‘Organisers should apply for permission in advance': Police deny nod to Nabanna protest today

THE WEST Bengal as well as the Kolkata Police have prohibited a 'Nabanna Abhiyan' protest scheduled for Saturday, citing security concerns and a 'lack of official permission.'
The protest, called by the parents of the RG Kar rape and murder victim, would not be allowed at Nabanna, the state administrative headquarters, senior officers said on Friday.
The police have instead suggested two alternative locations for peaceful demonstrations: the Santragachi bus stand and the Rani Rashmoni area.
Officers pointed out that prohibitory orders are in effect around Nabanna, making protests and processions illegal in the area due to high-level security. The police also claimed that the organisers had not applied for permission for the rally, despite a similar protest last year by the West Bengal Students' Association that had the backing of the BJP.
Kolkata Police Commissioner Manoj Verma and Howrah City Police Commissioner Praveen Tripathi, addressing a press conference, appealed to organisers to apply for permission in advance, specifying the location, number of participants and logistics to allow police to make the necessary arrangements.
Tripathi said, 'Apply for a peaceful protest. Inform in advance where, how many people will come, and how they will reach there. Then the police can take action accordingly.'
The 'Kalighat Chalo' abhiyan, a separate protest by the Abhaya Mancha organisation, has also been informed of an alternative location, according to Kolkata Police Commissioner Manoj Verma.
He said, 'The organizers have been informed about this. An alternative place has also been identified for them.'
While the Calcutta High Court has affirmed that 'peaceful protest is a fundamental right,' it has also mandated that such demonstrations must be non-violent and not cause damage to government property.
The police emphasised that any violation of rules will result in strict action.
To ensure compliance, authorities will deploy CCTV cameras, drones, and other surveillance measures. State Police ADG South Bengal Supratim Sarkar warned, 'If there is a gathering at a place other than the alternative place, action will be taken according to the situation. But it is clear that gatherings cannot be held in Nabanna or adjacent areas.'
ADG (Law and Order) Jawed Shamim added, 'Rules apply to all: To those in politics as well as the general public. Proportionate and adequate action will be taken against any violation of rules.'

He pointed out that the police hit her on the head and mother was hospitalized in a private hospital on Saturday and was discharged on Sunday. Complaint has been received in New Market Police station, a Lalbazar Police official confirmed.'We are probing how the victim's mother received the injuries. We will enquire and then lodge an FIR if needed,' Khalid clarified that there was no permission from police for 'Nabanna Abhijaan' and that police had suggested alternative locations for the protest.'Many police were beaten and some have bene injured. One Deputy Commisisoner-SSD Guard was injured and he received head injury,' the Kolkata Police official said.'We have lodged an FIR as my wife was injured,' Abhaya's father said. Parents of Abhaya, RG Kar postgraduate doctor, who was raped and murdered last year on August 9, claimed that they were allegedly beaten up on Saturday by Kolkata Police while they were protesting and seeking justice for their Police Commissioner Manoj Verma on Sunday said that they are examining the footage of the CCTV cameras and video footage to ascertain whether the victim's mother was parents of the victim, giving a call for August 9, appealed to all political parties, except the ruling Trinamool Congress, to join in the procession without their flags, demanding justice for their daughter on her death anniversary.

After getting no concrete response from the police station in Kolkata, the RG Kar victim's father, on Tuesday, met the Kolkata Police Commissioner Manoj Kumar Verma with a complaint letter. He has alleged that he was being harassed while filing a complaint at the police station regarding the alleged police attack on his wife during Saturday's "Nabanna Avijan" (March to the State Secretariat). Therefore, the victim's father has sent the complaint letter to the City Police Commissioner through email. "I am really sad and shocked that nothing has changed even after a year. Last year on August 9, my only daughter was brutally murdered. This year on August 9, my wife was attacked. She is suffering from headache and cannot stand. Despite all the hardships that have befallen us, Kolkata Police is leading us astray. I request you, please register a zero FIR and send it to the right police station," the victim's father wrote in his complaint. On Monday night, the victim's father sent the complaint letter in this regard to the Shakespeare Sarani police station in Kolkata through an email. However, he alleged that on Tuesday afternoon, he received a response, saying that he has to lodge the complaint at the Park Street police station. Later, he received another response, saying that he must reach out to the New Market police station. Sensing that he again might be asked to reach out to different police stations to register his complaint, the victim's father requested for a zero FIR this time and sent the complaint letter directly to Kolkata Police Commissioner. The first anniversary of the rape and murder of a woman junior doctor of the RG Kar Medical College and Hospital on August 9 was marred by massive violence following a scuffle between cops and protesters participating in the "Nabanna Avijan". The victim's mother alleged that she was beaten up by the policemen after she, along with her husband and other protesters, tried to march towards Nabanna (State Secretariat). The victim's mother and the BJP leaders alleged that in the police action, the sacred conch shell-bangle on her wrist, traditionally believed to be the symbolic representation of married Hindu women, was broken. Kolkata Police Commissioner Verma said on August 10 that they are examining the footage of the CCTV cameras and video footage to ascertain whether the victim's mother was beaten up or not.

Kolkata Police have issued notices to BJP MLA Ashok Dinda, councillor Sajal Ghosh, North Kolkata party president Tamaghno Ghosh, Bhola Sonkar, Kushal Pandey, and Kamaljit Singh in connection with cases linked to the Nabanna Abhiyan protest on August said several cases were registered for 'breaking the law' during the march to the state secretariat, held to demand justice for the postgraduate trainee doctor who was raped and murdered at RG Kar Medical College and Hospital last year. The protest marked the first anniversary of the incident and saw large-scale unrest in Kolkata and cases — five by Kolkata Police and two by Howrah Police — were lodged in connection with the violence. Four FIRs were registered at New Market police station and one at Hare Street police station against leaders and supporters of the BJP. One case at Hare Street police station was for 'violating Calcutta High Court orders' by diverting the procession route, as well as for 'obstruction in a public way' and 'disobedience to a lawful order from a public servant'. Cases at New Market police station included charges of creating a ruckus at a political party's Rakhi stall, 'brutally assaulting a police constable' causing head injuries, vandalising the hawkers' union office, damaging a media person's camera, and confining said they are also moving the competent court to register two more cases against party leaders and supporters after obtaining necessary permissions.
