Bank staff play musical chairs with desks as return-to-office orders squeeze space

Bank employees are battling for desks and grappling with limited space in corporate towers, a situation that is likely to become even more heated as three of Canada's largest lenders barrel ahead with stricter return-to-office requirements.
As employees at Royal Bank of Canada RY-T, Bank of Montreal BMO-T and Bank of Nova Scotia BNS-T will soon need to spend four days a week working in person with their teams, the banks could be forced to expand their real-estate footprints.
Already, the scramble for space in Toronto has spurred a game of musical chairs at the big banks' corporate offices. Some employees say they are arriving at the office before 7 a.m. to secure a desk. Those that make it into the office at 9 a.m. either find they are unable to book a desk, or that the spot they secured has been taken over by a colleague, according to sources who work in the financial core.
Those who arrive later are punted into meeting rooms or the cafeteria. In some cases, they are forced to seek out desk space in the bank's other office buildings or floors, separated from their teams.
The Globe and Mail spoke with eight sources who are not being identified because they were not authorized to speak publicly about the matter.

In recent months, RBC, BMO and Scotiabank informed staff of the four-day mandate effective Sept. 15 – with Scotiabank levying the requirement on employees specifically in the Greater Toronto Area.
The three banks are among Canada's largest employers, and set the tone for expectations around corporate culture and in-office attendance. Other lenders and major companies will likely follow their lead – driving more competition for corporate office buildings.
'The challenge is, if you're the fifth or the sixth bank to announce a return to the office four days a week, most of the best quality space for your employees will be spoken for at that point,' Colliers Canada senior vice president Nicholas Kendrew said in an interview. 'Then it's a case of working with what's left over.'
The problem, though, is that high-quality towers are already nearing capacity of the newer towers with the best amenities, said Carl Gomez, head of market analytics at CoStar, a commercial real-estate information provider.
'The brand-new buildings are fully leased, and there is very little availability,' he said.
Until more space is leased, staff are warning the space shortages will impede their ability to work efficiently from the office. Some employees are working at desks that do not have monitors, computer mice or keyboards, according to three sources.
In some cases, two different teams share a floor of a building, alternating days in the office each week, according to two sources. Once four-day mandates take effect, one of those teams will need to be moved to a different space.
With the stricter office mandates taking effect on Sept. 15, leaders at RBC and Scotiabank have told staff that they are searching for more office space to help address the lack of workspace, according to three of the sources.
RBC said it has used a desk booking system since before the pandemic to provide employees with flexibility and choose a workspace that best suits their needs, depending on the day.
'As we prepare for in-office expectations in September, we're working closely with teams that may have real estate capacity issues to understand their needs and determine potential solutions,' RBC spokesperson Gillian McArdle said in a statement.
Canadian employers take an increasingly harder line on returning to the office
Shortly after Scotiabank notified staff of the new rules, it sent out an additional memo to certain teams informing them that the requirement would not apply to them until the bank secured more office space, according to one of the sources.
'In September, some of our teams who have the space to do so will increase the number of days they work onsite to four days, and others who are currently constrained by real estate availability will evolve to work onsite more as space allows it, with the goal of reaching four days onsite overtime across the bank,' Scotiabank spokesperson Katie Raskina said in a statement.
BMO spokesperson Jeff Roman said in a statement that employees will work from the office four days a week 'where existing real estate capacity permits.'
The banks are not the only companies dealing with the lack of space. A major non-bank financial institution that is bringing employees back to the office three days a week recently discovered that it has one desk for every two employees, Mr. Kendrew said.
Canada's federal housing agency is also trying to accommodate a requirement to return to the office three days a week at its downtown Toronto office. Staff at the Canada Mortgage and Housing Corp. are struggling to find a desk in Toronto, according to one source.
'We are currently reviewing our office space options in Toronto in order to accommodate our return to office directive,' CMHC spokesperson Brie Martin said in a statement.
For the banks, the challenge is accessing the highest quality office space: newly built office towers that are close to the city's major transit hub and offer state-of-the-art infrastructure and amenities. That includes the first CIBC Square skyscraper, which serves as Canadian Imperial Bank of Commerce's headquarters, Scotiabank's new office tower in the Bay Adelaide Centre and Toronto-Dominion Bank's TD Terrace.
Data from commercial real-estate firms such as Colliers, CBRE and CoStar show tenants are shunning older office towers, even if they are close to Toronto's main train station.
The availability rate – or the amount of space that is being marketed and available for lease – in CIBC's old headquarters at Commerce Court was 28.3 per cent as of mid-July. The older TD Centre office complex had an availability rate of 15.1 per cent, and Royal Bank Plaza office complex had an availability rate of 14.7 per cent, according to CoStar data. Scotiabank's previous main office at the red granite Scotia Plaza had an availability rate of 6.3 per cent.
In contrast, the availability rate in the glitzy new buildings at CIBC Square and Scotiabank's new office tower was 0.5 per cent, according to CoStar data. TD Terrace had an availability rate of 4.9 per cent.
The office vacancy crisis: Can older buildings compete?
Overall, the availability rate for downtown Toronto offices was 14.9 per cent, which is about three times higher than prior to the start of the pandemic.
Banks are now also competing with other large tenants looking for space. Fidelity Investments Canada ULC recently signed a large lease in TD Centre to accommodate a larger workforce for the investment fund manager, according to its spokesperson, Chris Pepper. Fidelity will vacate its current space near a major shopping mall and move into seven floors amounting to about 150,000 square feet next year.
Technology has also become an important variable. Tenants now may need more closed-door office space now that video calls have become the norm. As well, office footprints have been shrinking with tech companies and other employers embracing open-concept offices. By 2019, the space asked for could be as small as 75 square feet per person at a co-working office or open concept office compared with 200 square feet per person in previous years.
'To get people back into the office after having been working from home for so long, it's going to be very tricky to get people to come back from their own workspace, to come in and sit on top of the employee or colleague next to them,' Mr. Kendrew said.
As for new builds, there is little appetite to build more office skyscrapers in downtown Toronto. The cost of construction has increased since the pandemic, and investors are less interested in providing capital for a new tower with space still available to lease.
A slew of new office space has also already flooded the market. Over the past few years, at least 11 downtown office towers have opened including the 49-storey CIBC Square and the 47-storey TD Terrace.
TD and CIBC, which do not have a four-day mandate, did not comment on whether they plan to move to one.
TD said its focus is to 'meet the needs of our colleagues and enable them to do their best work,' spokesperson Meghan Thomas said in a statement.
In 2021, employees moved into the first of two towers at CIBC Square near Toronto's Union Station. CIBC said it plans to start moving into the second tower in 2026 and that it has sufficient space.
'We continue to have the space needed for our team and our model is working as evidenced by our business momentum and strong employee feedback,' CIBC spokesperson Tom Wallis said in a statement.

