
Staff Crunch At AIIMS: 40% Faculty Posts Vacant Across India, Says Centre
Government data tabled in the Rajya Sabha has revealed a persistent staffing shortfall across India's premier All India Institutes of Medical Sciences (AIIMS), with over 2,800 faculty positions vacant across 20 functional institutes in the 2025-26 period. The data submitted in written response on Tuesday by Minister of State for Health and Family Welfare, Prataprao Jadhav, to a question by MP Javed Ali Khan reveals that more than 40% of faculty positions across various AIIMS remain vacant, with some institutions reporting faculty vacancy rates exceeding 50% in 2025-26.
The information, provided in a detailed annexure, outlines state-wise data on sanctioned, filled, and vacant positions for both faculty and non-faculty roles in AIIMS institutes from 2022 to 2025. The situation remains critical even in older and better-established AIIMS like Raipur, Rishikesh, and Jodhpur.
At AIIMS New Delhi, the oldest and most established, 462 of 1,306 faculty posts remain vacant in 2025-26, which indicates a 35 per cent vacancy rate, up from 29% the previous year. Several posts remain vacant at AIIMS Jodhpur, 186 vacancies, Rishikesh (147), Raipur (116), Nagpur (139), and Kalyani (139).
Newer AIIMS campuses such as Rajkot, Madurai, and Awantipora are operating with minimal or no permanent faculty in teaching positions in place. AIIMS Rajkot has 76 faculty filled out of 183 sanctioned, Madurai has 49 filled out of 183, while Awantipora has 0 faculty filled out of 94 sanctioned.
While the faculty situation is alarming, non-teaching positions also show gaps.
AIIMS New Delhi has 3,106 non-faculty vacancies out of 13,911 sanctioned posts. AIIMS Raipur and Bhubaneswar each have more than 900 non-faculty positions vacant. Across the newer institutes, many have non-teaching staff vacancy rates between 30-50 per cent.
AIIMS Guwahati and Madurai, in particular, continue to show low filled-to-sanctioned ratios.
In his reply, the minister stated that "creation of posts and recruitment is a continuous process" and outlined several ongoing initiatives to plug the staffing gaps. There are Standing Selection Committees at each AIIMS for expediting faculty recruitment. A provision to appoint retired professors on a contract basis, in the new AIIMS, up to the age of 70 years, from Institutes of National Importance (INIs) and Government Medical Colleges (GMCs).
A visiting faculty scheme has also been introduced to bring in experts from other institutions in India and abroad. Nursing Officer Recruitment Common Eligibility Test (NORCET) is being conducted for nursing staff, and Common Recruitment Examination (CRE) for Group B and C non-faculty roles to streamline hiring.
To select junior and senior resident doctors, AIIMS Delhi conducts the Institute of National Importance Combined (INI-CET) and the Institute of National Importance Super-Specialty (INI-SS) entrance tests twice a year.
While some institutes have shown improvement in hiring over the last three years, the rate of recruitment has not kept pace with the sanctioned posts. AIIMS Bhopal, for instance, improved from 199 faculty filled in 2022-23 to 234 in 2025-26, but still has 71 vacancies. AIIMS Bilaspur filled 126 out of 217 posts by 2025-26, improving from 93 in 2022-23.
While India now has 20 functional AIIMS, with three more under construction, their operational capacity remains hamstrung. AIIMS Madurai remains only partially functional with 73 per cent faculty positions vacant-49 faculty positions filled and 868 non-faculty vacancies out of 911 sanctioned. While AIIMS Awantipora, Darbhanga, and Rewari are under development with no faculty recruited yet as of 2025-26.
While the government has initiated multiple recruitment drives and schemes, the data indicates a persistent gap in staffing levels across both established and newly set-up AIIMS institutions. The continuing shortage of faculty and support staff could have a direct impact on the functioning and service delivery of these key national healthcare institutions.

