanese auto imports into the U.S. from levies totalling 27.5% previously, following a bilateral trade deal last month. Other Japanese automakers and suppliers have also flagged weaker earnings, citing the same pressures from tariffs and the stronger currency compared to the same period a year ago. 'The first quarter is going to be a rough one for Toyota,' said Christopher Richter, autos analyst at CLSA. 'Things should get easier going forward,' he said, citing some relief from the lowered tariffs. Particularly Honda's reliance on the U.S. has deepened in recent years as sales in other regions falter. Outside of the U.S., both companies produce key models for the U.S. market in Canada and Mexico. For Honda, the U.S. accounted for around two-fifths of total sales in the first half of the year. Its global sales fell 5% over the period, dragged down by double-digit declines in China, Asia and Europe. Toyota's global sales rose 6% over the period supported by strong demand for petrol-electric hybrids which typically carry higher margins than conventional petrol cars. Its Camry and Sienna hybrids remain strong sellers in the U.S. The company has also performed better in China in recent months, posting a 7% year-on-year increase in vehicle sales over the first half of the year. Honda said in May that it was scaling back its investment in electric vehicles given slowing demand and would be focusing on hybrids with various revamped models. It had earlier delayed plans to build an EV production base in Canada due to slowing demand for electric cars. Investors will be looking for updates from both companies on their pricing strategy and any revisions to full-year forecasts. The Japanese automakers have been taking measures such as transfer pricing to help alleviate the burden from the import tariffs, CLSA's Richter said.