Canada Post, which predates Confederation, is a vital national institution, playing a particularly important role in serving rural, Northern and Indigenous communities across our vast country. But today, Canada Post is effectively insolvent. Indeed, it would have run out of cash had the government not recently extended a billion-dollar lifeline. This situation is no surprise, and it has been developing for a long time. Canada Post has been impeded from adapting to modern business realities because of long-standing labour inflexibility as well as oscillation by prior governments between political indifference and political interference. However Canada Post and its main union, CUPW, resolve their current impasse, a much bigger problem looms for the Crown corporation and the federal government. Explainer: What you need to know about the Canada Post contract dispute William Kaplan, a highly respected mediator and arbitrator, recently examined this stalemate as a commissioner appointed under the Canada Labour Code. In his report this month he described Canada Post as facing an 'existential crisis.' He recommended drastic changes to its operations. And these changes must be made. Our new government said that it will do things differently, promising to act decisively and urgently in charting a new path for our country. It now has a golden opportunity to meet the moment by accepting all of Mr. Kaplan's recommendations and if there is any pushback from any of the parties, by appointing him to do it for them. As letter-mail business continues to erode, the future of Canada Post lies in parcel delivery, which is intensely competitive. Customers expect and demand seven-day-a-week service at competitive prices without undue risk of disruption. Paradoxically, the stakeholders who would be expected to have the keenest interest in ensuring the corporation's viability are blocking the company's ability to succeed. CUPW refuses to allow Canada Post to hire a dedicated force of flexible weekend workers. Meanwhile, workers, who get overtime pay for weekend work, earn more – roughly $30 per hour to start – than their counterparts at unionized competitors and vastly more than their counterparts at non-unionized competitors. As the Kaplan report outlined, those workers with tenure have job security for life, a defined-benefit pension plan, and postretirement benefits indexed to inflation, a multitude of generous leave entitlements, and are paid for eight hours of work whether or not it takes eight hours to complete a route. All these factors make seven-day-a-week parcel delivery impossible to achieve at competitive prices, which means that parcel delivery competitors are taking over most of the market share. Indifference of and interference by prior governments have exacerbated the situation. For example, even though 30 per cent of the thousands of corporate postal outlets classified as rural are now urban or suburban, Canada Post is directed not to close or consolidate any of them. Further, although door-to-door delivery costs 75 per cent more than delivery to community mailboxes, Justin Trudeau's incoming government imposed a moratorium on community mailbox conversions in 2015. The Kaplan report threads the needle. His recommendations include ending the moratoriums on rural post office closings and community mailbox conversions, changing collective agreements to allow for the flexible use of well-paid part-time employees, requiring employees to work the hours for which they are paid, and introducing dynamic routing to adapt routes to daily volumes. His well-reasoned report lays out the path for a future that sustainably preserves the institution of Canada Post and respects labour and other key stakeholders in a fair and balanced approach. Absent urgent structural change, the future of Canada Post will be doomed by private competition, unsustainable demands of labour combined, and no clear directional oversight by the sole shareholder as represented by prior governments. As the world evolved from paper to digital, from letter mail to parcels, and from a relatively benign competitive landscape to an intensively competitive one, politicization of key issues impeded necessary reform, perpetuating a cycle of waste, inefficiency and financial recklessness. Canada Post now loses a billion dollars of taxpayer money each year, and the prognosis is materially worse, absent major change. The operational straitjacket imposed by the union, together with past governments' failure to address the underlying structural issues, mean that Canada Post has effectively been disabled from running an operation that is even remotely commercially sensible. The math simply doesn't work.