New Delhi: Actions including de-empanelment of 1,114 hospitals, levying penalty worth Rs 122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities under the Ayushman Bharat Health Insurance scheme as reported by the states and Union Territories (UTs), the Lok Sabha was told on Friday. In a written reply, Minister of State for Health and Family Welfare Prataprao Jadhav said that Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) is governed on a zero-tolerance policy towards misuse and abuse. Various steps are taken for prevention, detection and deterrence of different kinds of irregularities that could occur in the scheme at different stages of its implementation, he added. A robust anti-fraud mechanism has been put in place and the National Anti-Fraud Unit (NAFU) has been set up with the primary responsibility for prevention, detection and deterrence of misuse and abuse under AB-PMJAY. "Suitable actions including de-empanelment of 1,114 hospitals, levying penalty worth Rs 122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities as reported by the states and UTs," Jadhav said. According to the terms and conditions of empanelment, hospitals cannot deny treatment to eligible beneficiaries of the scheme. In case of denial of treatment by the empanelled hospital, beneficiaries can lodge complaints, he said. Under the AB-PMJAY, a three-tier grievance redressal system at the district, state and national level has been created to resolve the issues faced by beneficiaries in utilising healthcare services . There is a dedicated nodal officer and grievance redressal committees at each level to address the grievances. Beneficiaries can file their grievances using different mediums including web-based portal, centralised grievance redressal management system (CGRMS), central and state call centres (14555), email, letter to state health agencies (SHAs) and the like. Based on the nature of the grievance, necessary action including providing support to the beneficiaries in availing treatment under the scheme is taken, Jadhav said. Settlement of claims is an ongoing process. Under the AB-PMJAY, claims are settled by respective SHAs. The NHA has laid down guidelines for the payment of claims to hospitals within 15 days of claims submission for the intra-state hospitals (hospitals located within a state) and within 30 days in case of portability claims (hospitals located outside a state), the minister informed. Claims are required to be settled within the timeline specified under the scheme. Notable improvements have been recorded in the overall average turnaround time (TAT) for claim settlements year on year. Regular review meetings are organised to take stock of the progress with regard to the claims. Further, capacity-building activities are organised for efficient claims settlement, he said.

Agency: PTI New Delhi, Aug 9 (PTI) AIIMS-Delhi researchers have called for a relook at the ban on electronic nicotine delivery systems in India, contending that e-cigarettes with nicotine, when compared with no treatment or usual care, have been evidenced to be of benefit, albeit with a risk of bias. Electronic Nicotine Delivery Systems (ENDS), commonly known as e-cigarettes, are powered by batteries to simulate features of conventional tobacco smoking. In 2019, India banned the sale, storage and manufacture of such devices by bringing in the Prohibition of Electronic Cigarettes Act (PECA). Examining the effects of this ban in light of current evidence, oncologists Dr Abhishek Shankar and Dr Vaibhav Sahni from AIIMS-Delhi, in a commentary published in the JCO Global Oncology this month, said a complete ban on such products 'can (and has) routed demand towards illicit marketing". They stated that the harms of following the abstinence approach in policy can be observed in the e-cigarette and vaping-associated lung injury outbreak in the United States, which was attributed to harmful ingredients in ENDS obtained from informal sources. They stated that the United Kingdom, backed by Public Health England, followed a more pragmatic policy based on harm reduction, thereby adopting e-cigarettes as smoking cessation tools based on evidence. Policy differences may be attributed to regulatory measures such as those on advertising, packaging, labelling, and lowering nicotine levels in e-fluids, the researchers said. In their 2022 evidence update, the Public Health England found vaping to be associated with a minor fraction of conventional smoking risk in the short to medium term, while acknowledging the fact that vaping is not devoid of risks, especially for 'never smokers". The researchers said that India has seen some catastrophic results with a complete ban on liquor in some states, which has led to illicit commerce and deaths caused by consuming spurious products. A complete ban on products may cause revenue loss to the administration as well, the doctors said, underlining that despite the ban, ENDS are available for sale at local shops and through online platforms, which may not even verify the purchaser's age before making the sale and even offer home delivery. E-cigarettes, the AIIMS-Delho doctors stated, have been demonstrated to help people quit smoking, as evidenced by data supporting elevated quit rates. There is also evidence of moderate certainty that e-cigarettes with nicotine have greater quit rates in comparison with those without nicotine. They also said e-cigarettes with nicotine, when compared with no treatment or usual care, have also been evidenced to be of benefit, albeit with risk of bias. 'There certainly appears to be a need for advocating at least a relook into the complete abstinence policy pertaining to ENDS as is being followed by the Government of India, which is guided by evidence. 'This will ensure that public health practices remain current and well-informed and people in need of appropriate cessation aids receive the help they need within the confines of a proper regulatory framework," the doctors recommended. Talking to PTI, Dr Shankar, an assistant professor in the Department of Radiation Oncology at AIIMS-Delhi, said that available evidence conveys that the complete ENDS ban policy in India needs a relook. 'ENDS are a form of harm reduction and in a scenario where proven carcinogens such as alcohol and tobacco are not banned and ENDS are being illicitly marketed to never-smoking kids, certainly something like ENDS can be looked at for their cessation benefits with strict legislation and caution," he said. Dr Vaibhav Sahni, a scientist in the Department of Radiation Oncology at AIIMS-Delhi, explained, 'Since the ban was instituted, evidence has accrued to the extent that a relook into the ENDS policy is warranted." 'It is prudent practice to examine evidence in medicine from time to time in order to evaluate whether policy is still on the right TRACK," he told PTI.
