Aadhaar now mandatory for income certificates in Delhi
Lieutenant governor VK Saxena on Tuesday approved the Delhi government's proposal to make Aadhaar ID numbers mandatory to issue income certificates, which is crucial to avail of financial benefits from state-run welfare schemes, officials aware of the matter said. This will curb misuse of benefits and ensure subsidies reach intended beneficiaries, they said.
A senior official of the LG secretariat said that Saxena cleared the revenue department's proposal for notifying the service of 'issuance of income certificate' under Section 7 of the Aadhaar Act, 2016.
'This provision allows the state or central government to mandate Aadhaar authentication to establish the identity of individuals receiving subsidies or services funded by the Consolidated Fund of India or the State,' the official, asking not to be named, said.
The Supreme Court, while deciding the validity of the Aadhaar Act in September 2018, upheld Section 7 of the Act, which makes Aadhaar mandatory for availing of state subsidies, benefits and services. But where no services or benefits are provided by the state, the court held that Aadhaar cannot be made mandatory. However, the court held linking Aadhaar with PAN to be mandatory and valid.
As per the notification, individuals without an Aadhaar ID must now apply for enrolment to be eligible for benefits.
'Minors can produce an Aadhaar enrolment or biometric update slip along with their birth certificate or school ID card. Adults can furnish enrolment slips with valid ID documents, such as a bank passbook, PAN card, driving licence, passport, or Kisan photo passbook,' a second officer of the LG secretariat said.
Income certificates issued by the Delhi government are a critical document for beneficiaries to access welfare schemes, such as tuition fee reimbursements for SC/ST/OBC students, pensions and financial assistance under Delhi Arogya Kosh, among others.
The first official cited above said that Aadhaar-based authentication will simplify the service delivery process, reduce paperwork, and enhance transparency and efficiency.
'The revenue department noted that the use of Aadhaar would allow direct and seamless delivery of services to eligible beneficiaries and remove the need for producing multiple identity documents. The move is also in line with a circular issued by the UIDAI on November 25, 2019, authorising state governments to mandate Aadhaar authentication for schemes funded by the State's Consolidated Fund,' the official said.
The LG also directed the revenue department to ensure wide publicity of the Aadhaar requirement so that no legitimate beneficiary is left out of government support due to a lack of awareness.

Chhatrapati Sambhajinagar: State revenue minister Chandrashekhar Bawankule was embroiled in a controversy after he was felicitated by a man currently out on bail in the Tuljapur drugs case. Critics raised eyebrows, pointing out that Bawankule not only accepted the felicitations at the event on Thursday, but also praised the accused and even put his hand on his shoulder, suggesting a close relationship between the two. "Senior political functionaries are not aware of all those who are on stage when they go for a public programme. It often happens that citizens want to meet politicians and get photographed. At such times, if the politician stops anyone from sharing the dais, and if that person happens to be a good functionary, it creates problems for the party in electoral politics," Bhujbal said. "The onus is on local party units, who should ensure that people with controversial backgrounds are not allowed on stage," he added. Gangane's name featured as an organiser on the programme's invitation card. Political sources said he shares close ties with local MLA Rana Patil. The Tuljapur drug trafficking case came to light on Feb 14 after the arrest of three people from Tamalwadi village with 45 grams of MD. Police seized synthetic drugs worth Rs 2.5 lakh on Feb 15, uncovering a network spanning Solapur, Naldurg, Pune and Mumbai. A priest from Tuljabhavani temple was among the main peddlers. After the HC rejected his interim bail, Gangane was arrested on June 7 based on the Tamalwadi police's FIR for possession and consumption of MD drugs under relevant sections of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. The HC granted him conditional bail on July 10. At the time of seeking bail, his lawyer had argued that Gangane was a consumer and not a drug peddler, and even in the charge sheet, only section 27 of the NDPS Act, which attracts a year's punishment, was invoked against him. No mandatory registration for MSMEs with up to 10 workers
Jaipur: In a major relief, establishments employing up to 10 workers will now be exempted from the mandatory requirement of registration under the Rajasthan Shops and Commercial Establishments Act, 1958. ‘8k-12k trees to be felled for road broadening in disregard of NGT rules': Notices issued to NHAI
Bhopal: The central bench of National Green Tribunal (NGT) on Friday issued notice to National Highway Authority of India (NHAI) in response to a petition filed by an environmental activist against "large scale felling of 8,000 to 12,000 trees' for a road broadening project. Petitioner Nitin Saxena's plea seeks constitution of an expert committee to assess the actual necessity, alternatives available and environmental impact of the proposed broadening of 16 Km stretch of road from Asaram tri-section to Karond road to Ratnagiri tri-section to Ayodhya bypass involving felling of 8 to 12 thousand trees in the city. Counsel for the petitioner, Harpreet Singh Gupta, also referred to May, 2025, order of the NGT, central bench, issuing stringent guidelines for large-scale felling of trees in a similar case and Protection of Trees (MP) Act, 2001, and said NHAI must be asked to adhere by them if given a go ahead for the project. He said that diminishing tree cover in Bhopal should be a matter of concern as it has had a deteriorating impact on the public health and climate of the city. Referring to a report published in 2023, he said that it establishes that diminishing green cover in the city has made the lungs and respiratory health of the residents of Bhopal vulnerable. He also alluded to a Peer Review magazine's study of Bhopal and said that the research confirmed that the green cover, particularly along urban roads, has a cooling effect and mitigates 'urban heat island' phenomenon. The counsel further said that the NGT has itself said that if there are trees on both sides of the road, trees of only one side should be cut for projects like broadening of the road. The tribunal comprising judicial member Sheo Kumar Singh and expert member Afroz Ahmad, following initial hearing in the case on Thursday, in a brief order said "The issue raised in this application is proposed felling of an estimated 8,000 to 12,000 trees, for a 16 kilometers 10-lane lane road project, extending from Asaram tiraha, Karond road to Ratnagiri tiraha, Ayodhya Bypass, Bhopal. The above mentioned project has been undertaken by National Highway Authority of India, a government owned entity, along with its other instrumentalities marked as respondents in the presented matter. " The tribunal further said that the implementation of the above-mentioned project raises an alarming apprehension with regard to the compliance with certain regulations held in the special environment legislation, Madhya Pradesh Vrikshon Ka Parirakshan (Nagariya Kshetra)Adhiniyam, 2001. Section 6(3) of the above-mentioned act mandates the offender either to do the compensatory afforestation or to make a monetary contribution within 30 days of felling of the trees. The Green Watchdog further observed that the petitioner has raised a substantial issue of environmental concern while issuing notices to respondents. They further said that the applicant is directed to take necessary steps for service to the respondents by both ways and also on available email. Respondents are directed to submit their reply within six weeks. The applicant is further directed to supply the required documents and copy of the application to the respondents within a week and after compliance of service, the applicant has to submit an affidavit that notices and copies of the application have been served upon the respondents, said the tribunal members, while listing the case for hearing on Oct 14.