‘Tech is booming': Canada's first quantum computing hub boots up in southern Alberta

A new quantum super hub launched by Economic Development Lethbridge is helping to make Lethbridge a national leader in advanced computing. Businesses in southern Alberta are getting the chance to try out a publicly accessible supercomputer. A quantum computing hub, created by SuperQ Quantum Computing, recently opened at the Tecconnect innovation centre at Economic Development Lethbridge. SuperQ founder Muhammad Khan says the platform called Super is web-based and, similarly to ChatGPT, allows users to ask about complex real-world problems in plain English and come up with all possible solutions simultaneously. Problems could include supply chain bottlenecks or manufacturing inefficiencies. 'The way it does it is by combining classical computing with quantum computing and doing all the complexity stuff under the hood,' Khan told The Canadian Press in a recent interview. 'Classical computing is what we use everyday on our computers, on our laptops. 'Classical computing would take one route, and if it fails, it comes back and takes another route. Whereas quantum computing takes all the possible routes at the same time. And as a result, it is able to figure out the maze a lot faster.' Businesses in the city southwest of Calgary can trial the technology by asking questions like how to find efficient delivery routes or how to schedule staff to minimize overtime, Khan said. Super is to eventually be made available to the broader public by licence. The Lethbridge Super hub is the first in a series of planned networks worldwide. Other locations are set to be established elsewhere in Canada, the United States, Europe, India and the United Arab Emirates. Khan said setting up the platform's nucleus in Lethbridge is a full-circle moment. 'I have a deep affection for Tecconnect as my entrepreneurial journey started there,' Khan said, adding the centre has helped facilitate emerging technologies in Alberta and Canada. 'That appetite to promote emerging technologies with a business focus is something that is not very common. And if you go to the big centres, it's hard to bring about these programs.' Renae Barlow, vice-president of entrepreneurship and innovation at Economic Development Lethbridge, said emerging technologies, such as Tecconnect, can keep businesses competitive. Local teams are offering workshops and training to help companies learn more about the platform, she said. 'Having businesses understand why it's important for them to integrate this (technology) and to be on the leading edge and to really create that competitive advantage is what we wanted for our southern Alberta businesses,' Barlow said. 'To understand that this actually puts them ahead.' Khan said some businesses in telehealth have also reached out about using the platform to build artificial intelligence doctors. 'Their human doctors couldn't keep up with the demand,' he said. 'So that was done, but then the question was, 'How do you increase the accuracy of those AI clinicians?' And this is where we came in, and the Super platform came in to take those AI models to the next level.' Barlow said there's been other interest in things like understanding global markets and even determining nutritional values for cattle. The hub is also getting noticed by government officials. Nate Glubish, Alberta's minister of technology and innovation, highlighted the hub on social media. 'Alberta tech is booming,' he said. Earlier this month, I wrote about how I ditched my Big Six bank in favour of an online upstart. It made my banking more streamlined, and I save on fees. The responses were overwhelmingly positive. Readers chimed in about how they'd done the same and were surprised more people haven't caught on. But one e-mail caught my eye. Nancy Robertson, vice-president of sales at Sotheby's International Realty Canada, said she has seen multiple home sales nearly fall through because a client only had an online account. She knew of roughly 10 cases in the past year in which an online bank led to issues for people closing on a home because wire transfers took longer, banking staff were difficult to reach or the company had difficulty completing the kind of large transfers required in a real estate deal. (They all managed to close in the end, albeit sometimes with delays.) 'In our experience, it's been an issue every time,' Ms. Robertson said. 'We now ask our clients who they bank with.' Bank drafts – the standard way to make closing payments on a home purchase – are one major source of difficulty. They're available instantly at in-person banks but can take multiple days to be couriered by some online banks. Ms. Robertson said she tells clients with online banks to make alternate arrangements, such as relying on a family member to make a large fund transfer. I can relate. When I bought my first home a couple of years ago, I had to make a mad dash to my brick-and-mortar bank to get a last-second bank draft. But considering how infrequent these kinds of big purchases are, I decided switch anyway. There are also some workarounds. For example, Simplii Financial is one of the few online banks that can generally provide a rush order for a bank draft within a day. Instead of waiting for it in the mail, clients can pick it up from a CIBC branch. (CIBC owns Simplii and also allows Simplii customers to use its ATMs for free.) Meanwhile, EQ Bank spokesperson Maggie Hall said the pending introduction of a real-time payment system in Canada should solve this issue. Real-Time Rail, an instant payment system that will allow funds to be moved seamlessly between institutions 24/7, has been under development for years in Canada. The technology is finally set to begin testing in the fall.
