
Friedrich Merz arrives as a humbled new German chancellor – but that may not be the worst way to start
When Merz's cabinet was finally sworn in later on Tuesday afternoon, after a successful second round, both parties in the governing coalition – the conservative CDU/CSU and the Social Democrats (SPD) – were eager to play down the failure as a mere hiccup. But the high drama indicates a new degree of fragmentation and instability in the German party system. It is certain to affect the way this new administration will govern.
Merz starts his term as a weakened, somewhat humbled leader. There is some poetic justice in that, certainly from the viewpoint of the opposition. Ironically, Merz had to rely on the support of the Greens and the far-left Die Linke on Tuesday to table a second round of voting. Merz had fiercely attacked both parties during the campaign. But because a two-thirds majority was needed to change the Bundestag's proceedings to allow a second vote on the same day, the conservatives had to beg the loony left (or 'leftwing weirdos' as Merz calls them) for help.
Technically, they could also have relied on votes by the hard-right AfD, now the leading opposition party. But that move would have blown up the new coalition. Its governing consensus is based on maintaining the 'firewall' against the AfD, excluding cooperation with the party that was confirmed as 'rightwing extremist' by the German domestic security service just days ago.
Merz had promised to take the Christian Democrats back to their roots after Angela Merkel's decidedly moderate reign. But coalition dynamics draw him even closer to the centre than his predecessor. This, in turn, exposes him to attacks from the AfD, whose leaders constantly assail Merz for his supposed 'treason' of conservative principles.
Berlin is rife with speculation about who the rebels were. Disaffected conservatives, unhappy with the abolition of the strict deficit rules, the so-called debt brake? Distrustful Social Democrats holding Merz in contempt for pushing a migration bill through the Bundestag earlier this year with help from the AfD?
Maybe both? Because of the secret ballot, Merz and his vice-chancellor, Lars Klingbeil, the co-leader of the SPD, cannot be sure what triggered the extraordinary vote of no confidence by the 18 dissidents who denied them a smooth confirmation. Yes, they succeeded in re-establishing discipline before the second vote. But the brush with disaster will be remembered whenever contentious legislation comes to a vote in the next four years.
It is also all but certain that Germany's challenges will demand painful compromises from both coalition partners. The conservatives must accept a looser fiscal policy so the country can finally invest heavily in defence and replace crumbling infrastructure, while the centre-left will find it hard to take ownership of the harsher stance on irregular immigration that a majority of voters want.
The challenges that this new German government faces are enormous. Germany's business model is under assault from China and the US at the same time, with Donald Trump's tariffs looming and a flood of Chinese EVs threatening to wipe out the German car industry. Not to mention America's desire to wash its hands of Ukraine and leave the security of the continent to the Europeans.
However, not everything is gloomy. Merz, for all his strategic mishaps, has the right instincts about Germany's European destiny. The lifelong Atlanticist spent some of his happiest professional years working for the American investment company BlackRock. He has a genuine affection for the US, yet he is remarkably sober about the dire future of the transatlantic relationship. In his first television interview as chancellor, he told the Trump administration to 'leave German domestic politics alone'. After all the meddling by JD Vance, Elon Musk and Marco Rubio in favour of the German hard right, that was a welcome tone of polite defiance.
Interestingly, Merz seems to view the US reversal on European security and free trade as a tragic mistake, but also as an opportunity. He wants to work closely with the UK, Poland, France and others to put Europe on a path to more independence and self-reliance.
This calls for robust leadership in Berlin. The new German chancellor will need a stable governing majority to be a credible 'servant leader' in Europe. To be taken seriously abroad, Merz must change his leadership style at home.
The early near-death experience of the new coalition might yet be helpful in reminding everybody what is at stake.

Starmer could attend second US-Russia meeting on ending Ukraine war, says Trump
European leaders including Sir Keir Starmer could attend a second meeting with Donald Trump, Vladimir Putin and Volodymyr Zelensky which could bring the war in Ukraine to an end, the US president has said. On the eve of the summit, Mr Trump said leaders from Europe, which could include members of the so-called 'coalition of the willing' that have supported Ukraine, could attend a subsequent meeting if the event in Alaska on Friday is successful. The Prime Minister has been a key player in the group which has also included French President Emmanuel Macron and German Chancellor Friedrich Merz. Speaking to reporters in the Oval Office at the White House, Mr Trump said: 'We have a meeting with President (Vladimir) Putin tomorrow, I think it's going to be a good meeting. 'But the more important meeting will be the second meeting that we're having. We're going to have a meeting with President Putin, President Zelensky, myself, and maybe we'll bring some of the European leaders along. Maybe not.' He added: 'I think President Putin will make peace. I think President Zelensky will make peace. We'll see if they can get along. And if they can it will be great.' Mr Trump said the summit aims to bring peace to Ukraine, and 'save a lot of lives'. Earlier this week the US leader told his European counterparts that his goal for the summit was to secure a ceasefire. Sir Keir chaired a meeting of the 'coalition of the willing' on Wednesday – a European-led effort to send a peacekeeping force to Ukraine to monitor any deal – and said there was a 'viable' chance of a truce. It came after Sir Keir and Mr Zelensky met on Thursday at Downing Street, where they said there was 'strong resolve' for peace in Ukraine. The two leaders embraced as the red carpet was rolled out for Mr Zelensky's arrival in Downing Street, and they later had breakfast. They expressed cautious optimism about the prospect of a truce 'as long as Putin takes action to prove he is serious' about ending the war, a Downing Street statement said. In a separate statement, Mr Zelensky said there had been discussions about the security guarantees required to make any deal 'truly durable if the United States succeeds in pressing Russia to stop the killing'. But concerns linger over the prospect of Kyiv being excluded from negotiations over its own future, and pressured to cede territory, after Mr Trump suggested any agreement may need to involve 'swapping of land'. Ukraine has already rejected any proposal that would compromise its borders. In a readout of the morning meeting between Sir Keir and Mr Zelensky, a Downing Street spokesman said: 'They had a private breakfast where they discussed yesterday's meetings. 'They agreed there had been a powerful sense of unity and a strong resolve to achieve a just and lasting peace in Ukraine.' During the meeting on Thursday, Mr Zelensky urged the UK to join PURL – Nato's Prioritised Ukraine Requirements List initiative – to provide weapons to Kyiv. 'It is important that, within the framework of the coalition of the willing, we should all be able to achieve effective formats for security co-operation,' he later said. 'We also discussed the continuation of support programmes for our army and our defence industry. Under any scenario, Ukraine will maintain its strength.' The Times reported that Britain was planning to scale back its plans for a military peacekeeping force in Ukraine. UK military chiefs are said to be considering air reassurance over western Ukraine, training support to the Ukrainian military and the clearance of mines from the Black Sea. The Government has been contacted for comment. Further sanctions could be imposed on Russia should the Kremlin fail to engage and the UK is already working on its next package of measures targeting Moscow, the Prime Minister said. 'We're ready to support this, including from the plans we've already drawn up to deploy a reassurance force once hostilities have ceased,' Sir Keir told allies on Wednesday. 'It is important to remind colleagues that we do stand ready also to increase pressure on Russia, particularly the economy, with sanctions and wider measures as may be necessary.'

This is how Leftist Israelophobia morphs into unabashed anti-Semitism
When Horst Mahler, lawyer, terrorist and anti-Semite, died last month at the age of 89, that nemesis of Germany had become little more than a deranged demagogue who had lost a leg to diabetes and was fatigued by years in prison. Such is the derangement of the times, however, that Mahler – a member of the notorious hard-Left Baader-Meinhof gang who later converted to neo-Nazism – is more relevant in death than he ever was in life. With sensible politics around the world challenged by anti-Western fervour, this is increasingly Mahler's moment. Across the political extremes, his hallmarks are familiar today: conspiratorial thinking; a pathological hatred for the United States, the West and all our old certainties; a cleaving to utopian radicalism; and a loathing for both Israel and the Jews. Since October 7, this omnidogma has accelerated its advance, reaching for influence in our schools, universities, throughout the arts and media, in our formerly great northern towns and cities, on the streets, in the digital universe and through the benighted corridors of Lanyardistan. It reached a bloody nadir in Washington DC last May, when two young Israeli diplomats were gunned down in the name of 'Palestine', and in the firebombing of elderly Jews in Colorado by an Egyptian national a few weeks later. In Britain, it has prompted death chants at Glastonbury and the sabotage of RAF aircraft by the bourgeois radicals of Palestine Action, not to mention relentless street unrest. But its spirit has also inspired the far-Right, with figures like the American firebrand Tucker Carlson and European insurgent parties Alternative für Deutschland and Rassemblement National indulging an animosity towards Israel, fondness for the erstwhile Assad regime and adoration for Vladimir Putin. Anything, in other words, that hurts us. Tulsi Gabbard, Donald Trump's director of national intelligence, is a prominent denizen of this swamp. She clashed with the president over the American attack on Iran. Closer to home, former BNP leader Nick Griffin has appeared on a podcast produced by 5Pillars, the Islamist website. This convergence of radicalisms, which takes hatred of the Jews and packs it with contempt for liberal Western values, could now perhaps best be described as the 'Horst Mahler complex'. More than anybody else, Mahler's life story demonstrated that the gap between far-Left and far-Right is bridged not by shuffling round the horseshoe but by a simple sidestep. Mahler was born in 1936 to a Nazi dentist – why were so many Nazis dentists? – in Haynau in Lower Silesia, a town now called Chojnow in southwestern Poland. Devastated by the fall of the Third Reich, in 1949 his father took his own life and probably attempted to poison his three sons (Mahler's older brother, Klaus, prevented them from taking the suspicious tablets). As an adult, Mahler became a lawyer and a leading exponent of the trend to cast Western capitalism as the continuation of Nazism. For him, bloodshed was a means of purging the crimes of the older generation in the fires of revolutionary fervour. He became a key figure in the Baader-Meinhof gang, which was responsible for 34 murders and some of the most spectacular terrorist atrocities in post-war history. Inevitably, theirs was a virulent Israelophobia. Mahler underwent terrorist training in Jordan with the Palestinian faction Fatah, which now rules in Ramallah. He also represented an activist shot by German police while protesting a visit from Iran's Shah in 1967. Progressives sided with the exiled Ayatollah. In 1970, Mahler was arrested carrying a loaded pistol while wearing a wig and false beard. In prison, he renounced violence, but in the coming years embraced neo-Nazism, envisioning fascism as a means to fulfil the aims of the hard Left: the defeat of American Jewish capitalism. The Holocaust, he now said, was 'the actions of God, not those of humans'. He performed a Sieg Heil in front of a Jewish journalist and claimed that Hitler was 'the saviour of the German people'. Mahler also praised the 9/11 attacks. In 2005, he accepted an invitation by Mahmoud Ahmadinejad to an international conference promoting Holocaust denial. Mahler's pathetic demise may have gone largely unmourned, but it did not represent the death of his spirit. In this age of radicalism, the Horst Mahler complex is more of a threat to the West than ever before.
